CLASS TITLE: ADMISSIONS & RECORDS SPECIALIST, SENIOR- RANGE 34

INTERNATIONAL STUDENTS

SUMMARY:

Under the direction of an assigned supervisor, process international student applications and accompanying documents in order to admit international students to the college; prepare and issue immigration documents; determine international student’s non-immigrant visa (F-1 visa) eligibility to continue course of studies, monitor international student academic progress; and perform a variety of technical tasks related to international student enrollment, recruitment, and retention; act as a designated school official to Department of Homeland Security: USCIS (US Customs and Immigration Services), USICE (US Immigration and Customs Enforcement), and USCBP (US Customs and Border Protection) and other institutions, and the community. Provide office coverage for such specialized areas as residency; assist instructors with rosters in attendance and apportionment accounting, etc. and perform other duties related to an Admissions and Records Office.

ESSENTIAL FUNCTIONS:

Serve as DSO (Designated School Official) for the Department of Homeland Security and International Student F1 program providing issuance of required documents such as form I-20, and review eligibility and process I-539, I-515A for travel, and determining student’s eligibility for transfers, extensions of stay, on and off campus employment, post-completion optional practical training (OPT), curricular practical training (CPT) and employment authorization due to economic hardship. Make recommendations to supervisors of necessary college policy changes pertaining to immigration regulations.

Review Petitions for international students and determine their eligibility of F-1 visa status, and terminate the student’s F-1 status and report it to the USICE and USCIS.

Research, comprehend, analyze and apply complex immigration regulations, and make critical decisions based on the knowledge. Evaluate college policies pertaining to immigration regulations, and determine eligibility of students’ immigration status.

Interpret, apply and explain federal, state and district laws, rules and regulations related to Federal agencies; answer inquiries regarding international students, residency and other functions as assigned.

Implement issuance of immigration documents based on current and anticipated changes in rules and regulations regarding visa types and issuance of documents for American Collegiate English (ACE) language programs, and special programs: KIFL (Kanda Institute of Foreign Languages) and Atlacomulco Mexican Program. Have extensive knowledge of immigration guidelines under DHS and college programs, particularly English as a Second Language (ESL).

Coordinate special programs such as KIFL and Atlacomulco Mexican Program with class offering, orientation dates, tuition payment and registration. Responsible for determining admission acceptance for International students and process their application status in CCC Apply, Xap system, and send acceptance notice.

Input, maintain, and update student’s F1 Visa status using Student Exchange Visitor Information System (SEVIS) under the guidelines established by the department of Homeland Security.

Serve as College liaison for international students, and communicate orally and in writing with student applicants, immigration attorneys, other colleges, and other public, state, and federal agencies; answer inquiries regarding international student admissions, residency, and other functions of the office as required; act as a resource person for office staff to resolve problems requiring specialized knowledge.

Correspond with government agencies, embassies, and student families to resolve crisis and provide information regarding college policies and procedures.

Maintain files for area of specialty; update residency status of international students and perform other assignments as required.

Function as a representative of the college to engage and recruit prospective students and provide pre-arrival information; make necessary referrals to appropriate agencies depending on need; project cultural and ethnic sensitivity.

Develop and oversee procedures for maintaining records and monitoring international student academic progress and compliance; interpret, code and enter data on a personal computer from a variety of prepared and original source documents.

Data enter a wide variety of student records related to programs, credits, etc. to the student record system.

Compile and maintain files for international students; monitor internal student progress to assure compliance with applicable rules and regulations.

Maintain currency of qualifications for area of assignment.

Provide secondary office coverage for such specialized areas as residency and instructor contact.

SECONDARY FUNCTIONS:

Communicate with information systems center; extract computer reports for faculty and staff and federal and state agencies.

Check and record data for final grade rosters from instructors.

Provide work direction and guidance to hourly, work study and temporary employees in the Admissions and Records Office.

Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

Perform related duties as assigned.

KNOWLEDGE OF:

Department of homeland Security: USCIS (US Customs and Immigration Services, USICE (US Immigration and Customs Enforcement), and USCBP (US Customs and Border Protection) procedures and laws.

District, state and federal admissions and records laws, regulations, functions and activities.

California Education Code Regulations and California Administrative Code and Title V.

Data Processing methods, techniques, procedures and theory.

Regulations pertinent to requirements of the department, particularly international student admissions.

Immigration laws related to visas, permanent resident cards, and refugees.

Recordkeeping techniques.

District policies, rules and regulations.

Operation of a personal computer.

Correct English usage, grammar, spelling, punctuation and vocabulary.

Oral and written communication skills.

Interpersonal skills using tact, patience and courtesy.

Modern office practices, procedures and equipment.

ABILITY TO:

Explain and interpret complex INS policies and procedures to a population with limited language and cultural comprehension.

Ability to advise international students on college policies and procedures; monitor academic progress.

Be sensitive to diverse cultural and ethnic groups.

Understand and communicate college admissions and registration regulations and procedures.

Operate a variety of office equipment including computer terminal and typewriter.

Read, interpret, apply and explain complex rules, regulations, policies and procedures.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: graduation from high school and three years increasingly responsible admissions and records experience, including work with international students.

WORKING CONDITIONS:

Admissions & Records Office environment; some light bending and stooping to retrieve files and other documents; some light lighting at times; subject to constant interruptions and frequent interactions with student, staff, and the public.
