Florida Certified Prevention Specialist is recognized to have completed training and have demonstrated core competency through supervised on-the-job experience and passing a rigorous exam to demonstrate knowledge in the core areas that are applicable to the Head Start Program. The core areas are: Planning, Evaluation and Needs Assessment, Prevention Education and Service Delivery, Communication, Community Organization, Public Policy and Environmental Change, and Professional Growth and Responsibility. History of Taylor CountyIn 1856, Taylor County became Florida’s 34th county. Named after the United States of America’s twelfth president, Zachary Taylor, Taylor County was born after separating from Madison County. Surrounding Taylor County is Madison to the north, Lafayette and Dixie to the east, Jefferson to the west, and the Gulf of Mexico to the south. Over the years, the county seat has undergone several name changes. Initially the town was named Rosehead by early Native Americans for the myriad of gorgeous rose bushes that’s grew wildly in the area. The city’s name was changed to Perrytown in 1875 in honor of Governor Madison Stark Perry. The county seat would then modify the name removing the “town”, thus becoming the City of Perry. The area gained fame for its plethora of timber products that was introduced to the world through the network of railroads that passed through in the early 20th century. Geography of Taylor CountyTaylor County is a rural area, spanning over 1,200 square miles, located deep in the panhandle’s indention in north central Florida. 1042 square miles is land and 190.1 square miles of water. Although Taylor County is rural, due to the large forestry tracks of land, a concentration of population is in and around the City of Perry. The City of Perry ranks 387th in population of the 890 cities in Florida. Although the population is 7,045 residents it is in the larger than 57% of Florida cities. Taylor County 1,043.31 making Taylor the 11th largest county in Florida based on land area by square mile out of the 67 counties in Florida. Taylor’s elevation is 49 feet. Taylor County has one of the longest coastlines in Florida. Taylor County is a rural county located in the Northern section of Florida, in the deepest indention of the Gulf Coast line. Tallahassee is 51 miles to the northwest, Gainesville is 90 miles to the southeast, and Jacksonville is 120 miles to the east. Describe the makeup and history of the community to provide a context within which to collect data on its current concerns. 2. Describe what matters to people in the community. 3. Describe what matters to key stakeholders. 4. Describe the evidence indicating whether the problem/goal should be a priority issues. 5. Describe the resources for addressing the identified issue. ?Community needs and goals were identified through both quantitative and qualitative data collection methods including a parent and stakeholder’s survey and a focus group. The primary data gathering phase included surveys distributed to staff, health & human service leaders, and Parents. In addition, focus groups were held with both health & human service leaders and Parents. While these methods primarily sought perceptions about the needs of parents of school-aged children, parents were also asked questions about their preferences for and likelihood of using program and community services. The secondary data gathering phase included compiling “observed” data from sources such as the U.S. Census Bureau, Bureau of Labor Statistics, Florida Department of Health, Florida Department of Education, ACS Data, Florida Foster Improvement Plan, Early Learning Coalition of the Big Bend, Healthy Start Coalition Needs Assessment, and Child Protective Services. Numerous families in Taylor County are part of the working poor that needs assistance to gain the economic advantage enjoyed by many. Lack of education, poverty, delinquency, and risky behaviors are all related indicators that scourge Taylor County. According to the Maternal and Child Health Needs Assessment Taylor County, Florida created by Healthy Start, July 2011,“Taylor County, like many rural communities, continues to face challenges related to generational poverty. This is in large part due to the fact that Taylor County has historically relied on farming and agriculture for its economy, both industries that have been in steep decline. Unfortunately, no industry has come in to replace these lost jobs. Taylor County relies on state (prison) and local government for employment. Consequently, children who grow up in rural poverty face obstacles early in life that make it difficult for them to escape poverty as adults.”According to the US Census Bureau (USCB) Taylor County’s population is 22,220. Taylor County is a non-metro rural according to their USDA Beale code of 6. Taylor is designated by the Governor as a Rural Areas of Opportunity. The executive order states, “certain rural communities are struggling to maintain, support or enhance job creating activity or to generate revenues for education and other critical government services such as infrastructure, transportation and safety; the challenges faced by these rural communities threaten their wellbeing and viability”. 42.2% of Taylor County residents below 200% of poverty level (USCB). Taylor County has a domestic violence shelter, but this does not serve the homeless. The closest homeless shelter is in Leon County approximately 50 miles away. Due to the lack of infrastructure to assist homeless individuals in Taylor County, there is little data to extract that is county specific.According to the 2014 Annual Homeless Assessment Report, staggering 41,000 individuals suffer from homelessness in Florida each day. This troubling figure represents the third largest incidence of homelessness in the nation. Florida also holds 18 percent of the nation’s children and youth who experience homelessness. While the number of homeless youth increased by 80 percent between 2006 and 2013 on a national scale, it spiked by 150 percent in the state of Florida. In recent years, youth and child homelessness appears to be a growing problem in Florida as measured by the U.S. Department of Education. Of the 69,956 homeless students in Florida, 40,339 were between pre-Kindergarten and Grade 5 for the school year 2012-2013.The Taylor County School District qualifies for Title X funding to support homeless children’s education. The Federal McKinney-Vento Homeless Assistance Act states that children and youth who lack a fixed, regular, and adequate nighttime residence are considered homeless and qualify for assistance. The Taylor County School District has identified in 2016-2017 that 4.4% of its student population as homeless. 13% of the identified homeless are unaccompanied homeless youth. Unaccompanied homeless youth are youth experiencing homelessness while not in the physical custody of a parent or guardian. The Taylor County School District Social Worker/Homeless Liaison believes that the number of homeless families in Taylor County is greater and is seeking to identify more students, so they may receive assistance. The THS Program will work with the Taylor County School District Homeless Liaison to identify qualified children and reach out to them about EHS/HS services. The THS Program will take referrals from Refuge House because all children in shelter are homeless. Pregnant?Women: The Healthy Start Executive Director informed the BGCNCFL that their focus is shifting to focus on pregnant woman and away from infants. The Director informed us that they are ending their Parents as teachers Program because of the program shift. Summary Needs Assessments Surveys Results from BGC HEAD START EARLY HEAD START CCLC SurveyThe BGC Head Start Early Head Start conducted a parent survey to ascertain parental input for program planning purposes. The survey was conducted in January 2020. Early Head Start opened its center based option on January 2, 2020. The results may not be an accurate reflection. The results show overall positive results. The results also show areas the program must grow. The program must also improve its communication with our families. A greater emphasis must be placed on offering information in family’s home language. The survey also indicated many Early Head Start parents have not seen growth in math & science skills. The classrooms with the lowest indicators were from the infant classes and may be a reflection of the age. The program will look at improving math and science. All private and public social service agencies are invited to a monthly shared service meeting. The shared service monthly meetings create continuity among agencies. All agencies are aware of services offered by other agencies and refer clients so they are able to receive comprehensive services. Several churches, especially in the African American community, provide community information on services within the community. Several churches have food panties and outreach centers. Taylor County has a low cost of living. Needs of Special PopulationsHomeless ChildrenTaylor County does not have a local homeless shelter. Taylor County has a domestic violence shelter, but this does not serve homeless. The closest homeless shelter is in Leon County approximately 50 miles away. Due to the lack of infrastructure to assist homeless individuals in Taylor County, there is little data to extract that is county specific.According to the 2014 Annual Homeless Assessment Report, a staggering 41,000 individuals suffer from homelessness in Florida each day. This troubling figure represents the third largest incidence of homelessness in the nation. Florida also holds 18 percent of the nation’s children and youth who experience homelessness. While the number of homeless youth increased by 80 percent between 2006 and 2013 on a national scale, it spiked by 150 percent in the state of Florida.In recent years, youth and child homelessness appears to be a growing problem in Florida as measured by the U.S. Department of Education.
