11-5-15 Neighborhood Watch Meeting MinutesThe meeting commenced at 18:30. In attendance were Chuck Davey, Steve Diamond, Doug Digman, Mike Hanley, Gary Kasch, Jackie Kiehm, Kearney Morgan, Greg Petsch, and Marty Rolleg. Those contacted but unable to attend were Barry Carpenter, Glen Cigala, Clay Crum, and Tom Prosch.Marty announced Steve Broadaway, Bruce Koenig and Kearney Morgan as new members to the committee.Chuck presented an update on the computer system and cameras for the front gate. Chuck purchased an HP workstation rather than a laptop for enhanced reliability. The system has a 3-year warranty and cost $800 + $84 for onsite warranty. The system will be installed the weekend of Nov. 7-8, the bugs worked out and training of camera monitor volunteers will begin shortly thereafter. Marty will conduct some surprise simulated tests to ensure license plates, time stamps and video of any burglary incidences are captured.Marty and Mike Hanley discussed recent break-ins on Mystic Shores Blvd. Oct. 6th, Mystic Breeze Oct. 21st and more recently at the North Shore Pharmacy.Marty discussed steps to take to reduce the likelihood of our residents being a burglary victim. Marty will summarize the list and send to Famia for a Peninsula e-blast. Marty will also forward to Famia for e-blast the special alert notices from Ted Searles regarding break-ins and increased vigilance.As the result of suspected security breaches at the gate related to entry codes, Gary Kasch proposed another survey of property owners to list personal contractors used. This survey will be conducted in January. New codes will be issued and old codes will be cancelled.Marty presented data collected on the stop sign monitoring for July and August. There were 268 incidences of stop sign approach and 67% stopped while 33% ran through the stop signs. The committee will conduct further surveillance during November and December and that data will be compared to the July/August data for trending and presented at the January board meeting.Marty discussed his communications with Judge Jennifer Saunders and County Commissioner Jen Crownover regarding county law enforcement’s authority to enforce traffic laws on The Peninsula’s private roads. The Commissioners’ Court may extend any traffic rules that apply to a county road to the roads of The Peninsula if either of these conditions is met:On petition of 25 percent of the property owners residing in The Peninsula, orThe POA could appeal to Commissioners’ Court, thereby foregoing the 25% missioner Crownover communicated there would be no cost increase to enforce the laws and write tickets in The Peninsula.Since the petition must specify the traffic rules that are sought to be extended, Steve Diamond recommended these four rules:Running stop signsSpeedingValid driver’s licenseProper insurance and registrationBy specifying the rules to be enforced, this maintains the integrity of our private roads for all other private road usage including, but not limited to, the use of golf carts and utility vehicles on the roadways within the gate.The committee members in attendance all agreed this proposal would be beneficial for the overall safety of our neighborhood. A formal recommendation will be made to the Board at the January meeting. ................
