FOREWORD

Transfer or Disposal of Junk and Salvage Vehicles

Article 16 of the New York State Vehicle and Traffic Law requires the Commissioner of Motor

Vehicles to establish regulations governing the transfer or disposal of junk and salvage vehicles.

Section 415-a under Article 16 requires anyone involved in the transfer or disposal of 1973 and

newer model year junk or salvage vehicles to obtain a registration or certification from the

Department of Motor Vehicles.

The following pages detail the requirements and obligations of a registered or certified junk and

salvage business. You should familiarize yourself with the required procedures to legally

transfer, dismantle or dispose of a junk or salvage vehicle.
