Proposal For Supply & Installation Of VirtualDoxx Evidence Tracking & Accountability Systems (RFID)

3T Global Services Ltd, a Nigeria corporation, is pleased to submit this proposal for to the National Drug Law Enforcement Agency. Thank you for the honor of allowing us to participate.

All over the world a major challenge facing anti-drug law enforcement agents is managing evidence rooms and the wide array of items they contain. It has been reported that in the USA, over 20% of drug related evidence is lost prior to prosecution. In developing nations this figure can be alarming high.

3T Global Services Ltd is the exclusive distributor in Nigeria for software from VirtualDoxx Corporation of the USA. VirtualDoxx's CEO is a Certified Records Manager – one of only a few hundred worldwide. VirtualDoxx specializes in Asset Tracking using barcodes and RFID (radio frequency identification) and, in partnership with 3T Global Services Ltd, is committed to providing innovative solutions that help our customers to manage and track their assets.

The VirtualDoxx RFID hardware/software solution relies on:

RFID tags and barcodes applied to each item of evidence, uniquely identifying it

portable RFID and barcode readers that are mobile - to take inventories

portable RFID readers used to find lost items

desktop RFID and barcode readers that can be used in a single fixed location

optional fixed RFID readers that can be mounted at doorways, service windows, and other “choke points” where items of evidence pass during processing and handling

optional sensors to turn fixed RFID readers on only when people are present

server that runs the application and maintains a database of each item, aong with a “cradle to grave” history of every movement of each item.

To prepare for system usage:

Each item of evidence is tagged with a passive ultra-high frequency RFID tag.

The evidence room doorway(s) are fitted with proximity sensors and ultra-high frequency RFID reader/interrogators and antennas, which read the asset tags in real time

Two sensors are installed, one inside and one outside the door, so that direction of travel can be determined on each scan

The interrogator is network attached, and sends RFID scan information to the VirtualDoxx server that tracks the items, via local area network or Internet.

Users are set up with access to VirtualDoxx, allowing them to enter new items, track existing items, search, run reports, etc. Some users can be set up as Administrators.

Optionally, each employee of the department can be issued an RFID enabled card. When a “batch” of RFID scans are received on the server, the batch is analyzed to determine whether each RFID tag scanned is a tagged item or a badge. If the direction of travel is “in” then all the items scanned are simply transferred into the evidence room. But if the direction is “out” and exactly one badge is scanned, it can be assumed that the corresponding person is taking the evidence.

If the Evidence Room is manned at all times, VirtualDoxx can be used to control items that are checked in and out. If Evidence room is “self service” for authorized personnel, then VirtualDoxx can be set up to do passive tracking of items passing through each door. In either case, a separate computer monitor can be installed at each door to display generic or actual images of each item, as it passes through the door. The system automatically updates the database with date, time, items scanned, badge scanned, and all related data, in a complete Audit Trail for each item. Moreover, the inventory of the shelf is also automatically updated in the system.

Can work within Local Area Network (LAN) or Web Based – all information is accessible remotely via Internet, with proper authentication.

Flexible authentication and authorization – encrypted passwords

Find lost / misplaced evidence quickly and easily using RFID portable

Interfaces for administration and managers to login and generate reports related to inventory, issue and return evidence, and send alerts in real time to employees who have evidences issued in their name for more than stipulated time.

Video & alarm system can be incorporated.

In term of cost, the technology is highly cost-effective compared to other solutions. VirtualDoxx is built on a foundation of Open Source software that is “industrial strength” but available at no cost. A complete server can be set up with no expense other than hardware, networking, and VirtualDoxx license fees. No Microsoft or other third party software is required.
