Section 232 Steel and Aluminum Absolute Quota, Effective July 1, 2018

Example 1: Importer does not have Department of Commerce (DOC) exclusion number

Tariff #1 (9903.85.01) Aluminum or (9903.80.01) Steel.

1) Make sure tariffs are queried and have the “Additional tariff” Flag set.

2) Enter one of the “9903” tariffs above but don’t enter value instead enter “V02” in the E/R/V Field so that this tariff will use the Value from the second tariff to calculate duty.

3) Hit New HTS to add the additional tariff.

Tariff #2

4) Enter Weight and value and SPI code as usual on the second tariff

25% (steel) or 10% (Aluminum) duty will calculate on the first tariff.

Example 2: Importer does have Department of Commerce (DOC) exclusion number

1) Do not enter the 9903 number as in Example 1 above just enter regular Steel or Aluminum HTS number.

2) On the Lines screen click the Other button and select Steel Product Exclusion or Aluminum Product Exclusion from the dropdown list.

3) Enter the Importer’s Exclusion number (red box)

NOTE: Exclusion numbers start with STL or ALU followed by 6 numbers.

4) Enter Steel License number (if required)

Please note CBP will validate the Product Exclusion data against the Effective Dates, HTS, and COO.

NOTE: All examples below are for 9903.88.01 Please use appropriate 9903 tariff per above lists.

Example 1: Non 9802 situation

Tariff #1 (9903.88.01)

1) Make sure tariffs are queried and have the “Additional tariff” Flag set.

2) Enter the “99038801” tariff first but don’t enter value instead enter “V02” in the E/R/V Field so that this tariff will use the Value from the second tariff to calculate duty.

3) Hit New HTS to add the second tariff.[pic]

Tariff #2

4) Enter details and value as usual on the second tariff including ADD/CVD if needed.

25% duty will calculate on the first tariff.

Example 2: 9802 situation (not 9802.00.6000) No 25% duty should calculate on 9903 tariff.

Tariff #1 (9802 HTS)

1) Make sure tariffs are queried and have the “Additional tariff” Flag set.

2) Enter 9802 HTS with full or split value. Enter E01 in the E/R/V to exclude US value (if any) or manually enter duty as you would normally do for the 9802 dual tariff.

Tariff #2 (9903.88.01)

3) Enter the “99038801” tariff but don’t enter value.

If Section 301 duty applies to the Foreign Value of the repair enter V03 in the E/V/R field; Otherwise don’t enter anything in the E/V/R field.

4)Hit New HTS to add the third tariff.

Example with E/R/V=”V03” which calculates 25% duty on $1000 value from 3rd tariff.

Example without E/R/V. No duty calculates on 9903 tariff.

Tariff #3

5) Enter regular tariff as you normally would. Duty should only calculate as it normally would on the 9802 and regular tariff.

Example 3: 9802.00.6000 with full value on 2nd or 3rd HTS: 25% duty should calculate on first tariff for the full value of the line.

Tariff #1 (9802.00.6000)

1) Make sure tariffs are queried and have the “Additional tariff” Flag set.

2) Enter 9802006000 HTS. Either enter full value on this tariff or the trd tariff as you normally would for 9802006000.

3)Hit New HTS to add the second tariff.

Tariff #2 (9903.88.01)

2) Enter the “99038801” tariff first but don’t enter value.

3) If you will be putting Full value on 9802006000 (First) HTS then enter V01 in the E/V/R field;

If you will be putting Full value on third HTS then enter V03 in the E/V/R field. This example shows V03 option with full value on third HTS.

4) Hit New HTS to add the third tariff.

Tariff #3

7) Enter regular tariff as you normally would. For this example enter full value on this tariff because we entered V03 on the second HTS. If you entered V01 on the second tariff you would not enter value as you should have entered it on the first tariff (9802006000)

Duty should calculate as it normally would on the 9802 (first) and regular tariff (third).

And 25% Duty should also calculate on the 99038801 (second) tariff for the full value of the line.
