The Statewide Veteran Services Division (SVS) is responsible for providing advocacy and benefits to veterans, their dependents, and survivors. The program provides benefits counseling, claims and appellate representation, certification and training for counties and national service organizations, emergency financial assistance, administers special advocacy veteran programs, veterans grant programs, and other service delivery partnerships across the state. The division is the front line for all veteran benefits, ensuring that veterans obtain all benefits to which they are entitled as a result of their military service.

The division also manages the pass-through funds to County Veterans Service Offices, Tribal Veteran Service Offices, and National Service Organizations. These programs provide both direct assistance statewide

to veterans, their dependents, and survivors as well as indirect assistance through a statewide network of county, tribal and community partners. SVS assists in the accomplishment of the department's mission to serve and honor veterans through our leadership, advocacy, and strong partnerships.

b. Describe the primary purpose of this position, and how it functions within this program. Complete this statement. The primary purpose of this position is to:

...become the agency point of contact for all tribal veteran advocacy for Oregon Tribal Veterans and their families. The position will develop, plan, implement, manage and evaluate the Oregon Tribal Veteran Service Officer (TVSO) program, providing consultation, advice, assistance and support to Tribal Veteran Officers? accredited tribal veteran representatives by the Office of General Counsel in the U.S. Department of Veteran's Affairs (VA) ? who will provide assistance to veterans who are members of federally recognized Indian tribes, to connect to Federal VA veterans' services.

The position will work extensively with the Federal VA Office of Tribal Government Relations to effectively liaison between federal, to state to tribal council. The position will work with organizations such as the National Archives & Records Administration (NARA), the Affiliated Tribes of Northwest Indians (ATNI) and the National Congress of American Indians (NCAI). This position will be the main source of contact and liaison for interfacing with the state Senate Bill 770 cluster groups and the Legislative Commission on Indian Services to coordinate benefits for tribal veterans at the state level.

The position provides expert policy guidance to the Agency Director and recommends legislative concepts to expand or revise program operations.

Develop, plan, manage and evaluate the tribal veteran program. Serve as the department point person on all matters relating to tribal veterans and their families:

guidelines, operational procedures, and business practices.

? Design service delivery processes and procedures for the new program. Solve operational problems.

? Assist in the development of administrative rules and policies that guide program operations.

? Administer the ODVA pass-through funding application processes to Tribal Veteran Service Offices (TVSOs).

? Collaborate with tribal partners, other government and private entities to promote the program and standards.

? Work collaboratively with Tribal leadership to establish a tribal veteran office.

? Work with ODVA Training & Certification team to ensure Tribal Veteran Service Officers receive and maintain federal VA accreditation in order to process and file veteran benefit claims.

? Work with ODVA Training, Certification & Outreach team to ensure Tribal Veteran Representatives receive annual training of state and federal veteran's benefits.

? Monitor uses and outcomes of state pass-through funding for Tribal Veteran Offices.

? Act as liaison and advocate for tribal veterans in matters pertaining to the federal VA and Department of Defense (DoD).

? Function as point of contact between tribal veterans and the legislature, ensuring two-way communication.

? Establish a robust outreach program statewide for tribal veterans.

? Establish and maintain a social media presence to communicate issue and update information to tribal veteran constituents.

? Ensure expert assistance is provided to tribal veterans for upgrading discharge character of service and applying for and obtaining veteran benefits.

? Serve as the department spokesperson and resource for media requests for information relating to tribal veteran issues.

Identify and resolve systems that conflict in areas of shared

responsibilities. Review program plans from the tribal jurisdiction to

Identify and define the tribal veteran community in Oregon. ? Use all available resources to maintain a database of information

regarding the profile of tribal veterans in the state.
