Taking Fraud Into AccountBuilding a Successful CPA Outreach ProgramBackgroundDuring tax season, millions of citizens will file their taxes. In many instances, they will rely on a trusted tax professional for assistance. Tax preparation presents an important opportunity to stop fraud and abuse in its tracks – especially scams that target senior citizens. NASAA’s CPA Outreach Program, Taking Fraud into Account, is designed to encourage a mutually beneficial relationship between Certified Public Accountants and securities regulators to spot and stop investment fraud. Originally created by Montana Deputy Securities Commissioner Lynne Egan and Montana Investor Education Coordinator Cindy Palmer, the program was?developed by NASAA as a toolkit that can be used by NASAA members in the United States and Canada to connect with CPAs in their jurisdictions.Outreach ToolkitThe Taking Fraud Into Account toolkit enables NASAA members to raise awareness among CPAs of how they can report unusual activity in their clients’ financial records to their local securities regulator. The toolkit includes:a template cover letter introducing the program’s availability to CPAs in your jurisdictiona PowerPoint presentation outlining the red flags of fraud CPAs should watch fora “leave behind” fact sheet describing specific warning signs CPAs should watch for in clients’ tax returns that may indicate fraud a template press release for NASAA’s investor education coordinators to reach out to CPAs in their jurisdictionsa directory of state boards of accountancya directory of state accounting societiesa directory of Canadian provincial/territorial accounting institutesA Guide to Reaching Out to CPAsAll states have a State Board of Accountancy because accounting is a licensed profession. Contact your jurisdiction’s State Board of Accountancy to request a list of all licensed CPAs. Use the template news release to help explain the program. Consider reaching out in person to build a good working relationship.There also is the American Institute of Certified Public Accountants (AICPA) [ and the Chartered Professional Accountants of Canada (CPA Canada) [cica.ca]. Check if the national organization as local version of the institute in your jurisdiction. Real-life example: There is a Montana Society of Certified Public Accountants (MSCPA) that has several chapters throughout the state.Develop and send a mailing to the list of CPAs that include the template cover letter and fact sheet on warning signs of fraud.Customize and distribute the template news release announcing program to media within your jurisdiction. Consider sending a joint news release with the State Board of CPAs, if possible.Prepare to Present: Ask your State Board of CPAs and your local CPA society for opportunities to present to CPAs.Real-life example: The MSCPA chapters hold a monthly lunch meeting and feature presentation during each meeting.? The Montana Securities Department has presented several times to each of the chapters in Montana.?Additionally, they developed a “partnership” with the MSCPA, which invited the agency to speak at its 2013 Annual Conference.Customize the PowerPoint presentation with statistics or enforcement cases/data specific to your jurisdiction.Evaluate your IE outreach by following up with participants.
