D.1 PERFORMANCE WORK STATEMENTTechnical Requirements for Supporting the Amputation.Research. The site shall comply with VA Directive 6102 and supporting VA Handbook 6102 which specifies procedures for establishing and administering VA Internet and Internet sites. These provide standards for site structure, navigation, page layout, etc. and are available on the Internet. The contractor shall coordinate with three different VA groups: VA Enterprise Content Management System (ECMS) Support, VA Enterprise Web Infrastructure Support (EWIS), and VA Web Communications personnel, as required, to modify and update the site and ensure that the website complies with current VA Look and Feel standards.The current website has been created using the VA’s Enterprise Content Management System (ECMS). The contractor shall use ECMS to modify and update the site. This includes specific templates for the home or “index” page and individual pages in one, two, and three column format.The traffic to the site and to each page on the site is accumulated by Google Analytics. The contractor shall be able to use Google Analytics to analyze website traffic and identify where changes can be made to improve performance.The languages and technologies used are HTML, CSS, Java Script, and ASP. The contractor shall have previous experience in web site design and layout, HTML, CSS, Java Script, and ASP.The website shall be 508 compliant.Amputation Website Support ObjectivesThe general objectives for website support and maintenance are to keep the Amputation.Research. website current for the activities, research, presentations, events and staff of the Amputation and Prosthetic Engineering Research Center of Excellence. Direction for website changes and additions will come from the Contracting Officer Representative (COR) of the Amputation and Prosthetic Engineering Research Center of Excellence. Some of the specific objectives are:When new, prominent research projects are initiated, post a summary of the research on the home page banner with a link to a page with more details.Also on the home page banner, add new events or awards for the Amputation Center of Excellence.Post calls for study volunteers to support research projects.Add new amputation research, publications, presentations and events for the Amputation Center of Excellence.Add or link to videos posted on the VA media server or on the VA YouTube channel.Take summary information from the most recent annual report to include on the website on the “About us” page.Make changes to the staff and other personnel updates on the website as directed by the COR.Add links to other relevant research sites or other Internet resources.For new content pages, incorporate Search Engine Optimization terms into page text and Meta data to improve the search engine performance for locating the new content.The contractor shall assess current traffic to establish a baseline of traffic to the website to compare periodically with future traffic after the major changes have been made. These trends will be presented and discussed at quarterly meetings with the Administrative Officer of the Amputation and Prosthetic Engineering Research Center of Excellence.Continue to add, modify, pages of the site as needed to keep it updated.SERVICES:Other necessary personnel for the operation of the services contracted for at the VA will be provided by the VA at levels mutually agreed upon which are compatible with the safety of the patient and personnel and with quality medical care programming.The services to be performed by the contractor shall be performed in accordance with VA policies, procedures and the regulations of the medical staff by laws of the VA facility.The services to be performed by the contractor shall be under the direction of the VA Puget Sound Healthcare System Research and Development. WORK HOURS:The services covered by this contract shall be furnished by the contractor; Monday through Friday, 8:30am to 5:00pm. The contractor will not be required, except in case of emergency, to furnish such services on a national holiday or during off-duty hours as described below.(1) National Holidays: The 10 holidays observed by the Federal Government are:New Years DayMartin Luther Kings BirthdayPresidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Christmas(2) And any other day specifically declared by the President of the United States to be a national holiday.(3) Off-Duty hours: Those hours not covered by the established tour of duty including call coverage.RECORD KEEPING:The contractor shall maintain a record of hours worked on specific tasks in the Performance Work Statement.APPROVAL OF CONTRACTOR PERSONNELThe VA reserves the right to refuse employment under this contract or require dismissal from contract work of any contractor employee who, by reason of previous unsatisfactory performance at the VA or for any other reasonable reason, is considered by the Contracting Officer to be objectionable.SUPERVISIONSupervision will be provided by the Research & Development office. AUTOMATED DATA PROCESSING (ADP) SECURITYThe contractor shall have the following security checks prior to starting: VA security clearanceAccess privileges to the VA’s internal networkVA Outlook email accountThe contractor shall complete security and privacy training annually and submit the completion certificates to the COR.SECURITY REQUIREMENTSAll contractor employees are subject to the same level of investigation as VA employees who have access to VA sensitive information or access to VA facilities. The background investigation includes the following requirements: 1) Completed VSC Security documentation 2) Fingerprints 3) Completion of OPM’s e-QIP Questionnaire. The Contractor is required to fulfill all of the security requirements. The Contractor, upon completion of fingerprinting, and an initial suitability determination, may be authorized tentative access to start the performance period of the contract, but only on condition of completion of all security requirements. This requirement is applicable to all subcontractor personnel requiring the same access.The contractor shall bear the expense of obtaining background investigations. If the investigation is conducted by the Office of Personnel Management (OPM) through the VA, the contractor shall reimburse the VA within 30 days. ................
