Background The Nile Basin Initiative is a partnership of the riparian states of the Nile. The Nile Equatorial Lakes Subsidiary Action Program (NELSAP), a subsidiary action program of the NBI, covering the countries of Burundi, Democratic Republic of Congo, Ethiopia, Egypt, Kenya, Rwanda, Sudan, Tanzania, Uganda and South Sudan. Its mission is to contribute to the eradication of poverty, to promote economic growth, and to contribute towards reversal of environmental degradation in the NEL region. NELSAP promotes investments in power development and trade and Natural Resources Management and development, oversees the preparation of the jointly identified Subsidiary Action Programs and promotes cooperative investment projects related to the common use of the Nile Basin water resources. The NELSAP now wishes to recruit for the following two positions to support its functions.

1- Project Officer- Mara Project

Job Purpose/Role

The Project Officer manages project implementation unit including project planning and monitoring (project development, production and review of project concepts and proposals, monitoring and evaluation of project activities, regular monitoring of the project budgets, activity quality assurance in project implementation, timely and quality preparation and implementation of project work plans, monitoring plans and training plans). Supervision for implementation of investment projects/ supervision of consultants for quality delivery of outputs

Duties and Responsibilities

These will include, but are not limited to: a. Providing technical support and oversight of Mara project; b. Participate in monitoring, evaluation and reporting on project activities. c. Support timely and quality preparation and implementation of project work plans, project progress and technical reports. Monitoring plans, and training plans. d. Maintain and updating the Project information data bases e. Supervision of consultants assisting with project components f. Ensuring Stakeholder participation and synergy building in project activities. g. Support coordination between project components to ensure achievement of overall project objectives h. Participate in procurement of contractors, consultants and other service providers. i. Liaise with the National Liaison Officers to supervise the implementation of the investment projects. j. Any other duties as may be assigned by the supervisor from time to time

Qualifications and Experience: a) The Project Officer will have an MSc in Civil/Water Resources Engineering/Environmental Engineering, or related field with experience in development of water infrastructure. b) At least 5 years of experience in technical and managerial positions for development of water infrastructure with Government or reputable organization. c) Knowledge of Project and Contract Management d) Experience working with or in international and donor organizations e) Experience and knowledge of Sida/ World Bank procurement procedures f) Excellent written, analytical, presentation and reporting skills g) Demonstrated computing skills and knowledge of MS Office Packages, design software for engineering projects as well as use of project management soft ware. h) Knowledge of GIS and remote sensing i) Fluency in written and spoken English

Reporting The Project Officer will report to the Program Officer-Water Resources Management and Development.

Duty Station. The Project Officer will be stationed at the NELSAP Office in Musoma, Tanzania, but shall be travelling extensively in the Nile Equatorial Lakes Region.

Employment Terms. The appointment will be on contract period of one year. The contract may be extended on renewable terms based on satisfactory performance, availability of funds and need for services.
