As I write this, we are just 3 weeks away from the ASMC National PDI. I must give kudos to the National staff for so quickly obtaining a new venue for the event after the flooding in Nashville. A review of the program schedule shows that there are a wide variety of topics being covered and I am sure each of you attending will get great value from the PDI.

For our luncheon today, it is great to have Jim Watkins with us. Jim will be discussing the audit readiness efforts of the Army, which will be of interest to us all. We welcome Jim and appreciate him being here.

National PDI 2010 Has Been Moved!

Due to the recent flooding in Nashville, TN. PDI 2010 has been moved from the Gaylord Opryland Hotel to the Orange County Convention Center in Orlando, FL

The dates remain the same June 1-4, 2010. As you know, PDI is one of the premier programs offered by the American Society of Military Comptrollers (ASMC) each year. We hope that you will continue to support the society with your attendance at PDI 2010.

Aspiring SES candidates identify positive and negative aspects of their interest

Prospective candidates are attracted to SES positions primarily because they will be able to contribute more to the agencies’ mission, have greater opportunities for creativity and innovation, and have increased responsibility and authority.  On the other hand, many are reluctant to aspire to SES positions because of concerns that new responsibilities will have a negative impact on the balance between work and family, and will increase their chances of being transferred to another geographical location.   These comments were provided by participants in a survey conducted by the Senior Executives Association (SEA) and Avue Technologies Corporation. 

In the online survey, nearly 12,000 GS-14/15 personnel were asked if they were likely to apply for an SES position and answer a series of questions about perspective service in the SES.  Over 58 percent of respondents indicated that they were “interested in becoming a member of the Senior Executive Service,” while 22 percent were noncommittal, and about 20 percent were not interested.  Generally, respondents did not consider pay a serious positive or negative in their desire to compete for an SES position.  However, many did express concern that the pay differential between SES and GS-14/15 positions did not adequately reflect the differences in workload, responsibility, and risk. 

In a report—Taking the Helm:  Attracting the Next Generation of Federal Leaders—analyzing the data collected by the survey, the SEA made a number of recommendations to make the SES more attractive to potential candidates.  The SEA called for agencies to 1) set and communicate “clear and consistent performance expectations for SES employees”; 2) simplify the SES job application process, and 3) offer additional developmental opportunities to qualified and interested GS-14/15s. 

Regarding pay issues, the SEA report recommended that Congress and the administration provide an “assured annual” pay increase to SES personnel rated fully successful or better, and assure that new SES employees get at least a 5 percent salary increase.  In addition, the report proposed that calculated retirement annuities should include performance awards and retention and recruitment allowances.  And, repeating a recommendation that it has often made in the past, the SEA urged Congress to delink its pay from that of SES personnel

Dr. Jamie M. Morin is the Assistant Secretary of the Air Force for Financial Management and Comptroller, Washington, D.C. He serves as the Air Force's Chief Financial Officer and principal adviser to the Secretary of the Air Force on all financial matters. He is responsible for providing the financial management and analytical services necessary for the effective and efficient use of Air Force resources, to include more than 680,000 military and civilian personnel and a budget of more than $160 billion. He is principally responsible for exercising the comptroller and financial management functions of the Air Force, which include preparation of the Air Force budget, directing cost and economic analysis programs, and oversight of accounting and finance operations, systems and reporting.

New PDI 2010 Information

PDI 2010 has been moved from the Gaylord Opryland Hotel to the Orange County Convention Center in Orlando, Florida on June 1-4, 2010. As you know, PDI is one of the premier programs offered by the American Society of Military Comptrollers (ASMC) each year. We hope that you will continue to support the society with your attendance at PDI 2010.

 

We will be using several properties near the Orange County Convention Center (OCCC) for our official PDI hotels. 

To book your room, please visit by 27 May 2010.

If you have decided to cancel your attendance at PDI due to the relocation, you must submit your cancellation to pdiregistration@ no later than 11 May 2010 in order to receive a refund. The cancellation policy in your PDI confirmation email will apply after 11 May 2010.

Do you need CPE credits? Are training funds scarce? Did you miss attending the 2008 or 2009 PDIs? You can earn free CPE credits by watching streaming audio and video from PDI 2008 or 2009 on your computer. Go to PDI Online ().

Read the introduction on the main page and register as a new user. You will then be able to view the video presentations and self certify for CPE, or in some cases print a certificate for CPE after taking the exam.

Biographical Summary, James J. Watkins

Mr. James J. Watkins is currently the Director, Army Audit Readiness, assigned to the Office of the Deputy Assistant Secretary of the Army for Financial Operations. Mr. Watkins has extensive resource management experience and leadership skills. He served on active duty in the U.S. Army from 1970 to 1997 and led Soldiers as an Infantry Platoon Leader and Company Commander; was a Finance Commander at the Battalion and Brigade level at Ft Lewis, Washington and V Corps, respectively. He was the V Corps Resource Manager prior to his assignment as Commandant, U.S. Army Finance School. He has held various staff positions including duty as Executive Officer, The Army Finance and Accounting Center (now DFAS), Finance Officer, Korea, The Finance School as an instructor, and the Finance Branch Chief, Army Personnel Command (now HR Command).After leaving active duty Mr. Watkins was Chief Operating Officer for a private sector firm in Charlotte, NC prior to a six year term as the Chief Financial Officer in the private sector in Columbus, Ohio.

He returned to government service in 2006 with DFAS followed by duty as Chief of Staff at the Family and MWR Command, in Alexandria, Virginia. Mr. Watkins’ educational background includes a B.S., Business Administration (major in Accounting) from The Ohio State University; MBA from Syracuse University; Graduate of the South Carolina Executive Institute; and graduate of the Industrial College of the Armed Forces and the Army Command and General Staff College. Mr. Watkins has been a CPA since 1980.
