Quarterly Commentary

Major central banks slowed their pace of interest rate hikes or even hit the pause button during the second quarter. They also signaled that they stood ready to tighten monetary policy further to bring down inflation, which remained well above target. Stock markets worldwide nevertheless gained ground for the third consecutive quarter. With interest rates not expected to go much higher and with resilience in labor markets, consumer spending, and overall economic growth, concerns about a possible global recession appeared to ease.

Stocks finished higher, with equities in the United States showing more strength than those in Europe, Asia, and emerging markets.

Interest in long-duration bonds increased during the quarter as investors sought duration for relative protection against a potential recession. Investors also were supported by falling correlations between equities and bonds.

The MSCI US Investable Market Information Technology 25/50 Index returned 14.98% for the quarter ended June 30. The MSCI US Investable Market 2500 Index, which measures the U.S. stock market, returned 8.41%.

The top contributors were Apple (+17.8%), Microsoft (+18.4%), and NVIDIA (+52.3%).

PayPal Holdings (-17.0%) and QUALCOMM (-6.0%) were the biggest detractors.

For the 12-month period ended June 30, 2023, the MSCI US Investable Market Information Technology 25/50 Index returned 36.81%. Apple (+42.7%), NVIDIA (+179.3%), and Microsoft (+33.9%) contributed the largest returns. Fidelity National Information Services (-38.7%), CrowdStrike Holdings (-12.9%), and Intel (-7.0%) were the biggest detractors.

Vanguard Information Technology ETF seeks to track the investment performance of the MSCI US Investable Market Information Technology 25/50 Index, an index of stocks of large, medium-size, and small U.S. companies in the information technology sector, as classified under the Global Industry Classification Standard (GICS). This GICS sector is made up of companies in the following three general areas: internet services and infrastructure companies, including data centers and cloud networking and storage infrastructure; companies that provide information technology consulting and services, technology hardware and equipment, including manufacturers and distributors of communications equipment, computers and peripherals, electronic equipment, and related instruments; and semiconductors and semiconductor equipment manufacturers. The fund attempts to replicate the target index by investing all, or substantially all, of its assets in the stocks that make up the index, holding each stock in approximately the same proportion as its weighting in the index. The fund may also sample its target index by holding stocks that, in the aggregate, are intended to approximate the index in terms of key characteristics, such as price/earnings ratio, earnings growth, and dividend yield. Typically, the fund will use a sampling strategy only if regulatory constraints or other considerations prevent it from replicating the index. Vanguard's Equity Index Group uses proprietary software to implement trading decisions that accommodate cash flows and maintain close correlation with index characteristics. Vanguard's refined indexing process, combined with low management fees and efficient trading, has provided tight tracking net of expenses.
