VETERAN SERVICE OFFICER

MCPHERSON COUNTY, SOUTH DAKOTA

DEFINITION OF POSITION: The Veteran Service Officer shall provide local contact between fieldsmen of the state division of veteran affairs and persons in the armed service or those discharged from such service, and the dependents of such persons. The Veteran Service Officer assists and advises claimants in their pursuit of benefits from the Veterans Administration and other agencies by studying and explaining State and Federal veterans legislation, regulations and procedures; consulting with medical care providers about specific benefits to which veterans or their dependents may be entitled, preparing veterans benefit claims, and consulting with other government agencies to ensure that their clientele are receiving the maximum level of assistance and benefits to which they are entitled.

SUPERVISION RECEIVED: He/she works under the direction of South Dakota Codified Law and the McPherson County Commissioners, and receives guidelines from the State Division of Veterans Affairs. Covered by Fair Labor Standards Act Regulations.

EXAMPLE OF DUTIES: The Veteran Service Officer's duties will be as follows but not limited to:

He/she shall keep accurate files of every veteran by interviewing veterans and their dependents, reviews applicants' military, social and medical history to gather accurate and pertinent information.

He/she shall advise those in the armed service and veterans, or their dependents, of benefits available to them, and aid them in completing required forms and complying with regulations.

He/she shall aid or assist volunteer service officers in securing evidence and perfecting claims for veterans benefits such as pensions, insurance, education and hospitalization.

He/she shall correspond and consult with other Veterans Service Officers and other appropriate entities relative to background information which may materially affect the applicants' benefit entitlements.

He/she shall consult with medical care providers concerning specific benefits to which veterans or their dependents may be entitled and assists the individuals in obtaining these benefits.

He/she shall advice claimants concerning other benefits to which they may be entitled, including social security, vocational rehabilitation and other forms of public assistance.

He/she shall maintain liaison with and deliver speeches to veteran organizations and other interested groups to ensure public awareness of available benefits and assistance.

He/she shall perform other related work as necessary to ensure expedient delivery of benefits

QUALIFICATION FOR APPOINTMENT

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: The County Veteran's Service Officer shall be a veteran who has served in the armed forces of the United States; attended the training program and successfully completed a test administered by the division of veteran affairs during his/her first employment period and prior to each reappointment thereafter. The Veteran's Service Officer shall have working knowledge of the benefits and services available to veterans and their dependents, and of State and Federal laws and regulations. He/she shall have knowledge of the principles and methods of interviewing, have knowledge of available community resources and agencies, both public and private, have the ability to establish and maintain effective working relationships with veterans and their dependents, community organizations and the general public. He/she shall have the ability to explain Federal and State veterans' legislation, to operate standard office equipment, such as a typewriter, calculator, etc. in the preparation of forms, documents, reports and correspondence and also have the ability to express ideas clearly, in written or oral form.
