VICE PRESIDENT, ADMINISTRATION & FINANCE

JOB DESCRIPTION

I. POSITION TITLE: Vice President, Administration and Finance

II. SUMMARY STATEMENT

The Vice President, Administration and Finance serves as the chief fiscal officer for the College and directs major administrative functions in areas that include financial services, capital improvement financial planning, annual planning and budget development, procurement operations, digital printing and design services, food services and the campus store. This position, which reports directly to the President, is responsible for implementing policies and procedures that strengthen the overall operations and effectiveness of the College. This position also serves as a member of the President's Cabinet and as financial advisor to the President and regularly provides financial reports to the Board of Trustees and is involved in policy development. Other responsibilities include insurance and risk management, providing annual budget and capital support requests to Washington County Government, strategic planning and long-range financial projections, cost-benefit analysis of programs and services, and grant development and management. This position also serves on the Technology Council.

III. ORGANIZATIONAL RELATIONSHIPS

A. The Vice President, Administration and Finance reports directly and is responsible to the President of the College.

B. This position supervises the Director of Finance, Digital Printing and Design Services Manager, Director of Business and Procurement Services, Manager of Campus Food Services, Manager of the Campus Store, and Executive Office Associate I and other positions that may be assigned.

C. The Vice President, Administration and Finance, coordinates with all major administrative areas of the College and Federal, State, and Local governmental agencies in carrying out assigned duties and responsibilities.

IV. DUTIES

A. Assures effective use of College financial resources.

1. Develops and oversees the annual and strategic fiscal planning and budgeting.

2. Aligns financial and administrative policies and procedures with the College's mission, vision, strategic goals and institutional priorities.

3. Continually improves the annual planning, budgeting and evaluation process through the education of College staff with fiscal responsibilities.

4. Maintains compliance, accountability, reliability and accuracy of financial records and reports.

5. Ensures compliance with all regulatory and funding agencies and the standards of accrediting bodies by continuously monitoring operations, programs and physical properties.

6. Recommends policies and develops procedures to strengthen the operation and effectiveness of the College.

7. Implements and monitors adherence to College financial policies and procedures.

8. Informs the President, Board of Trustees and the campus community of College accounting and financial activities.

9. Prepares, presents and conducts analysis of financial statements and other pertinent data.

10. Implements financial accounting and reporting systems and stays abreast of new developments and accounting standards. Ensures that adequate internal controls are in place.

11. Oversees the annual independent audit.

12. Prepares State, Federal and other Financial Reports.

13. Serves as a member of the Maryland Association of Community College Business Officers (MACCBO).

14. Serves as a liaison with County officials on matters related to funding.

B. Provides management and leadership to the functional areas of the Administration and Finance units.

1. Coordinates planning and budgeting activities of reporting units to ensure alignment with institutional goals.

2. Monitors departmental unit plans and ensures progress toward the attainment of goals and objectives.

3. Supervises the Finance and Business/Procurement Services units.

4. Supervises auxiliary and support services including the Campus Store, Food Services and Digital Printing and Design Services.

5. Coordinates College insurance coverage with campus safety and security procedures and policies.

6. Performs Annual Planning and Performance Reviews of staff.

7. Works with direct reports to identify professional development needs of managers/directors and support personnel.

C. Performs other administrative duties.

1. Coordinates and reviews proposed administrative contracts and agreements on behalf of the College.

2. Responsible for risk management, property and liability insurance and workers compensation.

3. Ensures that adequate property control systems are in place.

4. Assists with the development of long-range facilities needs and funding strategies.

5. Serves as the executive officer contact for administration and finance inquiries from outside agencies.

6. Participates on a variety of College committees (standing and ad hoc)

7. Assists with the development and promotion of a shared governance model by serving on the Governance Council and co-chairs committees as assigned.

8. Assists with the development of grant proposals and management.

V. QUALIFICATIONS

A. Education and experience - master's degree in business administration, accounting, or related field from an accredited college or university required; also, minimum eight years (five as supervisor) of demonstrated, successful, progressively responsible experience preferably related to the fiscal management of an educational organization; significant knowledge of computer applications required. Preference will be given to candidates who have worked in public higher education settings.

B. Skills and abilities - strong management, interpersonal, analytical and organizational skills; an excellent record of leadership in policy formation, including planning, assessment, project accounting, grant and general administration; demonstrated expertise in the development and implementation of strategic financial plans; effective written and oral communication skills; strong working knowledge of financial and information technologies; and ability to work effectively with internal and external constituencies.

VI. WORK ENVIRONMENT

Work conducted under normal office conditions. Multi-tasking skills are essential. Travel is occasionally required to visit the College's off-campus sites and to attend various statewide and regional meetings and professional development conferences as designated / approved by the President.
