Cllr R CliffordDECLARATIONS OF INTEREST: None1829 REPORT FROM COUNCILLOR MILLSCllr Mills introduced Mr Andrew Milne who is standing as Conservative District Councillor for Porlock District, to replace Cllr Mills.Cllr Mills stated that leading up to the amalgamation of the two district councils there have been shadow meetings, part West Somerset and part Taunton Deane. There will be some conference call meetings in future. The council will be called SWT – Somerset West Taunton.Climate Emergency – Money has been put into this with the aim of the new council being carbon neutral by 2030.Joining Taunton Deane Council has benefitted the housing revenue stock. There are 5,700 council houses in Taunton Deane, mean cost of social housing is ?80 per week. This adds ?10 million into revenue. Business rates are pooled which makes ?1.2 - ?1.4 million.West Somerset Council ends at the end of March 2019.Cllr Peter Pilkington informed the council that ?20,000 has been allocated for electric car charging points and wants to install charging points in villages in the area. Porlock, Luxborough and Bicknoller are currently interested in having them. Cllr Pilkington wants the area to be ahead of the game and is working with Bill Butcher of Form 21 and ev2charge. The link is as follows 1830 PRESENTATION FROM JANE LILLIS ABOUT THE GOOD NEIGHBOUR SCHEMEMrs Jane Lillis works for the Community Council as our Village Agent. She would like the parishes of Timberscombe and Wootton Courtenay to join the ‘Good Neighbour scheme’ in partnership. The scheme is a local voluntary group to help those in need and not here to replace Social Services. It is for providing transport to appointments, cooking meals, filling in forms, helping after hospital discharge, providing information, cutting grass etc. Mrs Lillis hopes to find a co-ordinator in each village to organise what is needed and who can help. Volunteers need to be DBS checked, the group funds this. The scheme would be promoted on the village website. This support group is run by the community for the community for small things. It has been trialled in Stogumber and is very successful.APPROVED THE MINUTES OF 13th February 2019. There was a change to 1822 Finance adding – ‘Clarified and approved at a separate meeting with Mrs Barbieri, Mrs Smith, Mr Clapham and Mrs Griffin.’ Cheque 433 - ?230.38 R. Griffin Salary and holiday Pay. Chairman signed the minutes. ACTION FROM THE PREVIOUS MEETING: 1821 – Robert Billson reacted unfavourably to the parish council’s comments about Ms S Pluck’s application for a Certificate of Lawfulness. Mr J Wilmoth sent an email clarifying the council’s position to clear the air.1825 – Affordable Housing - Mr Mike Capel has been in contact with the clerk and is interested in offering land for Social housing. The land is next to the village hall.1831 PLANNING - None1832 FINANCEThe drawing and signing of cheques were proposed by Mr P Clapham and seconded by Mrs J Barbieri and approved by all the councillors. a Cheque 434 – ?98.80 Clerk Salary Februaryb Cheque 435 - ?56.60 HMRC Month 10c Cheque 436 - ?20.00 Salt Box Jane Barbieri1833 ELECTIONThe nomination papers were handed out to the Councillors who are standing again. All councillors to fill in the forms and then hand to Clerk who will take them to the Williton Office before 3rd April1834 WOOTTON COURTENAY POST BOXMr Wilmoth has done a marvellous job emailing our MP, and Royal Mail to replace the Village post box. This is still ongoing and a date or site hasn’t yet be set for the new post box.1835 CORRESPONDENCEMrs Smith stated that Defibrillator training for Responders will now cost ?300 from either Red Cross or St John’s Ambulance which makes this prohibitively expensive.
