The Bill of Rights QuestionnaireThe writers of the Constitution did not think it was necessary to list the individual rights of the people when they wrote the document in 1787. Several states, however, refused to ratify the new plan of government until a Bill of Rights was added. This was done in 1791, and the first ten amendments became a part of the Constitution.The First Amendment guarantees the freedoms of religion, speech and the press, assembly, and petition. Each freedom listed in the First Amendment, however, has limitations. Although people are allowed to express their opinion, for example, they are not allowed to say or print things that would harem someone’s reputation. Obscenities are not permitted in public.
