Congratulations on becoming an educator with PWCS. We trust this will be an opportunity for you to make a difference in our school community by fostering a desire to learn and to show genuine care to the students of our great school division. Your role is important and you should be proud of the profession you have chosen!

As with all great professions of importance, there are licensure requirements associated with your assignment that must be completed. The Code of Virginia requires a Virginia Department of Education issued license in order to be paid with public funds. The Office of Certification is here to guide you through this process. Upon completion, your earned, original License Certificate will be provided for you to proudly display or frame as a reminder of your achievements and future goals.

FORMS NEEDED TO APPLY FOR A VIRGINIA TEACHING LICENSE

Create an Initial License Packet using this list as a guide. Send a complete packet verifying licensure eligibility to your Licensure Specialist within 30 days following your on-boarding orientation date.

(IF YOU HAVE BEEN HIRED IN THE FOLLOWING POSITIONS – YOU DO NOT HAVE TO COMPLETE THE LICENSE APPLICATION PROCESS: OCCUPATIONAL/PHYSICAL THERAPIST, BEHAVIORIAL SPECIALIST, SIGN LANGUAGE INTERPRETER, VOCATIONAL RESOURCE OR SPEECH PATHOLOGY)

1. Choose One Application: The VDOE requires a current signed and dated application with an original, hand-written signature. The form should be signed and dated with the date you turn in your paperwork. The VDOE will not accept electronic signatures; faxed, copied or scanned license applications.

2. APPLICATION FOR A VIRGINIA TEACHING LICENSE (STANDARD) – If you are a special education teacher and you have not completed a special education program for full licensure, you will need to complete the special education provisional license application found below.

3. SPECIAL EDUCATION PROVISIONAL LICENSE – All special education teachers must complete the SPED Provisional License application unless you have completed an approved SPED Program for full licensure.

4. TECHNICAL PROFESSIONAL LICENSE - Use the Technical Professional License Application if you teach A/C & Refrigeration, Auto Body Repair, Auto Mechanics, Building Trades, Cosmetology, Electronics, Health Occupations, Instructional Technology, Printing, R.O.T.C., Small Engine Repair, Television Studio Instructor, etc. (Letter from previous employer verifying at least 2 years of work experience in the last five years required with Technical Professional License Applications)

APPLICATION FEE - Fee amount is based on the address reflected on the Teaching License Application ($100 for in-state applicants, $150 for out-of-state applicant) Make check, money order or cashiers check payable to "Treasurer of Virginia"- NO CASH

Your address with PWCS must match the address reflected on the VDOE License application. If your address with PWCS is not up-to-date, you will also need to complete the PWCS Address Change Form and include it with your licensure packet.

TRANSCRIPT OF CREDIT –Official transcripts from all colleges attended (include undergraduate and graduate)- order transcripts to be sent to your home address and include with your Licensure Packet.

IMPORTANT: Use caution when ordering transcripts. Official transcripts with a stamp or seal is required. Some institutions contract with other companies (third party) to issue official transcripts. The transcripts may be accepted if received in sealed envelopes. Placement records sent from colleges, electronic transcripts, grade reports, PDFs, photocopies, and student printouts of transcripts will not be accepted. In some cases, you may have to contact the registrar's office directly to make a special request for acceptable transcripts. Marked up or highlighted transcripts are also not accepted.

Child Abuse Recognition & Intervention Training Certificate (one hour, no-cost, online course) Print your certificate and include the last 4 digits of your SSN. The Child Abuse Recognition Training link works best if used in Internet Explorer.

Dyslexia Training Certificate - Dyslexia Training will be required. Complete the no-cost, online training module. Print certificate of completion and include with your initial licensure packet. Other dyslexia training is not accepted by the VDOE.

Emergency First Aid, CPR, AED Training with hands on practice for CPR- include a certification of completion clearly indicating completion of all three components on or after January 1, 2015. The training shall include hands on practice of the skills necessary to perform cardiopulmonary resuscitation for an initial license effective September 1, 2017. The hands on practice for CPR training must be clearly reflected on the Certificate of Completion. Documentation must include your full name, date training was completed, signature and title of the organization or group that provided current national evidence-based certification. OUT–OF-STATE-TEACHING LICENSE (S) – Please submit a photocopy of your full, valid out-of-state license. (An out-of-state license does not exempt you from the Virginia teaching license application process.) The VDOE does not accept internet versions of an out-of-state license unless the state will no longer issue a hard copy license. In most cases, initial licenses or provisional licenses from another state are not accepted by the VDOE for reciprocity. In these cases, or if you are not sure, please submit the College Verification Form as the basis for the license if you have student teaching/practicum reflected on your transcript.

College Verification Form(CVF)- this form is only required if you completed an approved preparation program in education and student teaching is reflected on your transcript. You will complete Part I and your college should complete Part II and III and return the form to you. (You may submit a copy of a full, valid out-of-state license with no deficiencies for the completed program area in lieu of the College Verification Form if applicable. Use caution - In most cases, initial licenses or provisional licenses from another state are not accepted by the VDOE for reciprocity. In these cases, please submit the College Verification Form as the basis for the license.)

Report On Experience Form (ROE)-If you have three or more years of full-time contracted teaching experience outside of Virginia but within the United States (substitute or temporary assignments are not considered contracted) and you hold a fully certified (no deficiencies) out-of-state license you need to submit a completed Report on Experience Form to be exempt from Assessment requirements for Virginia. (You will need to complete the top portion of this form and send to your previous employer, have your previous employer return the completed form to you.)

Note: A 3 year provisional license will be issued if any of the following assessments specific to your endorsement area have not been met unless you have been exempted from Virginia assessments by providing a full, valid out-of-state license with no deficiencies.

*PRAXIS II ASSESSMENT– if met, please submit a copy of your PRAXIS II scores unless you have been exempted by completing & returning the Report on Experience Form signed by your previous employer (3 or more years teaching outside of Virginia) AND you hold a full, valid out-of-state license with no deficiencies. Review the Virginia Assessments for each endorsement area.

*VIRGINIA COMMUNICATIONS AND LITERACY ASSESSMENT – if met, please send a photocopy of your assessment score sheet unless you have been exempted by completing & returning the Report on Experience Form signed by your previous employer (3 or more years teaching outside of Virginia) AND you hold a full, valid out-of-state license with no deficiencies. *READING FOR VIRGINIA EDUCATORS (RVE) –if met, please submit a copy of your assessment score sheet unless you have been exempted by completing & returning the Report on Experience Form signed by your previous employer (3 or more years teaching outside of Virginia) AND you hold a full, valid out-of-state license with no deficiencies. This assessment is required of all candidates applying for licensure as Prek-3, Prek-6, Special Education teachers and Reading Specialists. (Early childhood, speech-language pathologists and teachers of severe disabilities are exempt from this requirement) Please visit the Educational Testing Services (ETS) website for registration information @ praxis/register 

Attention: The following additional forms and documentation will be needed if the criteria found below applies to you:

Industry Certification -if you are seeking an endorsement in Business and Information Technology, Family and Consumer Science, Technology Education, Marketing Education or any Career Trade area- an industry certification will be required. Certification by one of the approved issuing organizations will be accepted based on the endorsement area sought. If you have completed one of the approved industry certifications as indicated within the guidance document provided by the VDOE, include a copy of the results in your licensure packet. Otherwise, you will be issued a provisional license with a one year time-line to complete the industry certification. Reference the Guidance Document for approved certification listing.

School Counselors Training: The new training is required if seeking an initial license in School Counseling. Approved training in the recognition of mental health disorder and behavioral distress, including depression, trauma, violence, youth suicide, and substance abuse.

The above-mentioned forms and official transcripts should be sent as a complete packet to: Prince William County Public Schools, New Teacher Certification Office, PO Box 389 Manassas, Virginia 20108 within 30 days of your employment date. Individuals eligible for a Virginia Teaching License through a reciprocity system must complete the application process.

Please refer to Regulation 513.01-1 for licensure guidelines indicating that your completed application packet must be received within 30 days from first date of employment or orientation date, whichever comes later.
