Disclaimer

During the unprecedented COVID-19 pandemic, Awesome Beginnings Cooperative Nursery School (ABC) aims to prioritize the safety of all its members, children, and staff. As such, new COVID-19 policies and procedures have been mandated by the Ministry of Education, the City of Hamilton and Hamilton Public Health, and the Federal Government. To ensure compliance with all its governing bodies, ABC has developed and implemented numerous COVID-19 specific policies and procedures documented in this handbook. All ABC COVID-19 policies and procedures will supersede all applicable prior policies and procedures until such point when ABC may return to normal operations. Policies and procedures are all subject to change without prior notice.

Purpose

Awesome Beginnings Cooperative Nursery School (ABC) is committed to the health and safety of all students, staff, and community. During a pandemic or epidemic ABC will enact evidence-based risk mitigation measures informed by Public Health, the provincial government, the federal government, and all other relevant parties. This policy serves as a framework to build a plan during a public health emergency. This policy will specifically reference COVID-19 due to the 2020 pandemic.

Definitions

Epidemic​: ​​an outbreak of disease that spreads quickly and affects many individuals at the same time.

Pandemic​: ​A ​pandemic​is a type of ​epidemic​ (one with greater range and coverage), an outbreak of a disease that occurs over a wide geographic area and affects an exceptionally high proportion of the population.

Public Health Emergency​: an occurrence or imminent threat of an illness or health condition, caused by bio terrorism, epidemic or pandemic disease, or (a) novel and highly fatal infectious agent or biological toxin, that poses a substantial risk of a significant number of human facilities or incidents or permanent or long-term disability.

Step 1: Identifying a Pandemic/Epidemic

The Executive Board will follow the notifications from the City of Hamilton, Hamilton Public Health and the Ministry of Education to identify when a public health threat becomes a public health emergency or a pandemic/epidemic that poses a serious safety concern to ABC.

Step 2: Plan

Upon recognition of a pending or declared public health emergency, the Executive Board in conjunction with ABC staff, will convene to discuss the appropriate response, review policies and procedures and develop an action plan. Planning may include individuals from appropriate governing bodies, co-operative members.

The Executive Board reserves the right to enact safety measures that may be more stringent than those defined by the governing bodies, including but not limited to:

• Closure of school facilities prior to it being recommended/required.

• Revising existing policies and procedures to meet developing needs and requirements.

• Instituting additional safety requirements for staff, co-operative members, and students with little or no prior notice.

The planning process will consider the following:

• Safety of students, staff, and co-operative members

• Physical distancing considerations

• Personal protective equipment (PPE) requirements

• Health and hygiene policies and procedures

• Coordination of services (cleaning, church rentals, snack preparation, member jobs, etc.)

• Coordination of operations in the classrooms

• Feasibility of executing provincially mandated operation requirements

• Channels of communication and messaging to co-operative families, students, and governing bodies

• Potential use of virtual communication and technology for operations while ensuring safety

• Closure and re-opening of ABC

• Budget and the short-term and long-term impact on ABC

Implementing the Plan – Guidelines and Recommendations to Consider

REQUIREMENTS FOR HEALTH AND SAFETY

The Ontario Ministry of Health’s guidance, ​COVID-19 Guidance: Emergency Child Care Centres, ​outlines specific health and safety requirements in childcare centers during COVID-19.

SCREENING OF CHILDREN/STAFF/PARENTS/VISITORS

ABC will follow the ​Daily Active Screening for COVID-19 of Persons Entering ABC ​policy and procedures. This policy is predefined by the City of Hamilton, Hamilton Public Health, and the Ministry of Education.

All individuals, including children, parents/guardians and staff must be screened upon arrival. ABC will deny entry to any person including the child of a parent/guardian who has any of the symptoms outlined in the ‘COVID-19 Reference Document for Symptoms’ on the Ministry of Health’s COVID-19 website. Children should be monitored for atypical symptoms and signs of COVID-19.

Notification to Hamilton Public Health Services

Childcare centre licensees have a duty to report suspected or confirmed cases of COVID-19 under the Health Protection and Promotion Act.

Notification of a child or staff failing a screen is no longer required, these individuals should be excluded as per COVID-19 Exclusion of Sick Children/Staff Policy and Procedures.

The licensee must contact Hamilton Public Health Services to report:

- Clusters of suspected cases (e.g. two or more children or staff with COVID-19 symptoms within a 48-hour period).

- Cases of COVID-19 among staff or child attendees that are laboratory-confirmed or probable (i.e. symptoms occurring among a staff or child who has been exposed to a person with confirmed COVID-19, or, travelled to an affected area in the 14 days prior to symptom onset.).

Public Health will provide specific advice on what control measures should be implemented to prevent the potential spread and how to monitor for other possible infected staff members and children. Notification should be provided by calling the COVID-19 hotline, 905-974-9848 option 6.

Symptomatic staff and/or parents/guardians of symptomatic children should call Public Health’s COVID-19 line at 905-974-9848 option 2 to book a testing appointment.

ABC will not permit children who are ill to attend the childcare centre. As per the ABC policy, ​Communicable Diseases and Exclusion of Sick Children ​and Outbreak Management for COVID Related Symptoms​, parents/guardians will be notified immediately if their child begins to show symptoms of COVID-19 while at ABC, including the need for immediate pick up.

MANAGEMENT OF CHILDREN OR STAFF WITH SUSPECTED COVID-19

ABC will follow the ​Outbreak Management for COVID Related Symptoms​ policy and procedures. This policy was predefined by the City of Hamilton, Hamilton Public Health, and the Ministry of Education.

ABC will defer all outbreak management decisions related to COVID-19 to Hamilton Public Health.

OCCUPATIONAL HEALTH AND SAFETY

ABC has written measures and procedures for staff safety, including measures and procedures for infection prevention and control. ABC has a detailed Occupational Health and Safety policy and procedures which will be updated to reflect the most recent changes. ABC has developed an additional policy, ​Occupational Health and Safety and COVID-19​ that ABC will follow.

ABC will follow the ​Outbreak Management for COVID Related Symptoms ​and the

General Sanitary Practices and Physical Distancing Measures to Prevent the Spread of COVID-19​ policy and procedures. These policies were predefined by the City of Hamilton, Hamilton Public Health, and the Ministry of Education.

ABC will consult with Hamilton Public Health to determine when the staff member can return to work. Staff members should speak to the School Supervisor and the Executive Board prior to return to work.

OPENING AND CLOSING ABC DURING A PUBLIC HEALTH EMERGENCY

ABC will have specific criteria for the opening and closure of the school during a public health emergency.

Closure criteria:

● Specific communication from the Ministry of Education or City of Hamilton and/or Hamilton Public Health to close the school

● Staff or student(s) diagnosed with a contagious disease

● The Executive Board, citing specific concerns, deem the need to close

● Inadequate staff

● Inadequate PPE

● Inadequate cleaning/maintenance supplies

The adequacy of PPE and cleaning supplies fluctuate during public health emergencies, and its availability will vary. ABC will rely on Hamilton Public Health’s guidance as to what specific PPE and cleaning supplies are needed for operations.

Opening criteria:

● Specific communication from the Ministry of Education or City of Hamilton and/or Hamilton Public Health to open the school

● No confirmed or pending cases of staff or student(s) diagnosed with a contagious disease and Hamilton Public Health’s confirmation of this diagnosis.

● Adequate staff

● Adequate PPE

● Adequate cleaning/maintenance supplies

The Executive Board and ABC staff will meet to discuss the specifics of opening or closing ABC during a public health emergency.

Step 3: Implementation

The Executive Board, and ABC staff will formulate and execute its pandemic/epidemic plan. Having reviewed all the applicable government guidance and policies and procedures, The Board, ABC staff and Cooperative members will meet to discuss and evaluate its operations plan and set timelines for review and evaluation of the plan.

All planning and implementation should focus on ​safety ​and ​feasibility​.

The Executive Board will work together with ABC staff to ensure it has a clear, step-by-step plan for its safe operation.

Step 4: Communication

ABC will ensure it has a clear and comprehensive communication plan for its pandemic/epidemic plan.

Planning and implementation will include communication considerations for:

The Executive Board

- Assign a point person to field questions from members

- Ensure the latest government guidelines/information is circulated to all Board members

Staff

- A weekly meeting with Executive Board and staff to ensure policies and procedures are being met, heard comments/concerns and trouble shoot issues that may arise.

Parents

- Use of the Facebook, SEESAW, and email to include content about hygiene precautions, etc.

- Clear and highly visible signage throughout ABC on hand hygiene, physical distancing, signs/symptoms of COVID-19 and any other required signage from the Ministry of Education, Hamilton Public Health and City of Hamilton.

- Regular reminders about the mask/glove policy, pick-up/drop-off procedures and any additional challenges staff or the Executive Board feel pose a safety issue.

- Communicate all the required COVID-19 specific policies (predefined policies by governing bodies) to parents. Highlighting that these policies include mandated language and procedures to ensure safety.

Step 5: Evaluation

The policies and procedures in such a policy are subject to frequent changes as the nature of a public health emergency is not static. The Executive Board and ABC Staff will review this policy on a regular basis, and more frequently as situations arise. This policy will be informed by the latest guidance documents and communication from the Ministry of Education, Hamilton Public Health, City of Hamilton, and all other relevant governing bodies.

ABC staff will be expected to give the Executive Board on-going feedback during the public health emergency to ensure their safety needs and operation procedures are working in an effective manner.

Co-operative members will be encouraged to regularly communicate through normal communication channels with the Executive Board and staff.

Policies & Procedures

Cohorts

The Ontario Ministry of Health currently defines ​cohort​ as “a group of children and the staff members assigned to them, who stay together throughout the duration of the program for a minimum of 7 days”. Furthermore, during program hours, cohorts are not allowed to interact with each other, and commonly used areas and surfaces will require cleaning between cohorts. As required by the Ministry of Health, ABC will ensure that all students are placed into a cohort each week with their assigned teacher.

• As of September 1, 2020, childcare settings may return to maximum group sizes as set out under the CCEYA (i.e., licensed age groups prior to theCOVID-19 outbreak).

Awesome Beginnings Cooperative Nursery School (ABC) will follow a Monday/Wednesday/Friday and Tuesday/Thursday model. The option of a half day/full day program is available. This model will minimize children’s exposure to multiple people. This model is subject to change as Covid-19 guidelines change.

Daily Active Screening for COVID-19 of Persons Entering Child Care Centres

Every person arriving at Awesome Beginnings Cooperative Nursery School (ABC) must be actively screened daily ​PRIOR​ to entering. The screening information must be documented and kept for 1month to facilitate contact tracing by Hamilton Public Health in the event of a confirmed COVID-19 case or outbreak.

Daily active screening will be completed online through SeeSaw prior to arrival at and before entering ABC. Screeners will take appropriate precautions when screening as described in the procedures below.

There should be no volunteers, students or non-essential visitors permitted to enter ABC. Essential visitors who will be permitted may include professionals delivering supports for children with special needs, Ministry staff and other public officials such as the fire marshal, public health inspectors, etc. Essential visitors will be required to meet all daily active screening requirements prior to entering ABC.

Our phone number will be posted at entrance of ABC for nonessential visitors to contact us through out the day if need be.

Procedures

ABC’s method of screening will be conducted online through SeeSaw prior to arrival at and before entering ABC.

Screening:

Screening Reception Area and Health Screening Procedure

As of September 2020

Screening will be done at home through SeeSaw App. Parents will be expected to answer screening questions at home and respond through yes \ or no through SeeSaw. Records of response will be kept on file at school.

When parents and children arrive at school, they will be asked to practice proper hand sanitizing and social distancing guidelines when checking children into program.

Masks must be worn at all times during drop off.

Facility to designate a single entrance where screening will take place. The childcare centre is to designate a screener who must be trained on the screening procedure.

The screening area must have public health approved signage identifying the screening process, must be set up at the entrance of the facility, meeting the following criteria:

• Location and use of a screening table (if space permits) must be identified.

• Childcare centres must have one of the following:

o Space allowing for a minimum of 2 metres distance between provider conducting screening and the person being screened, or

o Separation by a physical barrier (such as plexiglass barrier) for the

o screener, or screener must wear personal protective equipment (PPE) i.e. surgical/procedure mask, eye protection (goggles or face shield), and gown

• Signage regarding proper hand hygiene, respiratory etiquette, and proper mask use are to be displayed at the screening area.

• Where possible, stagger drop offs to ensure physical distancing requirements can be met.

• The childcare centre must have a plan in place to:

o Assess the number of people that need to be screened

o Handle the volume while maintaining physical distancing (i.e. floor

markers)

o A contingency plan for inclement weather

● Alcohol based hand rub containing at least 70% alcohol content must be provided at screening table or upon entry to the facility.

● Anyone entering the facility must perform hand hygiene upon entering.

o Cohort staff to assist child with hand hygiene upon entering program

● Thermometers must not be used between children/staff without single-use protective covers or disinfecting between use.

o Screener with surgical mask and eye protection, to preform temperature checks and ask screening questions to all parents, children, staff, and essential visitors.

o Screeners to record screening results in screening logbook.

Health Screening Procedure

All individuals entering the childcare centre will be screened with the following questions:

- Do you, your child or any member of your household have any of the following symptoms: fever (37.8C or higher), new/worsening cough, shortness of breath, sore throat, difficulty swallowing, new olfactory (loss of smell) or taste disorders, nausea/vomiting, diarrhea, abdominal pain, runny nose/nasal congestion (except seasonal allergies, nasal drip, etc.), unexplained fatigue/malaise/myalgia, chills, headache, conjunctivitis, lethargy/difficulty feeding in infants?

- Have you, your child or any member of your household travelled outside of Canada or had close contact with anyone that has travelled outside of Canada in the last 14 days?

- Have you, your child or any member of your household been identified by Public Health as a close contact of a COVID-19 case in the last 14 days?

- Have you, your child or any member of your household had close contact with anyone with a respiratory illness in the last 14 days?

If the answer to any of the above questions is yes, or if a fever is identified, this individual has failed the screening process and will be refused entry into the childcare centre. The screener will deny entry and the licensee will support and if necessary, enforce the decision. Any individual who fails the screening process should be advised to contact their health care provider as well as Public Health at 905-974-9848, option 2 for testing.

The childcare centre must keep records of each person entering the facility in a daily logbook. The record keeping will take place in the screening area. The supervisor of the centre will be responsible for overseeing the logbook. Records must include name, contact information, time of arrival/departure, and the screening results. These records must be kept up to date and available to facilitate contact tracing in the event of a confirmed COVID-19 case or outbreak.

Screening of Parents, Guardians and Children

The Supervisor must inform all parents/guardians whose children are placed in childcare of the screening requirements prior to the family beginning childcare at the site.

ABC will require that parents/guardians confirm their understanding of, and consent for, all screening requirements, using a Parent/Guardian Agreement provided by ABC

ABC will obtain from parents/guardians their acknowledgment of, and consent for, the following:

● Acknowledgement that children who are ill should not attend ABC.

● Acknowledgement that children should not attend childcare if any member of their household is ill

● Agreement that any child or his/her family members experiencing symptoms should be tested for COVID-19 before the family can return to childcare.

● Understanding of the information provided on the active screening procedure

● Agreement to all screening requirements and to accurately respond to all screening questions, including the reporting of temperatures daily for all persons screened. Misrepresentation on any screening questions, including temperatures or masking fevers with medication ​WILL ​result in the termination of the ABC Membership Agreement and immediate withdrawal of the child(ren) from ABC.

● Agreement to not administer any medication to their child that may mask the symptoms of illness, such as Tylenol or Advil, prior to dropping child off at ABc

● Agreement to exclude child(ren) from childcare immediately upon observing any signs or symptoms of illness in any family member until medically deemed able to return to care.

● Consent to provide copies of any of the child(ren)’s COVID-19 test results to ABC.

Confidentiality of Personal Health Information Collected for COVID-19 Screenings

It is important to note that Hamilton Public Health:

● is required by Ontario’s Personal Health Information Protection Act (PHIPA) to respect and protect the privacy of the individuals being screened for COVID-19.

● will only disclose a positive case to a childcare centre if it is needed to manage the exposure risk to others.

Childcare staff are required to protect all personal health information collected for the COVID-19 screenings and/or information provided by Hamilton Public Health regarding a positive COVID-19 test result to reduce exposure. Parent and child privacy are paramount; therefore, ABC staff are encouraged to treat families in a respectful manner which protects the privacy of their family. COVID-19 screening results must only be shared with Hamilton Public Health. All screening documents completed must be stored in a secure area (i.e. locked office and filing cabinet). Privacy is everyone’s responsibility.

Drop-off & Pick-up Procedures

Dropping-off Your Child(ren)

To ensure health and safety as well as stringent infection prevention and control practices, we will receive your child at the main entrance ABC. At this time, our staff will greet you and health screen your child as per the ​Daily Screening Procedure​. Staff will receive and disinfect belongings at this time. We understand that this may be unsettling; however, this step will ensure that the childcare setting remains free of infection. Please note, you will be unable to enter ABC with your child once they have been received by their teacher and make their way to the classroom.

To ensure a smooth system at drop-off and pick-up families will be asked to approach the health screening table at the front entrance to drop-off their child(ren)​. When parents and children arrive at school, they will be asked to practice proper hand sanitizing and social distancing guidelines when checking children into program.

Masks must be worn at all times during drop off.

We ask that parents drop children off between 9:00 and 9:15. If you arrive after this time you are asked to call, or email posted numbers and email.

*** please note that due to staffing requirements in the classroom, ​those who arrive after 9:30, without previous agreement with the staff, will not be admitted to school that day​.

Pick-Up Procedure

When you (or your designate) arrive at ABC to pick up your child, your child will be waiting in the front foyer area by the building. Please wait for your child to be dismissed to you by a staff member so that everyone can maintain a safe physical distance. Please be patient and always remember to follow proper social distancing and wear a mask.

General Sanitary Precautions and Physical Distancing

Measures to Prevent the Spread of COVID-19

Awesome Beginnings Cooperative Nursery School (ABC) staff must strictly maintain routine infection prevention and control practices, as well as adhere to additional sanitary precautions and physical distancing measures in all aspects of care to prevent the spread of COVID-19 as described in this policy.

This COVID-19 specific policy works in conjunction with the ABC’s ​Routine Practices​ policy and the ABC’s Sanitary Practices Policy. This policy’s procedures may supersede sections of the previously mentioned policies for the duration of the COVID-19 public health emergency.

Procedures

Hand Washing

Staff should wash their hands with soap and warm water frequently, and must wash their hands in the following situations:

● When they arrive at the centre and before they go home

● Before handling food or dispensing snack to children

● Before and after eating and drinking

● Before and after touching their own or someone else’s face

● After sneezing or coughing into hands

● Before and after giving or applying medication or ointment to a child or self

● Before and after diaper check, assisting a child to use the toilet, and using the toilet

● Before and after contact with bodily fluids (i.e. runny noses, spit, vomit, blood)

● After cleaning and handling garbage

Children should wash their hands with soap and warm water frequently, and must wash their hands in the following situations:

● When they arrive at the centre and before they go home

● Before and after eating and drinking

● After using the toilet

● After playing outside

● After handling shared toys/items

● After sneezing or coughing into hands

Staff should follow and role model the following steps for proper hand washing:

● Wet hands

● Apply soap

● Lather for at least 15 seconds (or as long as the “Happy Birthday” song). Rub between fingers, back of hands, fingertips, under nails

● Rinse well under running water

● Dry hands well with paper towel or hot air blower

● Turn taps off with paper towel, if available

Staff should increase monitoring of hand washing supplies to ensure all sinks in washrooms, kitchens, and classrooms are well stocked at all times (i.e. soap, paper towels, waste receptacles). Ensure hand sanitizer or alcohol-based hand rub (containing at least 70% alcohol) is available at the designated entrance for the centre and throughout the centre.

When hands are not visibly soiled, staff should follow these steps for cleaning hands using hand sanitizer:

● Apply hand sanitizer (at least 70% alcohol-based)

● Rub hands together for at least 15 seconds

● Work sanitizer between fingers, back of hands, fingertips, and under nails

● Rub hands until dry

Hand sanitizer must only be used on children who are over the age of two and must always be used under staff supervision. Staff must ensure that the product has completely evaporated from the child's hands before allowing the child to continue their activity.

Cleaning and Disinfecting

Cleaning and disinfecting reduce the spread of germs. Some germs can live for hours, days or weeks on toys, counters, tables, doorknobs, computer keyboards, iPad and other surfaces.

Cleaning with soap and water removes dirt and grease that can hide and protect germs from disinfectants. Cleaning will substantially reduce the number of germs that may be on surfaces.

Disinfecting after cleaning will kill most of the germs that were left behind. Cleaners and disinfectant products and methods already used by ABC are effective against COVID-19.

Only use disinfectants with a Drug Identification Number (DIN). Low-level hospital grade disinfectants may be used. Check expiry dates and always follow the manufacturer’s instructions. Disinfectants must be Health Canada approved.

Additional Notes:

• Clean all surfaces and items with soap and water before disinfecting

• Make a new bleach solution daily.

• Prepare bleach solution with room temperature water to reduce odour.

• Label all disinfectant and cleaning product bottles.

• Use the stream setting on spray bottles to reduce inhalation hazards.

• Do not mix bleach solutions with any other cleaning products.

• Store all disinfectants and cleaning products in a location inaccessible to children.

• Avoid using disinfectants and cleaning products within close proximity to children.

The Supervisor will ensure all cleaning and disinfecting duties are consistently completed and documented.

The 6 steps for cleaning and disinfecting are:

● Clean with soap and water

● Rinse with clean water

● Apply the disinfectant according to the manufacturer’s instructions on the label

● Allow the surface or object to soak in the disinfectant for the required contact time. Refer to the Disinfection Chart for Child Care Centres in Appendix 1 for the required contact times when using household bleach and water. A disinfectant with a Drug Identification Number (DIN) can also be used.

● Rinse with clean water if required according to the manufacturer's instruction on the label. Rinsing is not required when using household bleach and water.

● Let air dry

Toys and Equipment

● Staff must ensure that all toys and equipment are in good repair, clean and sanitary. The Supervisor must be advised of any concerns regarding toys and equipment.

● Group water/sensory tables must not be used. Only individual sensory play is permitted (i.e. each child has their own separate bin).

● If sensory materials (e.g., playdough, water, sand, etc.) are offered, they should be provided for single use (i.e. available to the child for the day) and labelled with the child's name, if applicable.

● Ensure each child’s individual sensory play toys are cleaned and disinfected between use.

● Remove toys that cannot be easily cleaned and disinfected, such as plush toys.

● Ensure all shared items are cleaned and disinfected between users.

● It is recommended that items such as books, puzzles, and cardboard/boxboard that are absorbent and cannot be easily cleaned and disinfected are removed.

● Any outdoor play equipment that is used must be cleaned and disinfected before use, and as required.

● Mouthed toys must be set aside after being mouthed for cleaning and sanitization after each use.

● Tables and chairs being used are to be cleaned and disinfected twice daily and as often as needed.

● Do not use water or sensory tables

● Do not use community playgrounds

● Linens must be laundered between children

● Children must not share water bottles or sippy cups

● Should any child present with symptoms of COVID-19, all toys and equipment accessed by the child will be removed from the room to be cleaned and disinfected as soon as possible

• All high touch areas will be cleaned and sanitized twice daily

• Kitchen areas will be cleaned twice daily

• All toys and shelves will be cleaned daily

• Floors will be cleaned daily

• Carpets will be sanitized weekly or as often as required

Additional Infection Control Practices

● Regularly clean and disinfect high-touch surfaces including doorknobs, light switches, faucet handles, handrails, and electronic devices ​at least every four

hours​ to prevent the transmission of viruses from contaminated objects and surfaces. Additional cleaning and disinfecting may be required based on daily need.

● High touch electronic devices (i.e. keyboards, tablets) may be disinfected with 70% alcohol (i.e. alcohol prep wipes) while ensuring the dilute solution contacts the surface for at least one minute.

• Low-touch surfaces (any surfaces at the location that have minimal contact with hands), must be cleaned and disinfected daily (i.e. Window ledges, doors, sides of furnishings etc.). Carpets are to be vacuumed daily when the rooms are available, i.e., during outdoor play or the rotation of program spaces.

● Ensure garbage is kept in waterproof containers lined with plastic garbage bags. Staff must dispose of garbage daily. Any blood-soiled items must be discarded in sealed bags.

● Water bottles must be individually labelled and stored separately (not touching each other), they must not be shared among children.

● For creams and lotions, staff must never put hands directly into lotion or cream bottles. They must use a tissue or single-use gloves. Upon arrival to the centre, wipe the cream/lotion container with a disinfecting wipe

● Reinforce messages with children to not share their food or drinks with others.

● If meals or snacks are provided, ensure each child has their own individual meal or snack. Multi-use utensils must be sanitized.

● When holding a child, use blankets or cloths over staff's clothing and change the blankets or cloths between children.

● Avoid getting close to faces of all children, where possible.

Physical Distancing Measures

Physical distancing may be difficult to maintain in the childcare setting; however, steps should be taken to limit the number of people in close contact (i.e. within minimum

2-metres of each other) and to reduce the group sizes of children.

If feasible, consider the following physical distancing measures:

● Staggering the children’s arrival and departure times, spreading out the use of the outdoor play area to allow smaller numbers of children to play together and thus avoid large groups.

● Eliminate large group activities.

● Make sure that the children are distanced from each other during mealtime, table work, as much as possible. Stagger these times if possible.

● Ideally, try to avoid activities involving direct contact between the children as much as possible (i.e. holding hands or cuddling each other), as well as toy sharing (i.e. rather than playing a table game in which all the children touch the tokens, or dice, it should be one child in the group who handles the material).

● Limit the number of children who are in the communal areas at the same time (i.e. alternate the groups of children in the activity rooms).

● Large rooms can be divided into multiple spaces. When dividing a room create a clear barrier with cones, chairs, and tables to ensure a minimum 2-meter distance between the groups.

● Incorporate outside time in daily activities and open windows (weather permitting). Outdoor play is encouraged.

● ABC will use the latest Public Health guidance to ensure bathroom facilities are fully sanitized throughout the duration of the program.

▪ The ABC bathrooms will be limited to ABC only ​​use during program hours and are cleaned daily by the ABC staff, and again sanitized each morning by ABC staff in accordance with Public Health guidelines.

Staffing Considerations

● Staff should work at only one childcare location.

● Staff will be assigned to dedicated work areas as much as possible. Sharing phones, desks, offices and other tools and equipment are discouraged. Disinfect after each use.

● If documents must be exchanged, leave them on a clean surface while maintaining a two-meter distance.

● Limiting the total number of workers onsite during childcare centre hours and where they are assigned to work.

● Staff should practice good laundry hygiene practices with their clothing as it could potentially be a source of contamination.

o Place possibly contaminated laundry, including non-medical cloth masks and facial coverings, into a container with a plastic liner and do not shake.

o Wash with regular laundry soap and hot water (60-90°C) and dry well. Clothing, linens and non-medical cloth masks and facial coverings can be washed with other laundry.

o General school laundry taken home in a sealed bag and laundered appropriately

• Non-essential face-to-face meetings should be postponed or converted to virtual appointments. Daily updates through SEESAW, email, and Face

Disposable Gloves, Masks and Face Shield

Masks and Face Sheilds

ABC will adopt a ​mandatory ​mask and face shield policy for all ​adults ​entering, visiting, and working at ABC. Children under the age of 5 will not be expected to wear masks, unless required by Provincial or Regional mandate. Parents will be allowed to mask their child within ABC if they chose, but the child must be able to safely don/doff a mask and must provide their own masks. This policy will be in place to mitigate virus transmission risk. This policy will be in place until it is deemed not necessary by the Ontario government and/or Hamilton Public Health.

The use of masks is not required outdoors for adults or children if physical distancing of a least 2-metres can be maintained between individuals.

Masks will be limited to disposable single use masks or cloth masks and all other “face coverings” including scarves, etc. are not deemed permissible. Masks with a “breathing valve” are not a permitted mask for entrance into ABC.

Entry to ABC spaces will be denied to all those not wearing a mask or wearing a mask improperly. ​Masks must cover the ​nose​ and ​mouth​. Masks will not be provided by ABC and will be the responsibility of all those entering ABC. However, ABC staff will have appropriate PPE provided to them as required.

The use of masks will also apply to all parents/guardians and will be the responsibility of ABC members to communicate the mask requirements to all parties that may pick-up/drop-off their children.

Masks should be worn by staff who become sick (they should also immediately go home) or staff who are caring for a sick child. Masks should be worn by sick children (if tolerated) until their parent or guardian arrives to take them home. Cloth face coverings should not be placed on children under age 2 or on anyone who has trouble breathing, is unconscious, or otherwise unable to remove the mask without assistance.

Individuals may contaminate themselves when putting masks on and taking them off if not handled correctly. Hands must be washed before putting on and after taking off a mask.

The mask policy may also apply to children at ABC if deemed necessary by the Ontario government and/or Hamilton Public Health.

This policy will be reviewed by the Executive Board and ABC staff as government guidance evolves and changes.

Gloves

Gloves use will be limited to ABC staff engaging in general sanitation or hygiene tasks and should not be worn unless specifically mandated by ABC policy, government guidance or required for the handling of chemicals (as per WHMIS and OHSA guidelines).

Gloves must be worn as per routine practice such as when cleaning up vomit and diarrhea and disinfecting surfaces and must be disposed of after use. Disposable gloves do not replace hand washing. ABC staff must wash their hands before gloves are put on and immediately when gloves are removed.

Entry to ABC spaces will be denied to all those wearing gloves as a “preventative” measure.​ ABC supports Hamilton Public Health guidance that proper hand hygiene (hand sanitizer and/or hand washing) are the most appropriate and effective general hand sanitation methods.

Both masks and gloves may cause a false sense of security, particularly if they are not used properly. Individuals may contaminate themselves when putting masks on and taking them off if not handled correctly. Hands must be washed or sanitized before putting on and after taking off a mask.

Mandatory Staff Training

As part of the Ministry of Education’s Child Care Reopening Guidelines, the City of Hamilton must ensure that training is provided to all childcare staff/providers on health and safety measures prior to reopening.

Outbreak Management for COVID-Related Symptoms

To protect the health and well-being of children and staff at Awesome Beginnings Cooperative Nursery School (ABC) all children will be monitored while in care for emerging signs or symptoms of any illness, including COVID-19. Children or staff who become ill while at ABC must return home as soon as possible. The Supervisor must initiate ABC’s illness management policies, including the following measures related to outbreak management for COVID-19.

This policy will act in compliment to the ABC policy, ​Communicable Diseases and Exclusion of Sick Children​, which refers to illness and disease not related to COVID-19 or a pandemic/epidemic related illness.

Procedures

The City of Hamilton wants to ensure that all licensed childcare centres are providing a safe and healthy environment for children, families, and providers. Licensed childcare providers must be aware of and adhere to established exclusion criteria. Information on different conditions and exclusion periods is available in City of Hamilton’s Infection Control Guidelines for Child Care Centres

COVID-19 Outbreak Response

Triggering an outbreak assessment. Once at least one child or staff has presented with new symptoms compatible with COVID-19, the childcare centre should immediately trigger an outbreak assessment and take the following steps:

1. If a child or childcare staff becomes sick while in the program, they should be isolated and family members contacted for pick-up. If the sick person is a child, a childcare staff should remain with the child until a parent/guardian arrives. If tolerated and above the age of 2, the child should wear a surgical/procedure mask. The childcare centre should specify where the isolation room will be and who will be responsible for monitoring the child. As soon as the child is isolated from others, the staff member caring for the child should perform hand hygiene and put on a surgical/procedure mask, face shield/goggles, and gown/gloves if there is risk of exposure to infectious droplets. The childcare staff should also avoid contact with the child’s respiratory secretions. Staff member must perform hand hygiene after any contact with the ill child.

If a separate room is not available, the ill child should be kept at a minimum of 2 metres from others. This may be achieved by using physical barriers, floor markers, etc. The ill child should be provided with tissues and reminded of hand hygiene, respiratory etiquette, and proper disposal of tissues.

2. All items used by the ill person should be cleaned and disinfected by the cleaning staff designated for that cohort. Any items that cannot be cleaned (paper, books, cardboard puzzles) should be removed and stored in a sealed container for a minimum of 3 days.

3. Childcare centre licensees have a duty to report suspected or confirmed cases of COVID-19 under the Health Protection and Promotion Act. The licensee must contact their local public health unit to report a child suspected to have COVID-19. The local public health unit will provide specific advice on what control measures should be implemented to prevent the potential spread and how to monitor for other possible infected staff members and children.

• Symptomatic staff and/or parents/guardians of symptomatic children should call in to Public Health’s COVID-19 line at 905-974-9848 option 2 for testing.

4. Where there is a suspect or confirmed case of COVID-19 in a child, parent, or staff, the licensee must report this to the ministry as a serious occurrence.

Where a COVID-19 outbreak is declared and a room/centre is closed, the licensee must report this to the ministry as a serious occurrence.

5. Enforce enhanced screening measures among children and staff. Such as, screening upon arrival and more frequent monitoring of staff/children throughout the day. Please refer to Child Care Centre Screening Document.

Exclusion

Individuals who are tested:

• Children/staff who test negative for COVID-19 must be excluded until 24 hours after symptom resolution

• Children/staff who test positive for COVID-19 must be excluded from childcare centre for 14 days after the onset of symptoms and clearance has been received from the local public health unit

Individuals who are not tested:

• Ill children/staff, if not tested, must be excluded for 14 days from onset of their symptoms

Management of a Single Case in a Child/Staff. A single positive case in a child/staff results in an outbreak being declared at the childcare centre. All members of the cohort are to be excluded from the childcare centre for 14 days. In consultation with Public Health, cohort members may be referred for testing.

Required Steps in an Outbreak. If an outbreak is declared at the childcare centre, the following measures must be taken:

• Consult with and follow directions from Public Health.

• Notify all family, staff, and essential visitors of the facility’s outbreak status. (i.e. letters and signage)

• Enhance cleaning and disinfecting procedures

• Enhanced screening procedures (i.e. increased frequency of health checks)

• More frequent hand hygiene with children and staff.

• Review staff training on proper PPE use.

Management of cases in multiple cohorts. If there are additional positive cases in other cohorts, the facility will close. In consultation with Public Health, all staff and children in the childcare centre may be referred for testing.

Declaring an Outbreak Over. In consultation with Public Health, the outbreak can be declared over if no new cases have occurred in 14 days from the last day of attendance of the most recent COVID-19 positive staff/child

In response to COVID-19, it is critical for licensed childcare providers to properly screen and exclude ill children and staff

When to Exclude:

A child/staff should be excluded when displaying any signs or symptoms of illness or if the child is unable to participate in regular programming because of illness.

Common symptoms that may be due to COVID infection include one or more of the following:

• Fever (temperature of 37.8C or greater)

• New or worsening cough

• Shortness of breath

Other symptoms include:

• Sore throat

• Difficulty swallowing

• New olfactory (lack of smell) or taste disorders

• Nausea/vomiting, diarrhea, abdominal pain

• Runny nose or nasal congestion (except seasonal allergies, nasal drip, etc.)

• Unexplained fatigue/malaise/myalgia

• Chills

• Headache

• Conjunctivitis

Children or staff who have been exposed to a confirmed case of COVID-19 must be excluded from the childcare setting for 14 days.

How to Exclude:

All items used by the ill person should be cleaned and disinfected by the cleaning staff designated for that cohort. Any items that cannot be cleaned (paper, books, cardboard puzzles) should be removed and stored in a sealed container for a minimum of 3 days.

Reporting:

Notification to Hamilton Public Health Services

Childcare centre licensees have a duty to report suspected or confirmed cases of COVID-19 under the Health Protection and Promotion Act.

Notification of a child or staff failing a screen is no longer required, these individuals should be excluded as per COVID-19 Exclusion of Sick Children/Staff Policy and Procedures.

The licensee must contact Hamilton Public Health Services to report:

- Clusters of suspected cases (e.g. two or more children or staff with COVID-19 symptoms within a 48-hour period).

- Cases of COVID-19 among staff or child attendees that are laboratory-confirmed or probable (i.e. symptoms occurring among a staff or child who has been exposed to a person with confirmed COVID-19, or, travelled to an affected area in the 14 days prior to symptom onset.).

Public Health will provide specific advice on what control measures should be implemented to prevent the potential spread and how to monitor for other possible infected staff members and children. Notification should be provided by calling the COVID-19 hotline, 905-974-9848 option 6.

Symptomatic staff and/or parents/guardians of symptomatic children should call Public Health’s COVID-19 line at 905-974-9848 option 2 to book a testing appointment.

Reporting to CCLS

• Childcare centre licensees have a duty to report suspected or confirmed cases

of COVID-19 under the Health Protection and Promotion Act. The licensee

should contact their local public health unit to report a child suspected to have

COVID-19. The local public health unit will provide specific advice on what

control measures should be implemented to prevent the potential spread and

how to monitor for other possible infected staff members and children.

• Where a child, parent, staff, student, home childcare provider, home childcare

visitor or a person who is ordinarily a resident at/regularly present at a home child

care premises are suspected (i.e. has one or more symptoms and has been

tested) of having or has a confirmed case of COVID-19, licensees must report

this to the ministry as a serious occurrence.

• Where a room, centre or premises closes due to COVID-19, licensees must

report this to the ministry as a serious occurrence.

• Licensees are required to post the serious occurrence notification form as

required under the CCEYA unless the local public health unit advises otherwise.

Surveillance:

• Children or staff who have been in contact with a suspected COVID-19 case should be monitored for symptoms and cohorted (i.e., grouped together) until laboratory tests, if any, have been completed or until directed by the local public health unit.

End of exclusion

• Ill children/staff, if not tested, must be excluded for 14 days from onset

• Children/staff who test negative for COVID-19 must be excluded until 24 hours after symptom resolution.

• Children/staff who test positive for COVID-19 must be excluded from childcare centre for 14 days after the onset of symptoms and clearance has been received from the local public health unit.

Closure of ABC:

The decision to close the ABC will depend on several factors and will be determined on a case-by-case basis in consultation with Hamilton Public Health. Case scenarios could include but are not limited to a case with an ill staff person with exposure to multiple children, or two or more cases within the childcare centre.

Closure of ABC will be done in accordance with the ABC policy, ​School Closure​ policy and procedures.

Waitlist Policy

Further to the Waitlist Policy in the ​ABC Parent Handbook​, during the COVID-19 pandemic, ABC’s’ Wait List policy will comply with the guidance documents issued by the City of Hamilton, Hamilton Public Health, or provincial and/or federal law. The ABC Executive Board and staff reserves the right to deny or terminate membership when mandated by the City of Peel, Hamilton Public Health, or provincial and/or federal law. Specifically, during a public health emergency, such as a pandemic, ABC may be legally bound to reduce ratio or have limits placed on their ability to operate. ABC may terminate memberships in accordance with applicable mandated guidelines/policies and will seek to determine a methodology for the termination process when memberships exceed operating capacity or ability. The ABC Board and staff will develop, implement, and make available to all members and prospective members the latest amendments to the Wait List policy as the pandemic unfolds. All outcomes are binding and without recourse by current members or terminated members.

Lunch/Snack Policy

Snack Policy

A nutritious morning snack will be provided to all students. There is a no peanut and tree nut policy.

Snacks will be prepared in individual servings and served at the table with proper social distancing in place. Proper sanitary procedures will be followed. The food is prepared carefully in a certified kitchen by a person who has passed the food-handling course. Care is taken to ensure that cooking and serving temperatures are achieved and recorded each day.

Our snacks are constantly reviewed and adjusted to the children’s likes and dislikes. We also take great care to provide healthy snacks that have a minimum of 2 food groups. Time is taken during snacks and meals to discuss healthy eating and teach children how to make sound choices when eating.

Teachers sit with the children and engage in pleasant conversation to provide a relaxed and happy atmosphere.

Notices of any allergies are posted in the kitchen and in the dining area. Please refer to this when helping to serve snacks / meals so we can ensure the safety of all the children.

If there are any changes in your child’s allergies please notify the teachers verbally and in writing immediately using abcnurseryteachers@.

School Bagged Lunch Policy and Procedure:

Parent/Guardians with written consent, understand that they can provide their child with a bagged lunch when enrolled for the 5-hour program. It is not however, a requirement for enrollment. The school will always be able to provide a lunch when needed.

Please see the guidelines below

• Lunch will be served at a table with proper social distancing in place. Proper sanitary procedures will be followed.

• Teachers will help them open their lunch, look at their food options and help guide them to eat the healthy items first. We then assist them in closing and returning their containers to their lunch packs. Proper sanitary procedures will be followed between helping each child.

• Teachers sit with the children and engage in pleasant conversation to provide a relaxed and happy atmosphere

• The lunch must adhere to the Canada Food Guide for suggested lunch items (see below).

• NO peanut or nut products are to be included as per our “Anaphylactic Policy”.

• Food is not permitted to be shared amongst the students.

• All lunch bags/packs must be labelled with the child’s first and last name.

• An ice pack must be put in the lunch bag/pack for perishable items.

• Staff will check the contents of the lunch bags/packs to ensure they meet the below criteria.

• Please send labeled reusable water bottle with child that will be kept at school and sanitized each night

• This information will be forwarded to all parents in the program to ensure compliance and understanding of this policy.

Lunch Menu Criteria as per the Canada Food Guide:

½ to 1 child size serving of enriched or whole grain bread or equivalent.

1 to 2 child size servings of fruits or vegetables, raw and/or cooked.

1 child size serving of milk or milk products.

1 child size serving of meat, fish, poultry, eggs, dried beans, peas and lentils (proteins).

There should be a variety of colour, texture, shape, and flavor.

All surfaces will be cleaned with a cleaning solution prior to and after the children have their lunch. Staff and children will wash their hands prior to and after they have eaten and finished their lunch.

Staff will monitor lunches to ensure food does not enter the classroom if it contains nuts or has the warning sign “may have come into contact with nuts”.

Staff will supervise closely and child that has a life-threatening allergy by sitting next to or across from them during the lunch time.

Staff will also monitor each child’s lunch, and should it consistently not adhere to the Canada Food Guide they will work with the parent to provide sample menus. Sample lunch ideas/menus will be available at ABC school to support families.

Procedure for Forgotten Lunch:

If a child arrives at school without a bagged lunch the following procedure will be followed:

• The parent/guardian will be notified as soon as possible and asked to drop off a bagged lunch.

• If a parent/guardian cannot be reached or cannot drop off a bagged lunch prior to lunch time, ABC school will provide a lunch for that child. Items such as bread, cereal, fruit, fresh vegetables, crackers, milk, and cheese will be provided to the child.

Travel Outside of Ontario

If a member parent/child has been travelling outside of Ontario they will be required to “stay home” upon return from any out-of-province travel for a period of 14-days as per the Federal Government's ​Quarantine Act​. For the safety of all member families, members, and their child(ren) will be admitted back to ABC only once they have completed this recommended self-quarantine period.

Covid-19 Parent/Guardian Agreement

ABC will obtain from parents/guardians their acknowledgment of, and consent for, the following:

● Acknowledgement that children who are ill should not attend ABC.

● Acknowledgement that children should not attend childcare if any member of their household is ill

● Agreement that any child or his/her family members experiencing symptoms should be tested for COVID-19 before the family can return to childcare.

● Understanding of the information provided on the active screening procedure

● Agreement to all screening requirements and to accurately respond to all screening questions, including the reporting of temperatures daily for all persons screened. Misrepresentation on any screening questions, including temperatures or masking fevers with medication ​WILL ​result in the termination of the ABC Membership Agreement and immediate withdrawal of the child(ren) from ABC.

● Agreement to not administer any medication to their child that may mask the symptoms of illness, such as Tylenol or Advil, prior to dropping child off at ABC.

● Agreement to exclude child(ren) from childcare immediately upon observing any signs or symptoms of illness in any family member until medically deemed able to return to care.

● Consent to provide copies of any of the child(ren)’s COVID-19 test results to ABC.

COVID-19 SCREENING QUESTIONS

Have you had contact with anyone with acute respiratory illness or who travelled outside of Canada in the last 14 days?

Have you had close contact with someone who has been diagnosed with COVID-19?

If you answered YES to any of these DO NOT enter.

Your child cannot be permitted to enter to ensure the safety of everyone.

Visitor Log

There should be no volunteers, students or non-essential visitors permitted to enter ABC. Essential visitors who will be permitted may include professionals delivering supports for children with special needs, Ministry staff and other public officials such as the fire marshal, public health inspectors, etc. Essential visitors will be required to meet all daily active screening requirements prior to entering ABC.

Additional Notes:

• Clean all surfaces and items with soap and water before disinfecting

• Make a new bleach solution daily.

• Prepare bleach solution with room temperature water to reduce odour.

• Label all disinfectant and cleaning product bottles.

• Use the stream setting on spray bottles to reduce inhalation hazards.

• Do not mix bleach solutions with any other cleaning products.

• Store all disinfectants and cleaning products in a location inaccessible to children.

• Avoid using disinfectants and cleaning products within close proximity to children.
