VICE PRESIDENT, ENGINEERING & OPERATIONS

PURPOSE

The VP, Engineering and Operations, is a member of the CEO / General Manager's staff and is head of two key staff departments; Engineering and Operations. The Engineering Department includes engineering, planning, and mapping, while the Operations Department includes safety and loss control, vehicle maintenance, facilities, district line operations, overhead and underground contract management, right-of-way and joint use.

SCOPE

The VP, Engineering and Operations, is responsible for:

The development of and carrying out of programs designed to achieve the corporate strategic objectives.

The design, operation and maintenance of the distribution system and to coordinate these functions with the other departments.

Overseeing the review of mandatory and enforceable operational and reliability standards, as well as ensuring compliance with the approved standards.

Overseeing the development, review, and approval of written procedures necessary to ensure compliance with all standards applicable to company, specifically as they relate to RUS, NERC, SERC, and will coordinate periodic audits to ensure compliance with the established standards.

EDUCATION AND EXPERIENCE

EDUCATION

A Bachelor of Science degree in Electrical Engineering and Louisiana Professional Engineering License required.

EXPERIENCE

A minimum of 10 years of progressive management experience in the electric utility industry.

A minimum of 10 years of progressive experience with NERC/FERC compliance.

Must have knowledge and ability to develop work plans, both Long Range Plan and Construction Work Plans.

Must have knowledge of and experience in the outage management system (OMS), Integration of the GIS, staking, engineering analysis, SCADA, CIS, AVL, AVI, and IVR.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Effectively manage all of the resources available to the departments Provide advice and assistance to the CEO / General Manager in the corporate functional

areas assigned Ensure that the design of the distribution plant meets the present and future energy

requirements of the members in the most effective manner Responsible for the safety, and line-training programs of the company Provide engineering analysis and support in wholesale power agreement negotiations Participate in and develop the long range plan (LRP) and construction work plan (CWP) Performs tasks necessary to ensure DEMCO compliance with NERC/SERC operating

policies and reporting responsibilities Develop performance standards and result tracking methods to ensure efficient operations Develop rates in concert with the other staff departments Review and certify the power bill Analyze system data to ensure that cooperative objectives are achieved Prepare, analyze and track departmental budgets Inspect construction and certify 219 forms Negotiate with and hire contractors for system improvement projects, pole testing,

oil/transformer disposal, right-of-way clearing, joint use contracts, etc. Stay current on the NEC and NESC and change company policies and requirements to

remain in compliance Participate in industry committees and boards Coordinate the R-O-W clearing and spraying programs Provide adequate training of department personnel to ensure safe department operations,

and personal development Review and approve department's procurement requests When requested, provide support and assistance to the Board of Directors Resolve / mediate personnel issues Responsible for completing and filing the US Department of Energy Annual Electric

Power Industry Report Any other tasks or duties assigned by the CEO / General Manager

working environment, as well as the NESC and NEC to ensure a safe reliable distribution system Must have knowledge of RUS planning, contracting, insurance, environmental and design bulletin requirements Must have extensive knowledge of the bargaining unit's contract and how it relates to the operation of the system Must have sufficient financial skills to proactively create and administer budgets and expend money in a manner consistent with the corporate goals and keeping fiscally prudent. Must be well versed in contract negotiations, inventory and warehouse management, bidding and procurement procedures, budgets, planning, regulatory issues

SKILLS

Possess excellent verbal and writing skills to effectively communicate with others. Exceptional leadership, communication, problem solving, and conflict resolution skills. Proficient in computer skills and possess the ability to effectively use various analytical,

design, and presentation computer programs.

ABILITIES

Effectively manage, supervise, motivate, direct, coordinate and provide guidance to the staff of the departments

Maintains collaborative, courteous, and respectful relationships Ability to foster a collaborative team environment Maintain composure and keep a level head at all times Resolve complex engineering, construction, maintenance and operational issues Analyze and solve problems on a daily basis

WORKING CONDITIONS

Must be able to work in generally accepted office and field environments. Most of the normal duties will be performed inside, which will involve almost constant

interaction with other employees and/or the public with frequent interruptions. Must be able to operate a motor vehicle.

System travel is required on an as needed basis and out of town travel is required occasionally. Some irregular hours are required; these may include nights, weekends, holidays, and emergencies. Attendance at the Board Committee and Board of Directors Meetings required.
