|SUBJECT: |Long-term Care Manual, Chapter 6, Adult Protective Services (APS) and Adult Protective Services Automated System |

| |(APSAS) Manual Revisions |

|Purpose: |To inform staff of updates to Long-term Care Manual, Chapter 6, Adult Protective Services and the APSAS Manual. |

|Background: |The purpose of the APS Long-term Care Manual Chapter is to provide statewide policy and general procedures for |

| |the APS program. The APSAS Manual contains procedures that assist workers in using the APSAS System. |

| |Periodically, these need revision due to policy changes related to legislation, clarifications of existing |

| |information, etc. |

|What’s new, changed, or | |

|Clarified |Updates include: |

| | |

| |Incorporation of H10-004 Procedure, Home and Community Services Fatality Reviews; |

| |SSB 6202 change to RCW 74.34 requiring mandated reporters to report to coroners/medical examiners, in addition to|

| |the department and law enforcement, deaths suspected caused by abuse, neglect, or abandonment; |

| |Clarification regarding what reports/information APS intake enters into APSAS; |

| |Procedure to implement the RCS/APS/DOH Information Sharing Agreement; |

| |Removal of outdated information (e.g., administrative subpoena); |

| |Changes required by SSB 5042, e.g., blending of RCW 74.34.020 and .021; change in the financial exploitation |

| |definition; |

| |Clarification of the ‘case review’; |

| |Addition of the Home Care Referral Registry program; |

| |Change to authorizing APS state-only funded protective services; |

| |Update to the Declaration Form and translated into eight languages; |

| |Update to the Statutory Definitions Document related to perpetrator notification letters; |

| |Removed the requirement to make a paper file for cases closed No APS that have no supporting documentation; |

| |The ‘Victim Screen’ within APSAS has been amended to include waiver boxes that staff will need to mark if the |

| |alleged vulnerable adult is receiving waiver services. |

| |Updated the APS intranet website to include all forms found in the Long-Term Care Manual, Chapter 6, including |

| |translated forms. See . |

|ACTION: |Effective immediately, implement this updated version of the Long-Term Care Manual, Chapter 6, Adult |

| |Protective Services. |
