MINUTES OF THE GLOUCESTER COUNTY SCHOOL BOARD

GLOUCESTER, VIRGINIA 23061

JULY 17, 2018

A monthly meeting of the Gloucester County School Board was held on Tuesday, July 17, 2018, in the Thomas Calhoun Walker Education Center Auditorium at 5:33 p.m. (closed) and 7:00 p.m. (open).

I. ROLL CALL Roll call was taken by the acting clerk, and the following persons were recorded as present: Anita F. Parker, Chairperson, Troy M. Andersen, George R. (Randy) Burak, Elisa A. Nelson, William Jarret Lee, Brenda F. Mack and Robin M. Rice, Members.

II. CALL FOR CLOSED MEETING At 5:34 p.m., a motion was made by Mrs. Rice, seconded by Mr. Lee, and unanimously approved to adjourn for a closed session, Pursuant to Code of Virginia, 1950, as amended, Section 2.2-3711, (A), Subsection 1, for the discussion of personnel matters (monthly appointments, resignations, etc.), Subsection 2, for the discussion of student personnel matters (One (1)Expulsion and Discipline Review) and Subsection 7, for consultation with legal counsel regarding Grimm vs. Gloucester County School Board.

At 6:52 pm, the Chairperson declared a recess, and the meeting was relocated to the TC Walker Education Center Auditorium. *Mrs. Rice left following the closed meeting.

III. RETURN TO OPEN MEETING/CERTIFICATION Note: Ms. Carol Dehoux, Clerk, recorded the remainder of the meeting. The Clerk noted that all members were present for the open meeting except Mrs. Rice.

At 6:58 p.m. a motion was made by Mr. Lee to reconvene the meeting into open session and certify that the Gloucester County School Board, while in closed session, discussed only public matters lawfully exempted from open meeting requirements provided in subsection A of Section 2.2-3711; and that only public business matters that were identified in the motion convening the closed session were heard, discussed or considered. The motion was seconded by Mr. Burak and approved as follows:

IV. MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE Mrs. Parker led the Board and citizens in a moment of silence followed by the Pledge of Allegiance to the flag of the United States of America.

V. PERSONNEL ITEMS A motion was made by Mr. Burak, seconded by Mrs. Nelson and unanimously adopted to approve the monthly listing of personnel appointments, retirements, resignations, contract changes, and leave requests. (Approved personnel actions are attached to minutes.)

VI. STUDENT PERSONNEL ITEMS No action was taken.

VII. ADDITIONS/CHANGES/ADOPTION OF AGENDA Dr. Clemons recommended the following changes to the agenda: Change Staff Presentations/Recognitions, "Items B and C" to "Items A and B", followed by the former "Item A" becoming "Item C".

A motion was made by Mr. Burak, seconded by Mr. Lee, and unanimously approved to adopt the agenda as amended.

VIII. APPROVAL OF ITEMS CONTAINED IN THE CONSENT AGENDA A motion was made by Mr. Lee to approve the Consent Agenda (listed below) as presented/revised. The motion was seconded by Mrs. Mack, and approved with a roll call vote.

IX. CITIZENS' COMMENT PERIOD Mrs. Parker asked if there were any persons present who wished to address the Board. She asked that all persons state their name, the district in which they reside and to limit their remarks to five minutes or less. There were no citizen comments.

IX. STAFF PRESENTATIONS/RECOGNITIONS A. Brian Hartley, Director of Student Services, recognized class of 2018 graduates who had never received a discipline referral and presented them with citizenship awards for their exemplary behavior during their enrollment in Gloucester County Public Schools.

B. Peasley Middle School Future Problem Solvers accompanied by sponsors, Diana Chapman, LeeAnn VanVranken and Rita Garcia, Assistant Principal, were recognized for advancing to the International level competition in Wisconsin this past spring and shared details of the event.

C. Mr. Hartley reviewed Code of Conduct revisions with members. Discussion was held and minor revisions to the language in some areas suggested.

X. SCHOOL BOARD MEMBERS' ITEMS A. VSBA Legislative Advocacy Conference is September 20, 2018, Charlottesville, VA ? Members should notify Ms. Dehoux by August 21, 2018, if they would like to attend.

B. The Gazette Journal and WXGM 99.1 were nominated to the 2018 VSBA Media Honor Roll.

C. Mr. Andersen inquired about the referendum that was discussed at the previous meeting. Dr. Clemons stated this would be discussed later in the meeting, as part of the GHS Master Plan item.

XI. SUPERINTENDENT'S ITEMS A. Dr. Clemons shared the results of the Dress Code Survey, noting that 34% of those responding find the current policy too restrictive, 48% find it acceptable and 16% too permissive. The majority do not feel it is equitably enforced. Responses regarding a standardized dress code were equally split. No changes will be made to the policy.
