Quarterly Workforce Summit MinutesTuesday, July 25, 2017Southeast Alabama Works held its Quarterly Summit on Tuesday, July 25, 2017 at 2:00 pm at the Houston County Career Academy. Mr. Maloy invited everyone to tour the facilities following the meeting.Finance Report: Current Financial position is $81,928 with $142,857 Alabama Legislature funding available to be used on a reimbursement basis.Director’s Report, Ryan Richards: Review of Priorities for Southeast Alabama Works – Establish Connections and Relationships; Reorganize and Restructure RWC; Metrics; Establish Industry Clusters; Grow Current WF Programs; and Establish Positive PublicitySince April 25th, Ryan has attended or hosted over 30 meetings with local businesses/organizations.Save the date for the first annual Workforce Development Conference Sept. 12 -13 at the Renaissance in Montgomery. Registration is $100 before Aug. 7th, after Aug. 7th will be $125Jeff Lynn has started an Alabama “Dream It Do It” Campaign. This will be a way to market and promote manufacturing jobs/industry. The goal is to get 2000 students from community college campuses to attend a 90-minute presentation to focus on these jobs and opportunities. SE AL Works Metrics – We have completed 6 out of 10 so far. FY 2017 Q3 Community College Workforce Training Grant FundsBranded Website- Cluster updates - Distribution Cluster met July 12th; Aug 7th will be a HVAC Cluster Meeting in Dothan at Bob Woodall Air Care. Looking to get into Aviation Clusters soon.Industry Cluster Report, Dean Mitchell: Four key issues from Distribution Cluster meeting New culture – don’t want to work, lower work ethics, economic rate issues with pay not changing in many years, difficult to recruit younger peopleAge requirement is a barrier. CDL cannot be obtained until age 21 per state requirementsRegulations are changing with e-log on each truck to enforce restrictions on amount of hours and miles for a driver, all drivers will be required to have soonNeed for additional drivers/truck driving schoolMikey Hutto, WIOA: WIOA Orientation Meeting Aug 21st in Enterprise for Board Members, they were appointed in July. Federal and State workforce will be coordinated through Dual Purpose BoardsFederal program to provide workforce activities through statewide and local systems that increases the attainment of recognized credentials that will make participants more employable. Budget is approximately 4.7 million from all funding sourcesDeclaration of Quorum: David Norwood, Vice ChairMotion to Approve Previous Meeting Minutes: Motion to approve made by Dean Mitchell, motion seconded by Mike munity College Grant Presentations: ESCC – Chellye Stump/Jay HarbertPrevious grant updates – 2015/2016 Aviation Equipment Upgrade $123, 000 – 419 served and trained; 126 completions; 42 job placements. 2016/2017 Advanced Composites and Manufacturing $143,550 – postponed to 2018 due to safety issues. Expect to train 24 students; expected completion 19; expected job placement 19Current request - $44,590 for a new aircraft tow tractor. The purpose of the aircraft tow tractor is to move aircrafts around an airport or maintenance facility without having to start the engines. The tow tractor is needed to move recently acquired Beechcraft C-12s. These aircrafts are larger and heavier than anything else used in training fleet. The aircraft tow tractor is needed because of the additional power and weight required to safely move these aircraft about the property. Commercial and military aviation operations that maintain and fly aircraft use these tugs on a daily basis as part of their operation. This will also allow students to be trained at a higher level and on more complicated systems. Industry Endorsements: Commercial Jet, Brauer Aerospace Products, Walls Aviation, Bell HelicopterLBW – Peggy Linton/Eddie SpannPrevious grant updates – 2015/2016 Enterprise High School Dual Enrollment – 104 served and trained; 59 completed; 8 job placement; 19 enrolled in higher education. 2016/2017 Applied Technologies Equipment & Supplies – 148 served and trained; 35 completed; 31 job placement (*Students attending Summer 2017 are not included in these numbers. Outcomes will be met by September 30, 2017, the end of the grant year). Purchased 10 welding machines, 10 welding booths, 4 automotive training machines Current request – $185,174 for Diesel and Heavy Equipment. Would like to purchase two diesel and two natural gas engine trainers. Will provide three new coursed in natural gas engines and safety. Currently, all trucking companies must utilize diesel engines manufactured in 2015 or later or utilize natural gas engines to meet EPA regulations. LBW does not have diesel engines that approach the 2015 manufacture date and has only one natural gas engine that was donated. 14 employers support and endorse this need and will be the ones hiring students after program completionWallace – Dr. Young/Kay Whaley/Joe JohnsonPrevious grant updates – 1. Health Science Sim Man 3G System -2014/2015- 301 completed; 281 job placements. 2015/2016 132 completed; 110 job placements. 2016/2017 still in training. 2. CTEDE: Expansion & Revitalization Automotive Technology; Engineering Graphics & Animation – 2014-2017 Completed DDT=23 ASE=24; Job placement DDT=7 ASE= 19. 3. Hematology Analyzers for Medical Assisting-2015/2016 26 completed; 20 job placements. 2016/2017 2 completed; 2 job placements. 4. Electrical Technology Equipment – 2014-2017 32 completed; 24 job placements. 5. Auto Tech Upgrades- 2015-2017 17 completed; 4 job placements. 6. Robotic welding – 2016/2017 projections – 6 completions; 6 job placementsCurrent request - $834,644 for Truck Driver Training Program. Dr. Young acknowledged amount was very large but feels our workforce and employment data support the need for a Truck Driver Training Program. Truck driving currently ranks as the #1 workforce need in Region 6. Wallace Community College will set up a new Truck Driver Training Program to provide participants with required credentials in the transportation industry. Using a curriculum following the Alabama Department of Public Safety’s test for Commercial Driver’s License (CDL) manual, the program will prepare participants to obtain a CDL Class A certification. The proposed program will also be an integral part of two short certificates at WCC: (1) Heavy-Duty Diesel Technology and (2) Lineworker Program. Industry endorsements include: ABC Transportation; Benny Whitehead, Inc.; Coleman Worldwide Moving; Summerford Truck Line, Inc.; Averitt Express. Avery Baine, Safety Coordinator for ABC in Eufaula was in a video to explain the needs and business support for program. The goal would be to implement instruction in April of 2018, 20 students in year 1, program will be 6 weeks and 240 hours short certificate program.Wiregrass Works Update, Mike Tew:New name is SE WOW (World of Works), new marketing materials and logo coming soon. We will go back to a 2 day program, but will still include 16 counties; 6000 students in 2 days. Trying to increase social medial presence; new website is . We are looking for sponsors, which will now be referred to as investors. Volunteers are needed to work at the World of Works booth that will be at the National Peanut Festival. Two $500 scholarships from 2017 Junior/Senior night have been awarded.
