review the Big Game Hunting Seasons & Regulations and Migratory Waterfowl and Upland Game Seasons regulations. These regulation books can be found online at: 3. If you were born after Jan. 1, 1972, and have never held a Washington hunting license, you MUST have a hunter education certificate in order to obtain your National and State Guard hunting license package. WDFW accepts hunter education certificates issued from other states (contact that state for a copy of your certificate). If you need to complete hunter education, please visit for more information. 4. You MUST select which weapon and area for your deer and elk tags. If you decide to pick these up at a later time, you will pay a $0.50 dealer fee per tag. 5. You MUST answer all of the Harvest Information Program (HIP) questions listed on the front side of this application in order to obtain your small game hunting license and migratory bird permit. 6. When you submit your application, remember to include your Verification of Service document, a copy of your valid Washington State driver's license, and a copy of your Hunter Education certificate. 7. Sign and date the application. 8. If you fail to provide these requested documents, WDFW will not process your application. Please allow 2 weeks for processing and mailing of your license documents. If you do not receive an email confirming your hunting licenses have been issued after 2 weeks, please contact our office at (360) 902-2464, TDD (360) 902-2207.

Note: The deer, elk and bear tags have a mandatory reporting requirement. You MUST report on your harvest even if you did not hunt, otherwise you will be charged a $10 non-reporting penalty. If you have any outstanding reporting fees from the previous year, you will need to pay these before the hunting license can be issued.
