School districts are to use this form to file claims for costs incurred for specific professional development activities. A list of these activities may be found at . This professional development pertains to end of course exams in high school math and biology. Districts may make two claims for this funding, once in March and a final claim in July. To claim in March, the claim form must be filled out and sent to OSPI by March 15th to receive payment. An updated certification document, showing March claims, will be sent out via SAFS email no later than Friday, April 8, 2016. Districts should use the April 8, 2016 document to determine remaining funds available to be claimed. Final claims must be received no later than Friday, July 8, 2016. Claims submitted after that date will not be funded.BackgroundEvery school district in Washington is eligible to receive state-funded math and science professional development for high school math and science teachers in the 2015–2016 school year. The Operating Budget Appropriations Act (Engrossed Substitute Senate Bill 6052, Laws of 2015) contains an appropriation of $1,392,000 for 2015–16 to provide math and science professional development (in-person and online) developed by the Educational Service Districts. The professional development will focus on math or science content as identified in the Washington State Learning Standards to support student success on the Smarter Balanced Assessment and Biology End-of-Course. The 2015–16 appropriation expires on June 30, 2016; therefore, the money must be used for qualifying professional development that is completed by June 30, 2016, and must be reported by July 8, 2016. To do so, select your district, then in the green cells, report the number of high school math and high school biology teachers that completed training between January 1, 2016-March 14, 2016. Teachers will receive a certification of completion once they have fulfilled a full day (6 hours) of training. This certificate is the basis for the claim to be made.An updated certification form that includes all March claims, will be distribution by Friday, April 8, 2016. To receive all remaining funding, complete the revised document by selecting your district and reporting the number of high school math & biology teachers that completed training by June 30, 2016 and were not previously reported on March 15, 2016. This form must be received by July 8, 2016.Who’s Eligible:Teachers who teach the following courses are eligible for one full day (6 hours) of reimbursement. The professional development provided may be offered over two days or over a 2-3 week online course, but the aggregate amount of professional development provided shall be one full work day (6 hours). Funding will only be given for verification of teachers who have completed the full work day (6 hours). Districts should compensate teachers according to their collective bargaining agreement. The rate per day is an allocation amount calculated to cover all costs, including the cost of administration. To determine the maximum amount of teachers that will be funded for your district, select your district in the drop down list on the certification form. Total teachers and dollar amounts will be auto-populated. Because this training is optional, some districts may choose not to participate. Any unclaimed funds will be prorated to districts who choose to send more teachers than funding is allocated for based on their teacher balance number on the certification form. Forms received by March 15th will be paid with March apportionment. Final funding will be paid with July apportionment payment and must be reported by July 8, 2016. Any additional unclaimed funds will be prorated and also included in July apportionment.Payments will be shown on Report 1197, Statement of Apportionment, in revenue account 310007 “Math Science Professional Dev Proviso”.When and Where to File ClaimDistrict may make up to two claims, one in March and a final claim in July. To file a preliminary claim for funding for the 2015–16 school year, districts need to fax, or email completed claim forms to School Apportionment and Financial Services by March 15, 2016 to receive funding in March.To file a final claim for funding for the 2015–16 school year, districts need to fax, or email a claim form to be received by School Apportionment and Financial Services no later than Friday, July 8, 2016.
