TRAINING PLAN

A. INTRODUCTION

OMI recognizes the need to provide associates with on going training to enhance their personal and professional skills. OMI is therefore committed to providing this training by following the Training Plan as documented below.

All instructors of training courses will either be experienced OMI staff, equipment manufacturers’ representatives, or specialists with at least four years of experience in the operation and maintenance of wastewater treatment plants or in the specific area for which they are providing training. The content of the training material may change from year to year depending on the needs of the OMI – Gilroy / Morgan Hill facility staff. Ideally the class sizes will be between 7-13 for classroom instruction and 3-7 for equipment and other hands-on training. Internal training will be offered at times best suited to the work schedules of the employees. Managers and supervisors will discuss training needs of each individual employee during the semi-annual performance evaluation session. A Needs Assessment may be performed to find areas that require additional training. During the budgeting period of the upcoming contract year, OMI managers and supervisors will meet to discuss the training resources needed for the year. The Project Safety Team Leader (PSTL) will also be involved to insure proper resources have been allocated for safety training. Safety training will be held during the weekly “tailgate” sessions are as required.

B. NEEDS ASSESSMENT

A formal needs assessment will be conducted between OMI management and all project staff to discuss individual training needs. Issues addressed will include training topics, training dates and times, and preferred instruction methods. These meetings will help us to refine the amount of training for each classification of employee under each training topic. A Training Needs Assessment (Appendix A) will be completed for every employee to document completion of training.

Management and supervisors will meet to discuss group training needs and solicit feedback from each area of the staff.

C. MANUFACTURERS’ REPRESENTATIVES TRAINING

Training by manufacturers’ representatives will be obtained for new equipment and systems. For example, the manufacturer of any new product will be required to submit a training schedule, outlines, and complete training materials for classroom and hands-on training prior to any equipment or system startup.

Vendor training will also be utilized for special equipment, system, equipment startup, or where it would be more cost effective than internal training. Mechanical seal installation, alignment, vibration monitoring, gearbox, hydraulic systems, oil analysis, and insulation monitoring training are examples of training likely to be scheduled with equipment manufacturers’ representatives. Equipment training will include startup, normal operation, shutdown, routine preventive maintenance, and repair training.

D. CATEGORY OF WORKERS TO BE TRAINED

There are 5 categories of workers to be trained as follows:

E. TRAINING SUBJECTS

The following 9 training subjects will be covered by OMI’s training plan:

1. Overview of Wastewater Treatment

2. Quality, Teamwork, and Leadership

3. Administration and Management

4. Information Management and Computer Systems

5. Operations

6. Maintenance

7. Laboratory

8. Safety and Hygiene

9. Lift Station Systems

Detail on the contents of each training subject listed above, the intended audience and the objectives of the training are given in the following sections.

E1. Overview of Wastewater Treatment

Overview training will provide instruction the overall plant condition, basic unit process and operation theory, a general discussion of the basis of design, and function and practical operation and maintenance of each major piece of equipment and treatment unit. Overview training will be given to all new operators, maintenance, administrative, laboratory, and lift station system staff.

E2. Quality, Teamwork, and Leadership Training

All OMI employees receive 6 days of training (5 phases and a listening module as outlined in Appendix A – Obsessed with Quality) in our Obsessed with Quality process in addition to project specific technical training on all topics. It also helps each employee to understand and have a better appreciation of each other and OMI’s expectations related to project management, performance and training.

Each of the 5 phases of quality training and the Listening Module consist of a full day training session. One session per year is given. The Obsessed with Quality training focuses on individual behavior styles, team behavior, quality tools, problem solving, and innovation, partnering with customers and suppliers, and listening. All employees are instructed on teamwork and team building skills and they are empowered to think and act as owners as they focus on meeting customer needs and protecting our environment. Supervisors and manager receive additional training on leadership styles, coaching and empowerment.

E3. Administration and Management Training

Administration and management training includes leadership, planning, public relations, data analysis, human resources, accounting and report writing instruction. All or portions of this training will be provided to operations, maintenance, laboratory and other supervisors and to administrative and management personnel. Training time will include interactive lectures, case studies, practical exercises, and explanations and practice using actual OMI accounting and human resource procedures. The objective will be to provide leadership and management training to build a strong team that will operate and maintain the OMI – Gilroy / Morgan Hill wastewater system in an efficient manner. Attendance to OMI University will be required of all managers.

E4. Information Management and Computer System Training

Information management and computer system training will provide operations, maintenance, administrative, and laboratory personnel with an understanding of the information management systems and various software applications used by OMI at the Gilroy / Morgan Hill Project. Trainees will learn how to operate and maintain all components of the information system, generate reports, enter data, and utilize the information. The application software that will probably be included in computer training includes:

• DataStream: MP2 Computerized Maintenance Management Program

• Op10: Process Control Program

• Rockwell: RS View, Logix, etc. family of software

• Microsoft Office Applications

o Access (Database)

o Excel (Spreadsheet)

o Word (Word Processing)

o Outlook (Task Scheduling and E-mail)

o PowerPoint (Presentation Preparation)

Staff will also be trained in preparation of OMI electronic timesheets, requests for leave, purchase requisitions, purchase orders, and other electronic forms for accounting and human resources.

E5. Operations Training

There will be two types of operator training; 1) training specific to the South County Regional Wastewater Authority (SCRWA) plant unit processes and operations and 2) training for the knowledge needed to pas operator certification exams.

The operator training specific to the SCRWA facility will be on Unit Process Control Procedures (UPCPs) and Standard Operation Procedures (SOPs) for plant equipment based on manufacturers’ recommendations and past operating experience. The major unit processes, unit operation, and plan equipment at the SCRWA facility include:

• Mechanical Bar Screening

• Grit Removal

• Activated Sludge (Biological) Treatment

• Nitrogen Removal / BNR

• Solids Processing

• Tertiary Filtration

• Pump Station Operation

Instruction will be split between interactive lecture, plant tours, field exercises and hands-on work. The objective of site specific training will be to give staff on-going training in the proper operation of the SCRWA plant.

Training towards the objective of passing Certification exams given by the State of California or California Water Environment Association (CWEA) will be based on the Filed Study Training Programs prepared by the California State University at Sacramento for the Environmental Protection Agency (EPA) supplemented by other relevant references and hands-on exercises. This instruction will be given by OMI certified operators with Grade III, IV, or V certifications. The manuals of the Filed Study Training Program that will be used include:

• Operation of Wastewater Treatment Plants, Volume 1

• Operation of Wastewater Treatment Plants, Volume 2

• Advanced Waste Treatment

• Small Wastewater System Operation and Maintenance, Volume 1

• Small Wastewater System Operation and Maintenance, Volume 2

OMI’s goal is to have all operators certified with the State of California at the highest class possible based on their education and work experience.

E. Maintenance Training

Training for maintenance personnel will be an ongoing process and be based on the “needs assessment” for each individual. Hands-on and/or classroom training on the following subjects will most likely be included in the overall maintenance training program:

• Electrical Maintenance

• Centrifugal Pump Operation and Repair

• Seals, Packing, Bearing, and Shaft Sleeve Replacement

• Compressor and Blower Maintenance

• Hydraulics

• Instrumentation Calibration

• Maintenance Safety and Proper Use of Tools

• Lubrication

• Troubleshooting Electrical and Mechanical Problems

• Computerized Maintenance Management System

• Alignment, Clearances and Adjustments

• Welding

• Inventory Control

• Work Order Processing

E7. Laboratory Training

Laboratory Training will provide general and specific instruction in management, quality assurance, safety, proper sampling, sample preservation, analysis and reporting for all process control and effluent monitoring parameters. All methods will be based on Standard Methods for the Examination of Water and Wastewater. Training will be by both interactive lecture and hands-on laboratory work. The emphasis will be on going training in proper laboratory procedures to insure accurate and reliable results that are needed for making sound process control and facility management decisions.

E8. Safety and Hygiene Training

Right to Know training on hazardous materials handling was conducted by an OMI safety Coordinator for the initial OMI during the startup process. A signature sheet for this training is included in Appendix B – Training Logs. All new staff will receive Right to Know training when they are hired.

OMI regional safety training personnel have provided a complete training program for all required OSHA, Cal OSHA, and OMI safety requirements. The training and yearly refresher courses will be documented and placed in the appropriate file. Annual refreshers will be monitored and scheduled by the Project Safety Team Leader (PSTL) in order to insure compliance. Safety training on special topics will include:

• Confined Space Entry and Work Procedures

• Electrical Lockout and Tagout

• Use of Respirators

• Safe Equipment Use

• Personal Protection Equipment (PPE) Use

In addition, OMI trainers will provide training on occupational health, infectious diseases and hygiene specific to wastewater systems. This training will be designed to meet the needs of governmental regulations as well as OMI’s specific health and safety policies. The overall objective of the occupational health and hygiene training will be to create a safe, health work environment where employees as well as the public are protected in a safe and effective manner.

As part of OMI’s normal management process the weekly staff meeting will include discussion of a particular safety topic. The OMI PSTL will choose the topics and trainer and will document the training. The administrative assistant will document the training hours and provide documentation and certificates to all Technical Certification Program (TCP) certified staff.

F. TRAINING SCHEDULE

An Annual Training Plan will be developed to document the amount and type of training OMI anticipates providing for employees at the SCRWA facility. Structured training courses will occur during the weekly safety tailgate meetings and will address topics pertinent to the facility and also OSHA, Cal OSHA, and OMI required topics. Other training topics will be associated with SOPs, UPCPs, and JSAs. This training will be designed to address the safety, operational, maintenance, laboratory, and administrative needs of the OMI – Gilroy / Morgan Hill Project. Additional training will be developed from the Individual Needs Assessment for each associate and addressed with each person.

G. TRAINING LOGS

OMI will maintain project and individual records of all training. The topic of training, trainer’s name, and summary of training class content, and number, name and signature of employees receiving training, date and location of all training sessions will be recorded. A log of all training will be documented and included in the weekly safety tailgate meeting minutes, training meeting minutes, or as applicable.

H. CONTINUING EDUCATION UNITS (CEUs)

As a requirement of most water / wastewater certificates, Continuing Education Units (CEUs) are required for some level of certification advancement, as required by the State of California or the CWEA.

Staff members certified under the CWEA-TCP will undergo training necessary to maintain the certification. All staff with TCP certification will receive the appropriate certificates for on-site training. All recipients of off-site training are responsible for procuring their individual certificates upon completion of the training. All certificates must be turned into the administrative specialist for proper documentation. The certificates will be returned and copies are required by the CWEA at the time of renewal.
