Purpose

To discuss larger district-wide issues and have the opportunity to speak directly with the Superintendent. Please provide topics for discussion outlined by each of the three areas below. Send all topics one week prior to the scheduled Superintendent meeting so responses can be gathered prior to meeting.

We would like to have a discussion regarding the administrative responsibilities associated with the Safe to Tell program. At the LTL on 11/3 principals were told that the counselors and school police officers would not be a part of this team because of OT and contractual issues. We need more information regarding what this program is and how it will impact the workload and liability of our administrators. When the questions were asked at the LTL on 11/3 the presenters were unable to answer them. OSS/OSL

District Response Katherine Loudon SB212 mandates the same essential district teams statewide. This includes an administrator/AP and at least one counselor or school social worker if one is available and on staff. There must be at least three school site team members.

Counselors as employees are included in the team by the state mandate to provide support for mental health related concerns such as those related to suicide and self injury. Colorado has had the P3 platform and Safe2Tell for 13 years. The research shows that the communication to schools has supported students.

Principals have been able to choose from employees within their building who will be on the team. They will also be able to change members within the P3 platform. They can add members as well.

District level support will also be on all Safe2Tell tips. This is similar to emails received by principals for our WCSD bullyfreezone. Gina Session,OCR, and Katherine Loudon, Counseling/Social Work, will receive all P3 tips in an effort to provide additional school support. School Police and local law enforcement will receive tips as applicable from the Department of Public Safety. School district protocols for bullying and suicide have not changed.

Superintendent Troy Parks will also be included as a part of the district staff able to respond and support schools by having all school access. Area superintendents will then be able to respond as well.

The state is still making decisions and changes related to dates and details about Safe2Tell. Some things could change or be changed by them in the implementation of this statewide mandate. As we receive more information, we will share it. Traci and Kristen added: we are still awaiting state guidance. If criminal then school police will be involved. Once finalized, we will communicate protocols for receiving tips after-hours and weekend.

For the past two years we have been told that it is unacceptable for an OSS IC to attend IEP's with novice principals or principals who may request extra support for issues that they are unfamiliar with. This year there have been at least two IEP's in which an Executive Director has requested and received assistance from an IC to not only attend the IEP but to also LEA the meeting. Has there been a policy change? If so, can our novice principals request similar support?
