GENERAL

1. RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

B. Drawings of exact cabinet locations, pictures and existing hardware lists locations are attached in separate Attachments N through Q.

2. PRINCIPAL WORK IN THIS SECTION

A. The work includes the supply and installation of all components, specified or not, for a complete and working Indenticard Access Control systems (ACS). The Work includes, but is not limited to, the supply and installation of:

1. ACS hardware

2. ACS software

3. All necessary ACS and Operating System (OS) software Licenses

4. ACS power supplies and accessories

5. One server for the ACS shall support a workstation for managing and monitoring the ACS. All systems shall be managed from the Intermediate Distribution frame location (IDF) room. The ACS will also include one check in system to allow for adding and registering new users and deleting other users

6. ACS conversion between the MDI system and the new Identicard system

B. The Work also includes, but is not limited to:

1. Staff Training

Training for staff that will be able to use the system with access as a user only, no adminstration rights.

2. System Administration Training

Training for Administration staff that will be able to program at a higher level with different values such as adding a user, creating FOBs, running reports and more.

3. System Operator Training

Training for Operator staff to allow to the operator (such as guards) to view alerts at the entrance at the different entrances of the campus.

4. The supply and installation of system cabling.

5. The termination of system cabling.

6. Identification and labeling of all system cables.

7. Testing of all devices and cables.

8. Providision of as-built drawings.

9. Providision of O& M Manuals

10. Providision of test results.

C. The awarded respondent shall provide the latest model of equipment available at the time of installation.

D. The awarded respondent shall provide and install all systems to conform to CGA Security Standards.

E. Warranty – Please refer to the RFP section B.9.

1.3 ACCESS CONTROL SYSTEM DESCRIPTION

A. The currently installed Access Control System is an MDI, Inc. system is fully operational in all five of the buildings. The new Identicard system will be a replacement in its entirety to the entire campus.

B. The new Identicard ACS shall consist of security equipment such as controllers; Multi-Class card readers, egress devices, magnetic door contacts, duress alarms and power supplies that are used to control access to secured areas.

C. ACS shall be provided on selected doors as shown in the drawings. No new access control doors are required and this project will only require conversion of the existing MDI access control to the new Identicard ACS.

D. All card readers, cabling, enclosers and other hardware such as panic buttons shall be reused and used with the Identicard ACS.

E. All head-end control components shall be enclosed in centrally located panel(s) and located at the IT room or a location approved by the CGA. The new Identicard ACS boards will be placed at the same encloser as the existing MDI boards are currently located.

F. All power supplies for Identicard ACS shall be located directly adjacent to the controller panels. All power supplies for Identicard ACS shall be reused for the Identicard ACS.

G. All panels shall be IP Addressable.

H. The ACS panels will contain intelligence for standalone operation of access control functions in the event of loss of communications between the panel and peer panels.

I. UPS to be supplied by awarded respondent, it is the sole responsibility of the awarded respondent to ensure that all security devices including monitors are connected to the UPS.

J. Where indicated, the ACS has card readers already installed. The awarded respondent shall be responsible for ensuring that all doors receiving access control security equipment are aligned properly, have the necessary door closing equipment, and also operate properly after install. If the door is not operating in such manner prior to the install, the awarded respondent shall notify prior to work starting on the door.

K. Electrified door hardware is existing on all of the card access doors.

L. Awarded respondent shall coordinate programming to show door alarms and camera call ups.

M. The ACS shall have the ability to be seamlessly integrated with the new IP Video surveillance system for camera call ups on alarm.

N. All conduit, raceway and sleeves will be provided by the awarded respondent when needed. Back boxes and enclosures shall be provided by the awarded respondent.

O. It shall be the responsibility of the awarded respondent to pull composite cable, Category 6 or other cables to all field equipment if needed.

P. The following shall be provided by others:

1. Electrical power

2. Internet connection at the IT room

PART 2 - PRODUCTS

2.1 MATERIALS AND EQUIPMENT:

A. Unless otherwise noted, all materials and equipment shall be new, of the type, capacity, and quality specified and free from defects. Material shall bear the label of, or be listed by the Underwriters’ Laboratories unless of a type for which label or listing service is not provided.

B. Materials shall be of same brand or manufacturer throughout for each class of equipment, wherever possible.

C. All equipment shall be derived from the Specifications.

D. Materials shall be the latest version of the product at the time of the install.

2.2 ACCESS CONTROL PANEL

A. All access control panels shall be IP addressable.

B. Loss of communication and panel tamper must generate unique event indicating the device affected.

C. All access control panels shall be located in the location which the current acess control panels are located. For exact location please refere to Attachment 4, 6 and 7. The awarded respondent shall coordinate the exact mounting location of all security with Consultant.

D. Panels shall be supplied in a quantity that will enable the system to realize the capability described in this document.

E. The ACS shall have the following features:

1. The responsible person for operating the system (System Administrator) shall have the ability to divide the system into partitions, allowing subsets of the overall population and/or resources to be managed separately.

2. 128-bit card support for Wiegand card readers.

3. Detailed time specifications.

4. Simultaneous support for multiple card data formats.

5. Access privileges variable by threat level.

6. Scheduled portal unlocks by time and threat level.

7. The system shall be sized to accommodate all input, output, and doors in this project, plus no less than 25% for future expansion.

8. Any licenses that are required to have a fully integrated VMS and ACS shall be provided as a part of this contract.

2.3 Approved Manufacturer:

A. Identicard for access control.

2.4 HARDWARE

A. All access control panels shall connect to the network.

B. Loss of communication and panel tamper must generate unique event indicating the device affected.

C. All access control panels shall be located in IDF closets and shall be wall mounted.

D. Access control panels that control the elevators can be mounted in the elevator control room. A conduit will be provided by others in the elevator control room to connect to the IDF room. No panels should be outside of the IDF closet, unless approved by the security consultant or the CGA.

E. All hardware shall be installed in accordance with manufacturer instructions and electrical Code.

F. All Hardware will be located in locations specified in the drawing unless approved by CGA and/or the consultant to change the locations.

G. The awarded respondent shall supply the first 500 FOBS and 200 Rangers included in the price.

H. All power supplies must be UL listed for life safety.

I. Double doors and glass door shall be equipped by the integrator with MAGLOACKS.

2.5 CABLING

A. Cabling to the access-controlled doors shall be composite with the correct number of conductors to provide a functioning access-controlled door. It is the responsibility of the awarded respondent to ensure the doors have the correct number of conductors and size of cable.

B. All cables shall be approved to code and matching the Belden specifications

C. All cables labels shall be machine printed heat shrink type. Hand written labels are not acceptable.

D. Labels shall indicate device number and destination. Labels shall be located on both ends of each cable. Labels shall be on all cables including cables that are connected to switches in tel/data closets

E. Install and dress all devices wiring neatly.

F. At the Main Office, install all appropriate ACS equipment in such a manner that all control functions on the front of each unit shall be accessible.

G. At the Main Office install reader for check in of new tenants at a location determined by the CGA.

H. All cable connections shall be made from the rear of the units.

I. Install the access control system workstation and all peripheral equipment.

J. Install all devices in accordance with the manufacturer's instructions and recommendations.

K. Assure all devices maintain signal continuity throughout entire system.

PART 3 EXECUTION

3.1 INSTALLATION AND TRAINING

A. The ACS shall have an integrated path with the IP Video Surveillance software by Mirasys to allow for a single platform for monitoring, managing, and notifications

B. It is the sole responsibility of the awarded respondent to ensure that the systems are installed to the manufacturer specification and working as an integrated video, access and event monitoring systems.

C. Doors will be named according to the name spreadsheet that will be supplies to the awarded respondent by the CGA.

D. Identicard server shall be programmed and installed prior to any door conversion. A second server will be supplied and installed at a separate location to be defined by CGA on campus. The server will be used as a back up server to the main access control system. The awarded respondant will insure that back-up server will be programed to be used as the main server if the main server fails.

E. PremiSys Pro requires IIS. IIS can be installed on the PremiSys application server or a standalone IIS server. The IIS version is dependent on the OS version used. As long as it is an IIS version running on a supported OS, it is compatible.

F. IP Scheme

1. All panels shall receive the same IP address as the replaced MDI address.

2. The awarded respondent shall ensure that they use the existing network drop from the old panel to the new panel so no board (new or old) will communicate with both systems.

G. Door Controllers Transition

1. Install new hardware in each IDF closet based on the current door count. New hardware will be switched over to the new system after software installation and programming is completed prior to switch over to limit the time doors are not operational. Controllers can be programmed with existing IP addresses at this point as long as they aren’t connected to the CGA’s network.

2. Once a door controller is programed it will be converted from MDI to the new Identicard system. Once a controller is switched it will be tested and verified that everything is operational before moving to the next controller.

3. Power supplies are already installed. It is the intent of the scope to reuse the existing power supplies and wiring. It is the sole responsibility of the awarded respondent to ensure that all are operational at the end of the install. No change order will be accepted after award for power supply.

4. The awarded respondent shall coordinate the switchover with the SCPD to have an officer located at each of the doors that are being switched over during the time they are not operational.

H. Data Base

1. It is the responsibility of the awarded respondent, once the project is awarded to immediately retrieve the data base and send it to Identicard for data base conversion.

2. Once the data base is converted the awarded respondent shall supply the data base to the CGA for cleanup and to verify users and groups including permissions.

3. If for any reason the awarded respondent cannot pull the database, it is the sole responsibility of the awarded respondent to input all information from the existing system to the new Identicard system. This conversion will include the following:

a. Name

b. Last Name

c. Employee number

d. Department

e. Sub Department

f. Groups

Any other information that is available for each user.

4. CGA shall be able to search the data base using any of the information above

5. Once the new access groups are created, use Block Update to update cardholder access group based on searchable fields such as department, title, etc.

6. All groups should be converted to the new data base.

7. The awarded respondent shall verify and program lockdown procedures and all other procedures as supplied by the CGA.

8. The awarded respondent shall verify with CGA and program time schedules for doors.

I. Badge Printer

The awarded respondent shall confirm that all badge printers will continue to operate on the new ACS.

J. Parking

1. All parking garages are to be connected to the Identicard ACS and shall be managed by the Identicard ACS.

2. All payment option and card readers shall continue to function with the new ACS as they are now with the MDI system

K. Release buttons

1. Release buttons that are in place today will work after the conversion in the same manner.

L. Perimeter door:

1. All Perimeter doors should be equipped with a door contact and will be reporting to the ACS . These include doors that might now have card readers on them.

2. All perimeter doors shall have a controlled exit with a REX. The REX shall only open the door upon pressing the Electronic Latch Retraction.

3. It is the sole responsibility of the awarded respondent to install these door contacts on all doors including the doors that currently have access control installed and are missing door contacts.

M. Security Devices

1. Security devices shall be defined as:

a. Panic Buttons

b. Alarm Sensors

c. Xray machines

d. Man traps/vestibule

2. Security devices will be connected to the ACS panels as input. The awarded respondent is responsible to ensure that there are enough inputs available for existing panic buttons.

3. Security devices that are located within the same office will only require a single input in the ACS .

4. All security devices shall be assigned a camera that is located at the proximity to the panic button.

5. Once a security device is activated, the following shall happen

a. Dispatch will be notified through a flashing blue light to be installed by the awarded respondent off an output in the access control system and

b. Camera associated to the security devices should be displayed on a full screen at dispatch

N. ADA doors

a. ADA doors are marked on the plan.

b. It is the sole responsibility of the awarded respondent to ensure that all existing ADA doors operate according to code.

c. All ADA doors should have both an ADA operating button (supplied by others) and a card reader. The ADA door will be required to open when valid credentials are presented through the use of a FOB. A FOB is defined as a small security hardware device with built-in authentication used to control and secure. It is the sole responsibility of the awarded respondent to ensure that no action or motors will operate prior to the FOB being presented.

O. Training:

a. Training will be included as part of the project.

b. The proposal will include twenty (20) hours of user training; sixteen (16) hours of administrator training on site at the Legislative Office Building/CT State Capitol and twenty-five (25) hours of training over WebEx or similar online training.

c. Prior to the work commencing, the awarded respondent shall provide up to half the number of hours of training on site to the CGA personal as required by the CGA. The awarded respondent shall set up training in class environment at the CGA.
