Minute from the EPF Congress 2004.

General.

The Congress took part in Nymburk, Czech Rep. 12 May and representatives from following national federations were welcomed by President Wahlstrom:

Austria , Belgium, Belarus, Bulgaria, Czechia, Denmark, Estland, Finland, France, Germany, Great Britain, Luxembourg, Netherlands, Norway, Poland, Russia, Slovakia and Ukraine. Sweden entered at the end.

Present from the Executive committee: Arnulf Wahlstrom, Kalevi Sorsa, Ralph Farquharson, Myriam Busselot and Dietmar Wolf.

Other EPF officials present: Jiri Hofirek (EPF Champ. Secr.) and Pavol Müller (DC chairman).

The Congress honoured Barry Scott from Great Britain, that died few weeks ago, with one minute silence.

3) PRESIDENT’s REPORT TO THE 2004 EPF CONGRESS.

Welcome.

On behalf of the EPF I wish delegates and guests welcome to the 2004 European Congress.

I want to thank the organiser, by the meet director Miroslav Vacek and the technical director Jiri Hofirek, for inviting us to Nymburk.

The Czech Powerlifting Federation is very experienced in organising championships – one of our most active organisers – and I am sure we can look forward to a pleasant stay and a very well organised Open European championships.

European Championships 2003.

A lot of hard work and good planning created European championships of good technical and social standard in 2003. Statistics show that all together 703 lifters took part in European championships in year 2003 and this is 13 lifters more than the year before.

European championships were organised by:

Sofia, Bulgaria (Open) (90 lifters)

Nymburk, Czech. Rep. (Juniors) (89 Men and 42 Women)

Balatonalmadi, Hungary (Masters) (148 Men and 42 Women)

Lviv, Ukraine . (Benchpress) (78 Men and 51 Women)

Vrsac, Serbia & Montenegro (Benchpress Masters) (75 Men and 29 Women)

Trencin, Slovakia (Women) (69 lifters)

Antidoping work.

In year 2003, 5 lifters were suspended due to positive doping tests at different European Championships. This is fare too many positives.

The fight against doping is not easy but IPF and EPF are determined to increase the focus on member nations that do not have a serious national antidoping program. When the WADC protocol is implemented, IPF is bound to make OCT tests if the powerlifting sport shall ever hope to get IOC recognition.

IPF will forward an IOC application this year and I will ask all national leaders to fully co-operate with EPF and IPF to promote fair play in powerlifting by supporting their national antidoping work. The number of positive tests at international powerlifting championships MUST be lowered if we shall be successful one day to take part in the Olympics.

This year is a qualification year to the World Games 2005 in Germany. Only lifters from member federations that have no positive doping cases at international competitions in 2004 will be elected to take part according to the IPF Constitution. This is important to remember.

General.

2003 was a year with many changes in the EPF administration.

Our long time serving General Secretary and Treasurer, Heiner Köberich, resigned and new people were appointed to take care of his two offices.

Heiner Köberich took on the GS and Treasurer positions in 1986 and did a great work and took the initiative to many changes in EPF and IPF during these years. All involved in powerlifting will remember his contribution with great respect.

Ralph Ferquharson succeeded Köberich and took on the duties as Treasurer and GS. This was a great help in the administration and the many duties in the administration were from now on delegated different than before. More persons shared several of the duties of the GS and Jiri Hofirek took on the important work as Championships Secretary.

I am very pleased by the good attitude of the EPF officials to accept and carry out new working routines with high enthusiasm after Köberich’s resignation and to my opinion the EPF administration now has good routines and highly motivated officials. I want to thank all for their very good work!

Technical Committee report.

Dear friends,

The EPF analyzed the Technical Rules in preparation for "Rules Congress 2004" in Capetown, South Africa. These are the proposals which was to reach us at the latest 12 March 2004.

To remain informed, you can also see the IPF T.C. "Newsletter" from John Stephenson on the Internet. A regular Newsletter is published on. The newsletter will help you to see all the updates information.

I participated in 2003 in the European Men's Championships in Sofia and in the European Women's Championships in Trencin. I can assure you that the organisations are increasingly perfect.

At all major European Championships in 2003, members of the committee have been in attendance selecting referees, juries and running the competition secretariat.

For that, I would like to thank all the EC members for their continued support. Without these members, the EPF would not be in the strong position that it occupies today.

I will continue to support the good comprehension of the EPF.

I wish you all a successful Congress and Senior Championships 2004.

The Law&Legislation committee consists of the following members:

The proposals that where put forward in the congress meeting 2003 in Sofia / Bulgaria, have now all been acted upon, we are now looking into the upcoming congress for future proposals. Apart from this there has been no other new news.

Disciplinary Committee report.

Dear members of the EPF Congress,

Year 2003 has passed and I have to report about the activity of Disciplinary Committee during the year. In 2003, Disciplinary Committee had to pronounce a verdict of doping offences in five cases. In comparison this number with year 2002 the number of positive tested lifters is growing. The decisions of Disciplinary Committee have accepted by lifters and federations those who are concerned but the Disciplinary Committee has received some critical comments regarding to doping control procedures. This is a reason why Disciplinary Committee strongly recommends to organizers of international events to arrange doping control only by agreement with antidoping laboratory.

I would like to thank my colleagues Mr. Tollef Taksdal and Mr. Lars Goran Emanuelsson from Disciplinary Committee as well as to all members of EPF executive for a very good cooperation and support.

Appeal Committee report

Dear Sport colleagues, The Appeal Committee has not received any case to deal during the last year. So, there is nothing to report from the AC to the Congress.

EPF Championship Secretary.

I have executed the EPF CS duty from the November‘s 2003 EC meeting in Vejle. I have carried out:

Prepared all details with European Women Championships in Trencin and Myriam and I helped the Organizer with their work during the Championships.

I will prepare or execute the following work this year:

1. Publish Invitations and Nomination forms for all European

Championships at the EPF web and in the EPF Info.

2. Publish the nominated lifters and referees at all European Championships

and Cups at the EPF website.

3. Prepare all European Championships together with the organiser.

4. I will bring all forms, Certification diplomas and other items to all

Championships.

5. I will update the Calendar of the EPF Competitions and publish it at the EPF

websites.

9) PROPOSALS.

From the EC.

1) The EPF Executive shall forward all doping offences at European championships and cups to the relevant hearing body of IPF.

Reason:

EPF has adopted the IPF standard of doping controls, fines and suspensions. Doping offences at Regional and International levels are coordinated ( IPF Constitution 16.7.1), so one hearing body for all doping offences at both Regional and International level will be the best solution to enforce this rule.

EPF shall still carry out the doping control at European level.

Regarding fines, EPF shall collect the standard fines and IPF receive all additional fines (if one nation has more than one positive, additional fines are charged). * Accepted unanimous

2) National federations shall pay a participation fee of EUR 20 per lifter for each lifter entered and taking part in European Championships or cups. 50% of the participation fee or equipment similar to that amount shall be paid to the promoter.

Reason:

This is the same rule as for IPF and it opens up that EPF can in co-operation with IPF sponsors or other sponsors donate equipment to EPF organisers.

This proposal is also forwarded by Belgium. * The Proposal Failed (11/11)

* New proposal: National federations shall pay a participation fee of EUR 20 per lifter entered and taking part in European Championships or cup. The fee to be split with 15 EUR to the organiser and 5 EUR to the EP. * Accepted.

A full discussion took place regarding equipment used at all European championships, the President pointed out that only IPF approved equipment should be used in all EPF Championships including the warm-up room.

From Check Republic.

3) Term of Memberships fee payment.

The latest term of when every federation must pay the Membership fee without any fines is the first European Championships in the year – it is European Men’s now. The federation can pay the Memberships fee directly to EPF Treasurer by cash there. The federation what will pay after this term have to pay a fine 20 EUR for each month of delay. * Withdrawn

Reason:

The bank transfer is really not very convenient and is very costly for many federations as they have to pay the bank commissions and a transfer fee that is considerably high, and it means a waste of the limited national federation's resources.

4) Invitation appeal to lifters for doping control must be immediately after his/her last attempt in competition. * Withdrawn (as WADC rules shall be followed)

5) Term of change of weight category of lifters before competition – the latest term of moving up or moving down will be at the Technical meeting. * To be discuss by the IPF Technical committee and if accepted to be put forward to the IPF Congress

From Belgium:

6) To establish a new table "Wilks" formula only for Bench-Press Single. * To be discuss by the IPF Technical committee and accepted to be put forward to the IPF congress

7) To propose another name for the "Bench-Press Single" (all the Championships Bench- Press Single must have another name).

Reason:

To avoid confusing Bench-Press-Single with The Bench-Press of Powerlifting (3 movements) it will be preferable to change the name of Bench-Press-Single

Example : Press-out ; Press-up ; Arm-press ; Arm-push ; Bench-Single ; Push-out ; Arm-Bench.

8) New age categories for Masters:

Master I: from 1 january in the calendar year he/she reaches 40 years ant throughout the full calendar year in which he/she reaches 44 years

From Norway:

9) Delete in whole ByLaw 106.10 reading:

106.10 Including a Referee in National Teams, Fine, Restriction

Any nation participating with more than 4 lifters in EPF championships or EPF cups should include at least one international referee among its team officials available for refereeing or being a member of the jury. In combined championships/cups (men and women) the 4 lifters include the total number of lifters from one nation. If a referee from that nation is not present or, if present, is not available to act in the capacity of either referee or member for jury during the championship/cup, the lifters are allowed to take part, but a fine of Euro 250 has to be paid by the nation. The EPF treasurer must receive such payment before lifters from that nation are allowed to take part in any further EPF championships or cups.

Reason: Today, we experience that there are a large number of referees attending the European championships. This results in a very low activity level for the referees attending.

Myriam Busselot, Belgium.

Reason: Myriam Busselot has for many years been active in national and international powerlifting as leader and international referee category 1 serving in numerous European and World championships. She has also been an active lifter at national and international level.

She was elected EPF Technical Com. Chairman in 1999 and has earned great respect in

the way she has carried out her duty.

Myriam is one of very few female top leaders in international powerlifting and is a pioneer

and a model in this respect.
