Minutes for General Meeting 07-11-2020

The General Meeting of Property Owners of Shenandoah Farms, Inc. was held on Saturday, July 11th, 2020 at 9:00am, in the Shenandoah Farms’ Community Center. The Secretary and the Office Manager being present. The meeting was called to order at 9:00 am and the code of conduct was waived by Ralph Rinaldi.

Board Members present were Joe Longo, Roger Roberts, Bruce Boyle and Ralph Rinaldi.

Board Members excused: Elsie Kirk, Patrick Skelley and Paul DiFranco.

Board members unexcused: 0

Seating of Alternates: N/A

Minutes for review: Roger Roberts made a motion to accept the minutes as approved from the General Meeting on March 14th, 2020, Bruce Boyle 2nd, all in favor, motion accepted after debate.

Sanitary District Manager Report: Robert Childress, Deputy County Administrator

Warren County Board of Supervisors: Walt Mabe

Walt Mabe attended this meeting. All questions were answered, and many issues and updates discussed.

Reporting on behalf of Financing:

1. New accounts have been established at Wells Fargo and will be our active account for corporate checking with our first Shenandoah Farms Sanitary District payment.

2. Joe Longo made a motion to hire a new bookkeeper, per recommendation of POSF annual auditors’ suggestion, to do a monthly inspection and maintenance on all POSF accounts, Roger Roberts 2nd the motion, all in favor, motion adopted after debate. This will put an addition set of accounting eyes on all books to confirm accuracy & transparency.

Nominating Committee Nominating Committee: Patrick Skelley, Chairman

Reporting on behalf of nominating committee, Patrick Skelley:

1. Ballot for 2020-2021 being distributed for approval prior to being published in newsletter.

2. Newsletter is in draft stages and awaiting final articles from POSF Board of Directors. Deadline July 22nd, 2020.

Common Properties Committee: Ralph Rinaldi, Chairman

Reporting on behalf on common property committee, Ralph Rinaldi:

1. Fire pond located on Howellsville Road will be addressed and cleaned up by POSF landscaping contractor.

2. Common property is investigating the increasing need of hired security. POSF is in contact with Warren County Sheriff Department to get paid staff at our common properties and are currently working on a contract between both organizations asap.

3. Shenandoah River Lane Boat ramp status currently in hands of POSF hired attorney.

Road Committee: Joe Longo, Chairman

Reporting on behalf of road committee, Joe Longo:

1. Joe reviewing roads and reports all roadways are in better condition than ever before.

2. Updates on when Old Oak project will begin, residents received notice to be aware of surveying being completed, project still on tract and should be constructed in Spring of 2021. Discussion with Walt Mabe on projection of future CIP projects, Mr Mabe reported all projects to date on tract with no disruptions.

Public Relations Committee:

Reporting on behalf of public relations, Ralph Rinaldi:

1. Website updates are current however we have a Shenandoah University student creating a new draft website for review, discussions and approval.

2. Thumb drives are coming back in as corrupted files, not an efficient use of funds per office staff. Roger Roberts made a motion to remove the thumb drives from POSF current directory of resources in the POA packets, Bruce Boyle 2nd, all in favor, motion adopted after debate.

3. Need chairman for public relations committee.

4. Bruce Boyle made a motion to begin posting approved minutes, Joe Longo 2nd, approved agendas and approved budgets to website, 2nd, all in favor, motion adopted after debate.

5. Bruce Boyle made a motion to follow Warren County lead and begin posting agendas to website Joe Longo 2nd, all in favor, motion adopted after debate.

Planning Committee: Chairman, Joe Longo

Reporting on behalf of planning committee, Joe Longo

Recreation Committee: Patrick Skelley, Chairman

Reporting on behalf of recreation committee, Patrick Skelley:

1. Tabling all current recreation events until future notice due to COVID 19.

Property Owners Concerns:

1. Resident complaining on dirt bikes, four wheels, ATV and golf carts, resident must contact sheriff’s department to report individual events.

New Business:

- Joe Longo wants to go on record to Thank Doug Stanley for all his long hard years and many efforts on all progress he assisted with here in Shenandoah Farms. Mr. Stanley will be missed!
