Members Present: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Walter Larcombe, Robert McCullion, Edwin Koehler, Joseph Duncan, Kellyann Tolomeo and Robert Maschio. Also present were City Administrator Raymond Townsend and Solicitor William Kaufmann.

REGULAR MEETING

NOVEMBER 7, 2007

7:00 P.M.

A regular meeting of the North Wildwood City Council was held on the evening of the above date in the City Hall. The President of Council stated that “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 3, 2007.”

ROLL CALL: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Walter Larcombe, Robert McCullion, Edwin Koehler, Joseph Duncan, Robert Maschio and Kellyann Tolomeo. Also present were City Administrator Raymond Townsend, Solicitor William Kaufmann and Engineer Ralph Petrella.

APPOINTMENT:

COUNCIL PRESIDENT ROSENELLO noted we will deviate from the agenda at this time. Mayor Henfey then asked for confirmation for a new Police Officer appointment for Michael E. Griser. Henfey noted his background, including 2 years as a Class II Officer, and that his parents, grandparents and fiancee were present. On a motion by Larcombe, seconded by Duncan, the above appointment be confirmed. Roll was called by the City Clerk with all responding in the affirmative. Carried. Swearing in by Judge Belasco with pictures taken with Mayor and Council members.

MINUTES: On a motion by Koehler, seconded by McCullion, that the minutes of the regular meeting of October 16, 2007 be approved as read. Carried.

COMMUNICATIONS:

MAYOR’S COMMUNICATIONS: Mayor Henfey thanked the Woods Family who raised $1600.00 at their semi-annual golf tournament. This money has been donated to the North Wildwood Recreation Dept. and their hard work is appreciated.

COUNCIL:

COUNCIL PRESIDENT ROSENELLO congratulated Ed Koehler, Joe Duncan and Bob Maschio on their election victories yesterday.

COUNCILMAN DUNCAN thanked all who cared enough about North Wildwood to come out and vote yesterday, saying it is the purest form of democracy.

COUNCILMAN MASCHIO thanked all who ran in the election and the workers at the polls. Maschio congratulated Joe Duncan and Ed Koehler, saying that he looks forward to continuing to work with them.

COUNCILWOMAN TOLOMEO congratulated the winners in yesterday’s election.

COUNCILMAN McCULLION congratulated Joe Duncan, Ed Koehler, and Bob Maschio on their election victories.

COUNCILMAN KOEHLER thanked all who took time to vote yesterday and congratulated all candidates, acknowledging that it is a difficult thing to run in a campaign.

COUNCILMAN LARCOMBE echoed all previous comments.

MAYOR HENFEY thanked all voters and congratulated the winners. Henfey invited the public to the Veteran’s Day ceremony Sunday morning, 9:30 AM at Hereford Inlet and 10:00 AM at the monument. Henfey also outlined the street program for the USDA contract which was awarded tonight in Resolution #8 and thanked Council for passing this resolution.

PUBLIC:

JIM KOCH of 1301 Surf Avenue stated that he has been in North Wildwood for 40 years and had always thought that the City had a good bond rating and was surprised to find out that the City’s rating is less than “A.” Koch also mentioned that Governor Corzine has signed a law that drivers can now be pulled over for cell phone use while driving. Koch said that he saw the new sign in the City of Wildwood at Rio Grande Avenue and the Boardwalk, with beach balls, which is very attractive. Koch stated he had expected something much better than the flashing sign that North Wildwood has on West Spruce Avenue. Koch asked about illegal aliens who are caught driving and the penalty for those who loan their cars to illegal aliens. Council President Rosenello asked Koch to meet with the Police Chief for discussion on that matter after the meeting.

JOHN GIBBONS of 51 Anglesea Drive stated that he lives within 20’ of the next phase of the Seawall Project and asked what precautions are being taken to prevent damage to private properties in the area. Mayor Henfey stated that he has met with the engineers and contractors (Pierson) 10 days ago. Henfey stated that the contractors will be inspecting all properties beforehand and they have insurance for damages. There will also be vibration meters monitored by the Army Corps of Engineers. Henfey stated there are no plans to continue the walkway past its present termination point. Administrator Townsend said that there are 3 phases to the project, with this phase running from the current seawall end up to the Lodge Pool area. The contractor has 18 months to complete the first phase, but the project is not expected to take that long. All 3 phases could conceivably be completed during that time if contracts and funding all fall into place. Mayor Henfey added that inspectors will be on site and that the Federal Government is running this job.

HARRY GALE of 307 E. 25th Avenue stated that 17th and 25th Avenues on Surf Avenue have pedestrian crossways but feels they should be extended or signs put up as he doesn’t know what the purpose of the markings are. Gale feels better enforcement is needed by the Police Department or the public will not know what the crossway markings are for. Gale said that he noticed trash bags on curbs on Sunday at various corners and stated this is not a clean City. The City also needs better enforcement in trash collection. Council President Rosenello, Mayor Henfey and Councilman Duncan all encouraged Mr. Gale to call the Public Works office when he sees a problem. Gale asked if the City has investigated the possibility of porous material for street paving so that the water table can be replenished by rain. Administrator Townsend explained. Gale said that budget time is coming up with costs rising for senior citizens and asked council to keep seniors in mind when preparing the budget, perhaps by reducing manpower to keep costs down. Gale asked if the public could have information regarding the last 2 resolutions which were passed this evening with Solicitor Kaufmann explaining that information would not be made public until negotiations and litigation are completed.

EVERETT McCORKELL of 410 E. 13th Avenue stated that we have a very clean City and the City should send notices to owners to let people know trash rules. McCorkell stated that visitors should take their waste to the public works dump before leaving town.
