Greetings and Welcome!

 

Its's been a great month. We began with a terrific and charming Guest Speaker at our October luncheon...Brigadier General (Ret) Wilma Vought. She was just the latest in a string of very interesting speakers we have had! This month we are very pleased to host Mr. Charles Cook, the Assistant Deputy Commandant of the Marine Corps for Programs and Resources. We are on a roll for great speakers this year and I encourage all of you who haven't been to one of our luncheons lately to come by and join us! The more the merrier! (But please let your representative know of your attendance in advance, if possible, so that we can prepare the right amount of food!)

 

I have some more good news to report. We had our first meeting of the Mini-PDI Committee and are tremendously excited about the prospects for this year’s event. We are enjoying a great turnout of volunteers and a high level of interest, particularly from other area chapters, which might join with us! We still have a lot of work to do, though and can always use even more volunteers to help share the load and keep the individual work levels even more reasonable. If you'd like to join our organizing committee, please let us know!

 

We are also finalizing plans for our upcoming Holiday Social at the Army Navy Country Club. Mark the 20th of December on your calendars! We'll have all the detail out to you shortly!

Today’s Speaker

Mr. Charles E. Cook III

Assistant Deputy Commandant for Programs and Resources

Topic: “The Future of Marine Corp Financial Management in the Shadows of 230 Years of Tradition”

Mr. Cook is the Assistant Deputy Commandant for Programs and Resources for financial matters and the Director, Fiscal Division. He is responsible to the Commandant, Assistant Commandant of the Marine Corps and the Deputy Commandant for Programs and Resources for formulating fiscal principles and policies; to prescribe procedures and systems which will exercise effective control over financial operations of the Marine Corps in the functional areas of budget, accounting and finance, and audit and review. Mr. Cook also assists, advises, and acts for the Commandant in all matters on appropriated and nonappropriated funds.

He previously served as Deputy Director for Military Construction overseeing budget related issues for National Foreign Intelligence Programs, military construction, family housing construction and operations (including privatization initiatives), and base realignment and closure (BRAC) activities.

He was the Associate Director for Active Force Operations with oversight of the Army, Navy, Marine Corps, and Air Force active forces and reviewing the costs of all contingency operations. Participated in interagency working groups on issues involving the Foreign Assistance Act and interagency support during multi-agency operations.

Mr. Cook was the Department's foremost analyst/expert on outlays and issues of scoring in relation to budget authority and spending targets established by the Office of Management and Budget and applicable congressional committees.

He was also detailed to the Senate Appropriations Committee (Defense Subcommittee). His duties included the review of defense communications/electronics procurement programs, participating in committee mark-up and conference sessions, preparing legislation, and coordinating specified hearings for the chairman of the subcommittee.

Prior to these assignments, Mr. Cook had progressive rotations through several journeyman level positions including: Office of the Secretary of Defense (Comptroller) lead analyst for Air Force logistics, supply and maintenance programs; Budget Director for all operation and maintenance programs for the Naval Space and Warfare Systems Command; Department of the Navy co-analyst for all U.S. Navy logistics, supply, maintenance and administrative programs; budget and execution branch head for the Naval Sea Systems Command Fleet Modernization Program; and, lead analyst for Naval Sea Systems Command operation and maintenance programs.

Mr. Cook is a graduate of Northeastern University in Boston, Massachusetts (BSBA, Accounting) and a Certified Defense Financial Manager.

Mr. Cook’s personal activities include supporting the community through church duties, treasurer for his local homeowner’s association, marathoning and working his way through the Commandant of the Marine Corps’ reading list.

Superior Civilian Service Award Presented to Mr. Thomas P. Hafer

On July 6, 2005, LtGen. Robert Magnus, Deputy Commandant, Programs and Resources hosted an award ceremony in honor of Mr. Thomas P. Hafer. On behalf of the Commandant of the Marine Corps, Mr. Hafer was presented the Superior Civilian Service Award by LtGen. Magnus. With his wife, father, mother and a host of well-wishers in attendance, Mr. Hafer was recognized for his efforts, which directly contributed to securing resources required by the Marine Corps to fight the Global War on Terror. Most notably, Mr. Hafer enabled Headquarters Marine Corps, to develop and submit the FY-2005 Supplemental Appropriations request for nearly $10 billion dollars. He scrupulously prepared the Commandant of the Marine Corps and other General Officers for testimony before the 109th Congress to articulate the Marine Corps’ FY-2005 Supplemental and FY-2006 Budget requirements. A dedicated Civilian-Marine, his tireless efforts and selfless devotion to duty are clearly instrumental in the overall endeavor to ensure the Marine Corps remains the eminent fighting force in the world. Mr. Hafer’s performance and accomplishments in the financial community are exceptional, and he is most deserving of recognition with the Superior Civilian Service Award. Mr. Hafer is currently the Head of the Budget Coordination Branch, Programs and Resources, Headquarters Marine Corps, Washington, DC.

Acknowledgement

In September, Gen Magnus assumed the duties of the Assistant Commandant of the Marine Corps. The Programs and Resources family expressed our gratitude for his leadership and professionalism by honoring him and his wife, Rose at a Farewell Dinner. Congratulations and our heartfelt thanks for your support of the Chapter’s activities.

LtGen Gardner took over as the new Deputy Commandant for Programs and Resources. We look forward to working with you, congratulations and welcome.

Congratulations, farewell, and good luck to Ms. Sandra Wright on her promotion and her new job as, at the ACNO IT Office. Thanks for your many years of Chapter service as Marine Corps Vice President. Best wishes.

Hurricane Katrina Relief Fund

The ASMC has two chapters in the impacted area, New Orleans Chapter and Mississippi South Chapter. Between the two chapters, there are over 200 members. We have almost finalized the initial organization of the approved relief fund. Donations will be collected and matched by ASMC National Headquarters, then dispursed directly to our members. Use the Hurricane Katrina Relief Fund Form to make a donation.
