CITY OF SOUTH PORTLANDDEPUTY ASSESSORThe City of South Portland is excited to recruit a Deputy Assessor in the City Assessing Office. This is an opportunity to help lead in a dynamic community on a widely varying set of assessment administration activities.South Portland is Maine’s fourth largest city with 25,500 residents and a large workday population. Sharing Casco Bay with the City of Portland, South Portland has a rich and dynamic employment base anchored by an industrial waterfront, major distribution and manufacturing operations, the State’s largest retail mall, globally-competitive high-tech firms, and Southern Maine Community College. This position is responsible for assisting in leading a team of six high-performing assessment professionals in undertaking the assessment function in the Cities of South Portland and Westbrook. The Deputy Assessor will be actively involved in all aspects of these functions.This position requires expertise in the approaches to valuation, field work and discovery, and computer skills including CAMA systems and office automation tools, such as MS Excel. The position requires excellent interpersonal skills including the ability to work with the public as well as City staff. Among other duties, this position assists in the supervision of the systematic review of all transfers of ownership of real and personal property and all necessary recordkeeping. Also supervises the annual development of changes to the municipality’s tax maps, considering such information as deeds and boundary surveys and prepares necessary federal, state, and local reports. A successful candidate must have computer proficiency and be able to quickly learn computer software applications. Municipal experience, and experience with municipal assessing software is a plus, but not required. The incumbent must possess exceptional attention to detail, with excellent written and verbal communication skills. A successful candidate will exercise considerable independent judgment and must have strong written and oral communications skills. Supervisory experience or Skills commensurate with ability to supervise required.
