Memorial Scholarship

HISTORY:

This scholarship fund was established by Dr. Dennis Bowman in 2017. Dr. Bowman began at WIU in 1999 as a Professor in the School of Law Enforcement & Justice Administration, teaching undergraduate and graduate students in areas of policing, ethics, management, cultural diversity, and criminal investigations. He also served as the Director of the Institute for Applied Criminal Justice Studies. Prior to joining WIU, Dr. Bowman served a thirty-year tenure with the Illinois State Police, which included command positions such as Accreditation Manager, Community Policing, Inspection & Audits, Research and Development, Academic Services, Staff Services, Drug Enforcement, and District Commander. Dr. Bowman is committed to honoring the service of Illinois State Police officers and the field of law enforcement. He wanted to honor their service by providing for their descendants, especially those that were killed or made disabled in the line of duty.

CRITERIA:

• Descendants of Illinois State Police Officers, with preference given to descendants of those that

were either killed (Preference #1) or made disabled (Preference #2) while in the line of duty

• If there are no descendants of Illinois State Police officers attending WIU in a given year,

scholarship may be given to any Law Enforcement and Justice Administration major who meet all

other criteria

• Sophomore standing or above, including graduate students

• Minimum 3.0 GPA; transfer GPA is accepted

• Financial need is a consideration

• Must be a full-time student

TERMS:

Recommended minimum award of $1,000 each year, to be awarded half in the fall semester and half in the spring semester and applied directly to the student’s university account.

Award amount will be determined by the annual interest rate on the endowment. In any year in which there are no qualified applicants, income may be accumulated or reinvested in the endowment at the discretion of the administrator of the fund.

SELECTION PROCESS:

Recipient will be chosen by the School of Law Enforcement and Justice Administration scholarship committee.
