Based upon our review, we offer the following comments:

1) The property in question is located at the north east corner of the intersection of Westwood Avenue and West End Avenue. The applicant, 495 Westwood Avenue, LLC, is seeking Minor Subdivision approval to subdivide the subject property, Block 111 Lot 6, into three (3) new lots. The corner lot, proposed Lot 6.01, would contain 9,968 sf and provide approximately 150 feet of frontage along West End Avenue and 66 feet of frontage along Westwood Avenue. Proposed Lot 6.02 would contain 7,510 sf and provide 50 feet of frontage along Westwood Avenue. Proposed Lot 6.03 would contain 7,516 sf and provide approximately 50 feet of frontage along Westwood Avenue. The existing features contained in Lot 6, including, but not limited to a two story dwelling, a one story garage, three green houses, the driveway, the walkways, the patio areas and the pond located in the West End Avenue front yard are all proposed to be removed. No improvements are proposed as part of this application.

2) The site is known as Lot 6 in Block 111 as shown on sheet 12 of the official tax map of the City of Long Branch and is situated in the "R-4" Zoning District. Lot 6 currently contains a single-family dwelling with a concrete driveway, a one story garage and three green houses. Lot 6 is a rectangle shaped corner lot, containing approximately 24,995 square feet (0.57 ac), with approximately 150 feet of frontage on West End Avenue and 166 feet of frontage on Westwood Avenue. Surrounding properties are residential immediately to the north, south, east and west. Long Branch High School is approximately 500 feet the North East. The site is also completely in the CAFRA Zone. Based upon the NJ-GeoWeb online resource, no wetlands are identified on any of the lots.

d) City of Long Branch Development Plan Application Checklist Section (C)-Site Plan and Subdivision Application Item 1. Topography requires the following:

i) Existing and proposed grades (for site and adjacent properties) based on NJ Geodetic Control Survey Datum at 2-foot contour intervals except when slops is 10% or greater, use 5-foot intervals.

ii) First floor elevation of all proposed buildings.

iii) Significant existing features: ponds, trees, vegetation, wooded areas, floodplains, etc.

iv) Benchmarks indicated on plan.

v) Limits of cut and fill areas.

vi) City topography on site and adjacent streets.

e) City of Long Branch Development Plan Application Checklist Section (C)-Site Plan and Subdivision Application Item 2. Buildings and Structures requires the following:

i) The location of all existing and proposed structures and buildings and any other physical elements on and within 200' of site to remain or be removed

ii) Provision for refuse and garbage, with details is shown.

f) City of Long Branch Development Plan Application Checklist Section (C)-Site Plan and Subdivision Application Item 3. Drainage and Storm Systems, Sanitary Sewers & Utilities requires the following:

i) Existing and proposed drainage area maps accurately showing:

(1) Tributary areas on and off site before and after development, areas contributing to each storm drain facility, the location, type and size of all existing

(2) Proposed catch basins, storm drainage structures, facilities, water courses, and ditches on property and adjacent streets.

ii) Location, type and size of all existing and proposed catch basins, storm drainage structures, facilities, water courses, and ditches on property and adjacent streets.

iii) Show my means of contours and/ or spot grades and drainage arrows that lot drains adequately into existing water ways and storm drains and will not affect neighboring properties.

iv) Location, type and size of waste disposal system and sanitary sewer lines.

v) Location and type of utilities: electric, cable TV, gas, telephone, and water indicating any and all underground line, present and proposed connections or extensions.

vi) Location of all easements related to drainage, conservation, and flood hazard areas.

vii) Storm drainage calculations for 100 year storm certified by Professional Engineer.

viii) Signed contract for water and letter of service from utilities.

ix) Letter from Sewer Authority stating service is available.

x) Show flood hazard boundaries, buffer areas, floodplains.

xi) Provision for storm water detention basins where required including details of detention basins & recharge.

xii) Supportive calculations for detention basin and water quality for review.

g) City of Long Branch Development Plan Application Checklist Section (C)-Site Plan and Subdivision Application Item 5. Landscaping requires the following:

i) Existing trees over 6" in diameter. Indicate trees to be saved.

ii) Proposed landscaping within the site including parking areas and planting beds.

iii) Buffer areas including location of landscape screen and fencing.
