Global Health Funding
CDC manages approximately $2.1 billion in financial and resource investments for global health. In addition to Congressional Appropriations, CDC receives approximately $12 million in global funding through foundations and other donors including the Bloomberg Family Foundation, the Bill and Melinda Gates Foundation, and the CDC Foundation. To keep pace with the growth of its global programs, CDC is closely managing its resources overseas. CDC is ensuring that every dollar spent overseas achieves maximum public health impact. CDC has:
? Created a comprehensive Country Management Strategy (CMS) for managing overseas resources in all 42 countries where PEPFAR funds are used
? Created CDC teams who conduct on-site financial reviews, survey country staff, provide training, verify data, and identify areas for future action
? Created a new Associate Director for Program Management position whose position includes management of on-site reviews
? Created a Global Management Taskforce to give high-level oversight ? Provided more resources to support overseas grants and contracts work ? Mandated that all CDC overseas staff receive training in fiscal and procurement management ? Started planning for stricter reviews of grant recipients In FY 2011, CDC received approximately $2.1 billion in federal funding for key CDC global health activities. These funds included:
Direct CDC Congressional Appropriations ? $340 million in direct appropriations from Congress for global health programs in HIV/AIDS,
Immunizations, Global Disease Detection and Emergency Response, Parasitic Diseases and Malaria, and Global Public Health Workforce Development Congressional Appropriations via Transfers ? $1.7 billion in transfers from the U.S. Department of State to implement programs as part of the President's Emergency Plan for AIDS Relief ? $39 million in transfers from the Department of State, USAID and Department of Defense for global disease detection activities ? $21.5 million in transfers from USAID for CDC's contributions to the President's Malaria Initiative

CDC Receives Approximately $2.1 Billion in Global Federal Funding
? Approximately 84% of total global funds in FY 2011 were from transfers from other United States Government agencies including Department of State, USAID, and Department of Defense.
? Global Disease Detection and Emergency Response includes funding for the Global Disease Detection Program, Department of State and Department of Defense global health security collaborations, global emergency response activities, and Health Systems Reconstruction activities which are currently focused on Haiti earthquake reconstruction and cholera support.
? Public Health Workforce Development includes the Field Epidemiology and Laboratory Training Program and the Sustainable Management Development Program.
