It is responsible for the development and design of strategic solutions to meet departmental wireless and data connectivity requirements, develops policies and forms to support the wireless, radio, and telephony objectives of the department, and implement operational procedures relating to wireless connectivity within the department. It provides professional direction and management to intradepartmental projects and consultation for interdepartmental events. This position works directly with Budget & Finance for financial reconciliation of all wireless expenditures.15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time60Performs a full range of professional research and analysis for radio, wireless, telecommunications, and data services which includes project management of telephony projects. Develops and designs strategic initiatives for wireless solutions to meet department needs and requirements. Designs and evaluates new programs. Maintains a proactive approach to wireless technology growth within the department. Individual tasks related to the duty.Develop and design strategic initiatives to meet department requirements for technology enhancements, mobile law enforcement applications, data services, and radio communication equipment.Project management of communications projects. ie: Mobile Device Management (MDM), Smartphone to Trooper Rollout, Cisco VoIP conversion, Mobile Talon LEIN, Mobil Technology and Enhancement Reconciliation (MOTER), Connectivity Project, Process improvement for Telecom Billing, Office 365 liaison.Develop policies and forms to support the radio, wireless, and telecommunications objectives of the department. Determine eligibility, vendor, device type and funding for all OD-088 requests.Evaluate wireless devices and applications for inclusion into existing technology platform to maintain the highest level of performance and public safety objectives. This includes smart phone and cell phone devices, tablets, air cards, and patrol vehicle modems for mobile data computers.Develop metrics to evaluate new technology and applications through pilot testing for inclusion into existing technology platform to maintain the highest level of performance and public safety objectives. Provide direction to the department and specialty teams for their wireless requirements. Coordinate wireless solutions for multi- agency projects. Evaluate pilot initiatives to meet state and federal authenticity requirements.Conduct research, prepare report and disseminate correspondence to support bureau initiatives and inquiries. Provide testimony and records for Internal Affairs investigations.Provide analysis and evaluation of all wireless accounts including off site and covert teams. Achieving cost efficiency in rate plan changes, free equipment upgrades and inclusion into government contract pricing.Represent the department at conferences and seminars to stay proactive in wireless technology knowledge and growth.Implement operational procedures relating to wireless connectivity use within the department.Design and maintain an effective inventory control program for all radio, telecommunications, and wireless equipment.Research and evaluate telecommunications and data systems, radio equipment, and patrol vehicle mobile broadband modems to determine appropriate life cycle replacement for the department. Analyze telecommunication and network issues and recommend solutions to resolve connectivity and performance issues working with DTMB and other telephony vendors.Prepare statistical and narrative reports for special projects as assigned by the section manager.Provide consultation to and coordinate departmental programs with state and federal agencies, private and public organizations. Analyze wireless usage trends. Duty 2General Summary of Duty 2% of Time15This position represents the department in meetings with vendors to support research and knowledge in law enforcement trends, emerging technology evaluation, and public safety initiatives.Individual tasks related to the duty.Market the department’s needs and objectives with each vendor. Evaluate vendors strength in service, contract pricing, areas of signal coverage to determine placement of business.Maintain a vendor equipment loaner program to provide analysis and research of emerging technology use within the department. Maintain an emergency inventory of cell phones and satellite devices for mobilization of department members for large public events.Maintain strong communications with vendors through on site meetings to review account status, contract changes and future technology initiatives.Attend vendor supported training and events to stay informed of new equipment launches and applications.Utilize free market competition to achieve new services, free product evaluation, free equipment upgrades and enhancements to rate plan pricing.Represent the department’s law enforcement mobility objectives.Duty 3General Summary of Duty 3% of Time15Research, analyze, and evaluate telephony and telecommunications expenditures. This position works directly with Budget & Finance for financial reconciliation.Individual tasks related to the duty.Analyze all wireless and telecom invoices for accurate pricing, rate plans, zero usage trends on all wireless accounts, cancellation credits and discounts.Determine responsibility for fraudulent or excessive use, not approved personal use, and create correspondence to the responsible subscriber for verification. Identify alternate funding sources for wireless telecommunications and data charges. Breakout monthly expenditures for each index and PCA on invoices. Restructure rate plans and service level to support additional savings for the department.Maintain a vast reporting structure and database of expenditures.Prepare reports and participate in special projects as requested by section and division management.Grant approval for invoice payment.Duty 4General Summary of Duty 4% of Time10Other duties as assigned. This position works directly with Budget & Finance for financial reconciliation of all wireless expenditures. 24.Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.This is a new position and the scope of the unit has changed to include first response to officer safety applications contained within their mobile devices, managing the server status to sync desktop environment to smartphone devices and tablets, inclusion of new technology devices and applications, satellite devices, mobile device AVL, iTunes training support, Apple Volume Purchasing Program management, and mobile office concept support. This position has the added responsibility of overseeing landline and data connectivity for the department, along with assistance to the radio unit for large events or projects.25.What is the function of the work area and how does this position fit into that function?The Communications Section provides management, services, and support of the department’s entire communication structure. It is responsible for the oversight of radio and mobile data computer programs, cellular and satellite devices, land line phone systems and data line needs. This position is critical to the Wireless and Landline Unit within the Communications Section. The Wireless and Landline Unit is a complex work area responsible for the wireless services and equipment utilized throughout the Michigan State Police. This unit maintains vital data bases for use by MSP Operations, Regional Communication Centers, the Emergency Support team and management. It is also responsible for the procurement and distribution of wireless and landline connectivity devices and accessories as well as maintains an inventory for time critical replacement. This unit trains departmental members on device operation and applications, and identifies risk and vulnerability in mobile applications to ensure officer safety. The Wireless and Landline Unit manages iTunes accounts and the Apple Volume Purchasing Program. This unit oversees departmental worksite moves as it pertains to landline and connectivity connections and processes.
