SGC programs include Affordable Housing and Sustainable Communities (AHSC), Sustainable Agriculture Lands Conservation (SALC), Transformative Climate Communities (TCC), Climate Change Research (CCR), Community Assistance for Climate Equity (CACE), and Health and Equity Program (HEP), which is part of a multi-agency Health in All Policies (HiAP) Initiative. SGC also leads several collaborative policy initiatives to support sustainable, equitable community development and conservation practices in California, including a partnership with the High-Speed Rail Authority to support sustainable development and conservation practices and policies. SGC is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs, and a positive attitude and sense of humor.SCOPEThe Integrated Regional Planning Program Analyst is a term-limited position supported by a collaborative partnership between the SGC and the High Speed Rail Authority (HSRA). The partnership was developed to facilitate the integration of sustainable communities, economic development, conservation, and equity considerations into the implementation of the High Speed Rail (HSR) project as well as broader economic and land use planning decisions/programs. The Integrated Regional Planning Program Analyst must possess an understanding of land use planning, conservation planning, local government operations, community development, economic development, and/or infrastructure development. Additional desired knowledge includes urban design, local government operations, and/or municipal finance. Must have strong verbal and written communications skills and an ability to communicate and collaborate with a range of partners and stakeholders, including senior leadership, elected officials, community members, and the general public; facilitation skills are important in this regard. Must have an ability to analyze complex data and to prepare and present comprehensive reports and presentations and experience in management of detail-oriented projects with technical elements. The applicant needs to have a commitment to serving California’s diverse communities and contribute to a work environment that celebrates diverse backgrounds, cultures, and personal experiences. Must have an ability to travel and effectively participate in site visits, public workshops, and meetings up to 35-40% of the time. May need to work occasional evenings, weekends, and holidays.SPECIFIC DUTIES50% HSR Station Area Planning and Community Engagement The primary responsibility of the Program Analyst will be to implement support efforts in High Speed Rail station communities, with a focus on the San Joaquin Valley communities between Merced and Bakersfield. Activities will include: Support the development of strategic engagement with station area cities in collaboration with HSRA and SGC staff, with a focus on identifying opportunities to demonstrate effective planning outcomes; Support improved land use and economic development outcomes in HSR station cities and counties through integrated planning and implementation activities, working in close coordination with HSRA and SGC senior policy advisors; Participate in and review of local planning processes (specific plans, city and county general plans, economic development strategies, etc.); Provide direct support to station area planning activities by HSRA (including station site plans, station area development); Conduct stakeholder outreach and facilitation across a diversity of organizations and entities; and Perform other activities as needed. 25% HSR-SGC Partnership Support and DevelopmentWork with program team to support cross-sectoral partnerships and activities among HSRA, SGC, local and regional governments and non-governmental organizations, and other partners Support an interagency workgroup focused on the high-speed rail system and its integration with existing state programs and infrastructure15% Program Administration and Implementation SupportSupport the Senior Advisors in program implementation activities, including coordination and material development for workshops and other local conveningsDevelop materials for SGC annual reports, and periodic Council updates Report on activities to HSR and SGC leadership Support contract implementation.10% Other Duties Participate in staff meetings, attend training, provide work status reports, handle special projects, serve on inter-agency working groups, and perform other duties as assigned.Participate in relevant policy development and program management meetings, both internally and externally. SUPERVISION RECEIVED AND EXERCISED:Receives direction and day-to-day supervision from the Senior Advisors at SGC. Works on a team with other SGC policy advisors.DESIRABLE QUALIFICATIONS:In addition to evaluating each candidate's relative skills and abilities, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating applicants: Minimum experience: Master’s degree, preferred, in planning, urban planning, public policy, or related field AND at least 3 years of relevant experience. Other desirable qualifications include:Demonstrated expertise in state and local government programs and policies related to land use and transportation planning, land conservation, regional planning, sustainability, and climate change.Demonstrated knowledge and experience addressing and integrating equity considerations in the context of land use planning.Direct experience working in rural and/or urban communities in the San Joaquin Valley, especially between Merced and Bakersfield.Qualitative and quantitative research skills, including the ability to synthesize existing research, design data collection mechanisms, conduct literature review, and write reports.Excellent verbal and written communication skills and an ability to communicate to diverse audiences. Experience managing a deadline-driven, collaborative process with multiple partners.Excellent collaboration skills including experience facilitating consensus decision-making processes, navigating complex policy issues, and engaging a wide range of stakeholders.Ability to lead and inspire teamwork and collaboration by being accessible, supportive, and empathetic, and maintain constructive team relationships.Strong work ethic, detail-oriented and organized.Collaborative, adaptable, and able to prioritize emergent and ongoing tasks.Good judgment and reasoning skills, including ability to navigate complex situations while considering a variety of factors including ethics, cultural differences, facts and assumptions, consequences and risks, and the needs of all parties.
