Background:

BK Gogia:

- The conference call is a follow-up on June 18th 2010 meeting.

- Exploring incorporation of expertise of Dr. Lani Spund and Dr. Hemant Darbari of CDAC (Center for Development of Advanced Computing) from the Ministry of Communications and Information Technology, Government of India.

- The only change is that I have added Ms. Rubayi Srivastava as another participant per recommendations from Anil.

Anil Srivastava:

- OHSL is meant to be a Private Public Partnership (PPP) focused on clinical research workforce development.

- Substantial investment in billions of dollars in health information technology both for medical research and treatment are available through budget proposals and stimulus funding. Which can represent a large pool of money to leverage for the development of societal application of information and communication technologies to improve health of people everywhere.

- Purpose: To develop a community of knowledge carriers working together, bringing in entrepreneurship to non profit, and building a true knowledge-sharing PPP (Private Public Partnership).

- A mixture of knowledge mining and network talent management to provide information and enhance research about the subject and who would benefit most from participation.

- Encourage collaboration and sharing between all participants to build capacity and collaborative problem-solving.

- INCTR is a network of individuals and institutions across the developing world who are engaged in cancer treatment and research. These individuals and their institutions are a Networked Improvement Community (NIC) which according to Doug Engelbart is "…any group involved in a collective pursuit to improve a given capability…[it could be] a medical research community seeking to cure a specific disease. An improvement community that puts special attention on how it can be dramatically more effective at solving important problems, boosting its collective IQ by employing better and better tools and practices in innovative ways, is a networked improvement community (NIC)"

- INCTR – Why don’t we create a PPP such that INCTR can pursue these possibilities? Re: The Science of Community Engagement and Albert Einstein College of Medicine Of Yeshiva University.

Logistics

- Translate meeting discussion into actionable items for the working group

- Resources are available and additional are sought out to pursue it and set goals and milestones

- Creation of a legal entity MedNet Ventures, LLC – Martin Deutsh

David Lounsbury:

- INCTR – building capacity and to do Cancer Research

- Einstein – Researching what it takes to implement and adapt capacity development tools

- Science of creating “learning systems” – a new method for capturing research

- Develop activities and procedure to build this learning system

- There is a desire to move away from randomized clinical trials and increase:

o participatory research

o empowering people to help set the agenda to problem solve and achieve research aims

o dynamic trials and dose research strategies

o quality improvement approaches and leaning on the premise that we often don’t know what we don’t know.

o PO1 – Unique proposal that is asking about the science of what would be and finding an optimal platform

o Breast Cancer and Breast cancer screening

o Diverse Community Organization

o Evidence based practices in an effective way

o Foster readiness, adapt and implement

- Approach is a multi-level intervention

- Looking at the target community and age-group and guidelines for screening

- Individual (Implement interventions, and some level of clinical trials) and organizational level

- Community driven factors – building linkages among different organizations in the community

Dr. C-DAC has many firsts to its credit and Language Computing is the area where the focus is to carry out Research and Development [R&D] which was initiated 16 years back for providing a platform enabling all kinds of functions, applications, tools, solutions and services in Indian Languages in today's IT driven era. These technologies developed over time to eliminate the language barriers and provide complete Indian Language solutions for usage of computers in Offices and day-to-day environments.
