|The Círio de Nazaré is a festivity in honor of Our Lady of Nazareth which takes place in Belém, the capital of the State of Pará, in October, |

|whose main procession, called Círio, ocurrs on the second Sunday. This religious festivity involves several other celebrations which begin in |

|August and go on until the so-called Nazarene Fortnight, a period of fifteen days after the Círio itself. In these festivities, sacred and profane|

|complement each other in making it an social fact of multiple dimensions: religious, aesthetic, touristic, cultural etc. All these festivities |

|are centered on the devotion to a wooden image of Our Lady of Nazareth, who, according to the legend, was found by a country man named Placido, in|

|the site where today stands the Basilica of Nazareth. |

|The Círio de Nazaré procession itself is the most important of all these celebrations. It has been held for 217 years, and comprises the transfer |

|of the image of Our Lady of Nazareth's from the Sé Cathedral to the Sanctuary square. The route is within the limits of the oldest area of Belém |

|and gathers about two million people on a journey of faith and devotion that can be considered one of the largest religious concentrations in the |

|world. |

|Who are the bearers and practitioners of the element? Are there any specific roles or categories of persons with special responsibilities for the |

|practice and transmission of the element? If yes, who are they and what are their responsibilities? |

|The celebration of Círio of Nazaré expresses the different segments that compose the brazilian society. Inicially motivated by institutional |

|interests of the Church, over the years, indians, blacks, whites, mulattoes, developed strategies to impregnate the ritual with elements of their |

|culture, with meanings unrelated to politicians and priests. Almost the entire city participates in the festival in one way or another, but the |

|celebration of the Cirio attracts people from all over Brazil. The devotion and the payment of promises are the defining elements of the |

|participation of individuals in the festival. The strenght of the event is on popular participation. The devotees, pilgrims and payers of promises|

|are the main responsibles for the continuity of tradition over 200 years of its existence. |

|The organization of the festival, regarding logistics, is performed by a board, a comission formed each year, responsible for planning and |

|implementation of activities. |

|The Archdiocese of Belém, the Sanctuary Basilica of Nazareth, the Congregation of the Barnabite Priests and the Board of Nazareth Festival, |

|through a set of actions and activities carried out every year to perform the Círio, are committed to keep it as a demonstration of faith. |

|How are the knowledge and skills related to the element transmitted today? |

|Because it is a manifestation of devotional nature, this transmission is performed within the families themselves where, small children and |

|teenagers accompany their parents during the days of celebration, in a true family tradition. In last years, this participation of minors has been|

|made official by the performance of processions that mirror, in a small scale, the great procession the Círio. |

|Furthermore, it is important to highlight that promises made by parents often span generations and are paid annually by their descendants on the |

|festival days. |

|Considering that the celebration of the Cirio de Nazare is a complex event that involves several others forms of cultural expressions, whose |

|especifics knowledges are transmited from generation to generation, especially those involving the manufature of products whose sales are the |

|base the sustaining of a whole family |

|What social and cultural functions and meanings does the element have today for its community? |

|The devotion to Our Lady of Nazareth is in the daily life of the city and in the lives of Pará inhabitants. Such a devotion is renewed and |

|expanded in times of celebration. That devotion is expressed in small altars in homes, shops, bars, markets, public institutions and banks. |

|For many, the Círio is the day of the return to the homeland, of the do reencontro. For paraenses, is equivalent to Christmas, a key component of|

|the identity of this group, since it gathers elements of amazonian culture through its cuisine, in the production and marketing of miriti toys, |

|made out of a palmtree, that reproduce aspects of the amazonian imagination, such as dolphins, snakes, birds and boats. The CírIo procession |

|itself has many boats that have a symbolic meaning, since Our Lady of Nazareth is considered the protector of men who travel by water, inherent in|

|the transport by rivers of the Amazon region. |

|The Círio also awakes the value of solidariry between people, reinforcing the sense of communion. Pilgrims and promises payers who travel great |

|distances in orther to attend the celebration of the Círio, for example, are welcomed by locals and devotees accompanying the procession, often of|

|his knees to pay their promises, being aided by other people who give them water and support on the moments of rest. |

|The Círio de Nazaré is also an important space for political demonstrations, noticed at the festival called Chiquita’s Daughters Festival. |

|Promoted by homosexual groups and supporters, this festival has become a space of resistance, defense and pursuit of social recognition. |

|Is there any part of the element that is not compatible with existing international human rights instruments or with the requirement of mutual |

|respect among communities, groups and individuals, or with sustainable development? |

|2. Contribution to ensuring visibility and awareness and |

|to encouraging dialogue |

|For Criterion R.2, the States shall demonstrate that ‘Inscription of the element will contribute to ensuring visibility and awareness of the |

|significance of the intangible cultural heritage and to encouraging dialogue, thus reflecting cultural diversity worldwide and testifying to human|

|creativity’. |

|How can inscription of the element on the Representative List contribute to the visibility of the intangible cultural heritage in general and |

|raise awareness of its importance at the local, national and international levels? |

|The inscription of the Cirio de Nazaré from Belém in the State of Pará in the Representative List of World Intangible Cultural Heritage represents|

|an important contribution to givevisibility and also to generate awareness like as a important space of negotiation between de official and |

|popular religiosity, in the same way between social class and groups participating in the festivity expressing, the more differents ways, their |

|devotions. For its symbolic dimension, greatness and longevity for over 219 years, this important procession is a unique example of manifestation |

|of brotherhood and of great social transversality. |

|How can inscription encourage dialogue among communities, groups and individuals? |

|The Círio arouses sympathy and fellowship among people, strengthening the sense of community by mobilizing social memories that are recounted |

|every year and by reaffirming, therefore, common identities and goals. In the Cirio celebration, people from Pará express and reinforce local |

|identity aspects ranging from costumes to traditional dishes. |

|How can inscription promote respect for cultural diversity and human creativity? |

|Different forms of faith expressed in the Círio identify traditional elements, transmitted from generation to generation, along with innovations |

|that reflect the constant updating of practices and rituals associated with their different festivities. Despite being a Catholic event, strongly |

|marked by popular piety, the Círio goes beyond the boundaries of religion and beliefs. For its scope and capacity of social aggregation, the Círio|

|allows for the overcoming of existing conflicts between the forms of spontaneous expression of popular devotion and the ecclesiastical |

|authorities' efforts to control and organize it. In this dynamics, new processions and rituals are gradually incorporated, and symbols and |

|meanings of devotion and festivity are reinterpreted. |

|3. Safeguarding measures |

|For Criterion R.3, the States shall demonstrate that ‘safeguarding measures are elaborated that may protect and promote the element’. |

|3.a. Past and current efforts to safeguard the element |

|How is the viability of the element being ensured by the concerned communities, groups or, if applicable, individuals? What past and current |

|initiatives have they taken in this regard? |

|As a way of ensuring and disseminating the devotion to Our Lady of Nazareth and the associated practices, the Church and the Board of the Festival|

|established a comprehensive program for a diverse audience and different age groups. |

|To achieve this program’s objectives, the Board of the Festival receives support from several public and private institutions. Funds are also |

|raised from among the devotees and the private sector in order to finance the Círio festivities and support social projects of the parish of |

|Nazaré. Some activities have already been incorporated into the official program of the holiday: |

|- The Essay Contest, which involves primary schools and whose theme is always related to the Círio and Our Lady of Nazareth; |

|- Children's Procession and the Youth Procession, a smaller scale reproduction of the main procession of the Círio; |

|- Schools helping to receive and deposit the promises in the floats of miracles that are part of the procession; |

|- The distribution of images for the pilgrimages in homes across the state of Pará |

|Moreover, there is a wide dissemination of the Círio through media companies. Conveyed through the Internet and several communication networks, |

|the main procession can be accessed in many parts of the world. |

|With the support from the Church and from the Board of the Celebration, the government of the state of Pará created the Círio Museum. |

|The Círio de Nazaré received financial support to carry out, among other activities: a reformulation of the permanent exhibition of the Círio |

|Museum, production and distribution of promotional material and workshops to promote knowledge transmission and generation of income from courses |

|on photography, video, conservation of sacred objects, production of miriti toys, props and souvernirs. These activities have been developed by |

|means of so-called Pontões de Cultura (Cultural Points) under the Living Culture Programme of the Ministry of Culture. |

|The Cultural Points are entities recognized and financially and institutionally supported by the Ministry of Culture to develop actions of |

|socio-cultural impact in their communities. Funds are raised through partnerships with public and private companies and local governments. |

|Since they are managed by segments directly related to the production of that cultural asset, their primary mission is to establish themselves as |

|areas of articulation, integration, transmission and memory. They work with the objective of empowering producers, managers, artists and divulging|

|products. |

|After the recognition of the Círio of Our Lady of Nazareth as Brazilian cultural heritage, the Cirios's Museum received funds from the federal |

|government to renew the permanent exhibition and to promote workshops for conservation of sacred objects and production of miriti toys, souvenirs,|

|videos and photographs. |

|This section should identify and describe safeguarding measures that will be implemented, especially those intended to protect and promote the |

|element. |

|What measures are proposed to help to ensure that the element’s viability is not jeopardized in the future, especially as an unintended result of |

|inscription and the resulting visibility and public attention? |

|Nowadays, the Círio de Nazaré is not in danger of disappearing. However, based on the evaluation and monitorig system used by Iphan, some issues |

|concerning Cirio's associated cultural assets were identified, specially regarding the miriti toys. The knowledge involved in this practice has |

|been transmitted, but the youngests individuals no longer use it as a way of living, wich has generated a decrase of the practice itself. |

|Given the size of the event, which involves a large concentration of people and various places where processions and other activities take place, |

|it is necessary to improve and strengthen its security scheme. |

|If approved, the international recognition of The Círio de Nazaré as Intangible Cultural Heritage of Humanity will necessarily induce greater |

|participation and commitment of the local govenment in improving the security conditions of the festivities. Moreover, this recognition will |

|provide, through the promotion of the event at international level, a strengthening of the aspects of the celebration that are related to the |

|characteristics of sociability in Pará and to popular religiosity. |

|How will the States Parties concerned support the implementation of the proposed safeguarding measures? |

|The State Party acts as a mediator in the dialog between the community, the local government and institutions involved with the Cirio. Iphan has |

|also the possibility to dedicate in its annual planning financial resources for the safeguarding measures proposed by the community. |

|How have communities, groups or individuals been involved in planning the proposed safeguarding measures and how will they be involved in their |

|implementation? |

|As an element recognized as Cultural Heritage, the Cirio of Nazaré integrates the Brazilian safeguarding policy which aims to support and promote |

|the country cultural references. This policy encourages the autonomous safeguarding management of heritages by creators and bearers of such |

|cultural assets. Therefore, all the measures were identified and will be developed by the community with the support of the State Party in all of |

|its instances. |

|4. Community participation and consent in the nomination process |

|For Criterion R.4, the States shall demonstrate that ‘the element has been nominated following the widest possible participation of the community,|

|group or, if applicable, individuals concerned and with their free, prior and informed consent’. |

|4.a. Participation of communities, groups and individuals concerned in the nomination process |

|Describe how the community, group or, if applicable, individuals concerned have participated actively in preparing and elaborating the nomination |

|at all stages. |

|States Parties are encouraged to prepare nominations with the participation of a wide variety of all concerned parties, including where |

|appropriate local and regional governments, communities, NGOs, research institutes, centres of expertise and others. |

|According to the Inter-Union Department of Statistics and the Socioeconomic Studies (Dieese-PA), over 2 million people participate in the Círio de|

|Nazaré, which corresponds to about one third of the population of the state of Pará, more than 7 million inhabitants. Pilgrims, the local |

|population and visitors from other Brazilian states and other countries in the world take part in the event. |

|Some official and unofficial civil society organizations also participate in the Círio. They pay homage during the procession, distribute water to|

|promise keepers or lay cardboard to cover the ground for those who make the pilgrimage route on their knees. The so-called Holy Guard, linked to |

|the Board of the Festival, works to protect the image during the procession route. Other participants are trade associations, such as the |

|Association of Dockers and the Fish Market Fishmongers Association, which set off fireworks and firecrackers as the procession passes by. |

|Thus, by taking the initiative to set The Taper of Our Lady of Nazareth in the city of Belém – State of Pará – Brazil to the Representative List |

|of UNESCO, the Board of the Festival came into contact with some of these organizations, who expressed support for this initiative. According to |

|documents attached, the following organizations express their support: |

|• the Fish Market Fishmongers Association, which for over 100 years have been honoring Our Lady of Nazareth by setting off fireworks and |

|firecrackers as the procession passes by; |

|• the Association of Dockers of the State of Pará, which also has been paying homage to Our Lady of Nazareth for over sixty years; |

|• the Holy Guard, which was established in 1974 and consists of approximately 1.500 members whose mission is to protect the image during the |

|procession routes and to assist the Board in organizing the festival; |

|• the Inter-Union Department of Statistics and the Socioeconomic Studies (Dieese-PA), which for over 15 years have been doing statistical |

|researches into the Taper of Our Lady of Nazareth, especially on the number of pilgrims and processions that composes the festivities, besides the|

|inventory of its impacts on the economy of the state of Pará. |

|4.b. Free, prior and informed consent to the nomination |

|The free, prior and informed consent to the nomination of the element from the community, group or, if applicable, individuals concerned may be |

|demonstrated through written or recorded concurrence, or through other means, according to the legal regimens of the State Party and the infinite |

|variety of communities and groups concerned. The Committee will welcome a broad range of demonstrations or attestations of community consent in |

|preference to standard or uniform declarations. They should be provided in their original language as well as in English or French, if needed. |

|4.c. Respect for customary practices governing access to the element |

|Access to certain specific aspects of intangible cultural heritage or to information about it is sometimes restricted by customary practices |

|enacted and conducted by the communities in order, for example, to maintain the secrecy of certain knowledge. Indicate whether or not such |

|practices exist, and if they do, demonstrate that inscription of the element and implementation of the safeguarding measures would fully respect |

|such customary practices governing access to specific aspects of such heritage (cf. Article 13 of the Convention). Describe any specific measures |

|The Cirio of Nazaré doesn't involve any practice or knowledge that needs secrecy. Still, all the measures and activities for safeguarding the |

|element aim to the respect for the devotion, the traditions and the elements of individuals identity. |

|5. Inclusion of the element in an inventory |

|For Criterion R.5, the States shall demonstrate that ‘the element is included in an inventory of the intangible cultural heritage present in the |

|territory(ies) of the submitting State(s) Party(ies), as defined in Articles 11 and 12 of the Convention’. |

|Identify the inventory in which the element has been included and the office, agency, organization or body responsible for maintaining that |

|inventory. Demonstrate that the inventory has been drawn up in conformity with the Convention, in particular Article 11(b) that stipulates that |

|intangible cultural heritage shall be identified and defined ‘with the participation of communities, groups and relevant non-governmental |

|organizations’ and Article 12 requiring that inventories be regularly updated. |

|The nominated element’s inclusion in an inventory should not in any way imply or require that the inventory(ies) should have been completed prior |

|to nomination. Rather, a submitting State Party may be in the process of completing or updating one or more inventories, but has already duly |

|included the nominated element on an inventory-in-progress. |

|Attach to the nomination form documents showing the inclusion of the element in an inventory or refer to a website presenting that inventory. |

|Círio de Nazaré was object of inventory from 2000 to 2004. It was registered as Cultural Heritage of Brazil in the "Book of Celebrations" on |

|October 5th, 2004. The national registry of cultural assets, established by Decree n. 3551 of 4th August 2000, is the legal instrument for |

|acknowledgement and valuation of the Brazilian intangible cultural heritage. Registered assets are inscribed in one of the following books: |

|Knowledges, Celebrations, Forms of Expression or Sites. |

|The request for recognition has to come from a group iniative with the free, prior and informed consent of the individuals. The process involves |

|research and the production of videos and photos. The group participates in all stages of the process. The documentation of the Cirio's inventory|

|can be found at the Registered assets data base |
