Subject: LINC Assessor position available for the Niagara region

Citizenship and Immigration Canada, Ontario region, is looking for a new assessor for the Language Instruction for Newcomers to Canada (LINC) program in the Niagara Region. LINC provides basic language training to adult newcomers in one of Canada’s official languages. By developing linguistic communication skills through LINC, immigrants and refugees are assisted in the integration process and are better able to function in, and contribute to, Canadian society.

Program Objectives: The service provider will:

- Provide Eligibility Screening based on client immigration status;

- Determined the level of English knowledge through assessment for all the LINC eligible students for the Niagara Region, which include Fort Erie, Niagara Falls, St. Catherines and Welland;

- Do outreach in the Niagara Region in order to ensure that more immigrants receive timely assistance during the early stages of their settlement in Canada. The applicant should have a good knowledge of the immigration trends within the Niagara region (statistics recording and reporting);

- Travel within the Niagara region, liasing with the Service Provider Organizations (SPOs).

* This is a part time position, approximately 20 hours per week.

* We would like the new assessor to assume function by January 1, 2002.

Requirements: The candidates shall meet the following requirements of the Centre for Canadian Language Benchmarks:

- He or she must have achieved TESL certification from an accredited TESL training institution or post-secondary education in a related field;

- He or she must have experience in ESL instruction;

- He or she must be experienced in language and/or vocational or employment assessment/counselling;

- If the candidate is not a certified assessor, he or she will need to complete the assessor’s training successfully as a pre-condition of receiving a contract.

- Provincial, territorial or municipal government.

Additional Requirements:

- He or she should be familiar with the Niagara Region;

- To avoid potential conflict of interest, an assessor may not be associated with an organization which provides LINC training to newcomers.

Time Frame: January 1, 2002 to December 31, 2002 (with the possibility of contract renewal).

Proposal Content: Your application must:

Demonstrate clearly how you will achieve the project objectives;

Demonstrate clearly how you meet ALL requirements;

Include a detailed budget.
