Job DescriptionTitle:Chief Finance Officer Classification:Executive Level 2Security Clearance:Negative Vetting 1Location:Canberra, ACTJob ContextThe National Blood Authority (NBA) is an Australian Government statutory agency whose role is to work in a collaborative manner with all State and Territory governments and other responsible parties to ensure that Australia's blood supply is safe, secure, adequate and affordable.The Chief Finance Officer (CFO), will provide strategic advice to the NBA Chief Executive, Senior Management Group, and the broader NBA. The CFO is responsible for the effective leadership and management of the financial management and business services functions of the NBA and accountable for the delivery of associated activities and outcomes.The NBA is looking for a highly motivated leader and manager with organisational agility, high level emotional intelligence and interpersonal skills, and a proven ability to build trusted relationships across all levels. You will have deep knowledge and experience in Commonwealth financial management and services, accountabilities and obligations, and with best practice corporate management and governance. This role requires capability across strategy development, execution and operational delivery.Primary Job PurposeThe duties and responsibilities of this position will require you to:Provide effective leadership and management of the NBA Finance and Business Services function, including delivery of associated activities, services and projects;Provide strategic input into organisational strategy and culture as part of the senior management group;Provide expert advice on financial management matters;Ensure the delivery of a range of financial, corporate and business services including planning, assurance and compliance requirements; audit, fraud, risk and operational planning; and a range of business services to support NBA operations, excluding IT systems and services;Proactively engage and collaborate with senior executive, senior management and the wider NBA and build and maintain relationships with internal and external stakeholders;Manage the work performance and development of team members;Prepare quality papers, briefs, presentations and correspondence;Manage facilities services arrangements, including property management services and the coordination of associated activities.As a member of the senior management team, you will also have the opportunity to contribute to the organisation’s overall governance arrangements, its strategic directions and broader organisational leadership.Working in the NBAAll NBA officers are expected to actively and willingly participate in high level, organisation-wide responsibilities and administrative support activities. Officers are required to operate flexibly and exercise higher order leadership skills as well as directly undertake lower order independent work when necessary to get the job done. This reflects the nature of the NBA as a relatively small, specialist Agency and our need to operate with maximum flexibility and agility at all times. In recognition of these circumstances, the NBA Enterprise Agreement provides for an annual payment of $1,000 to officers, subject to meeting certain conditions. Relevant tertiary qualifications and professional certification in Accounting will be highly regarded. 3.
