GENERAL RULES

1. There is no way to have enough rules to cover all possibilities with this game. The cardinal rule of this league is to play this game as an accurate representation of how the actual game was played and use the players of the period as they were actually used.

2. The league hierarchy shall consist of a Commissioner and an Assistant Commissioner, both of which are elected. Elections are to be held if, within 2 weeks of the conclusion of the World Series, six (6) or more current members in good standing of the league request that they be held. If an election is called for then any member wishing to seek elected office (Commissioner or Assistant Commissioner) must announce his intention to all league members. A ballot shall then be created and an election will be held and supervised by current league officials and a third person selected by said officials from among those league members not listed on the ballot. All members are required to vote. A person will be deemed elected to an office by having been selected on seven (7) or more ballots. If none receives 7 or more votes then a run-off election will be held between those two that received the most votes on the first ballot. All elected offices must be filled before the next season's events can begin. Peter Norvaisas will serve as Commissioner and Mike Burdulis will serve as Assistant Commissioner until the league deems otherwise.

3. The duties and responsibilities of the Commissioner include, and are not limited to; maintaining the league rules, interpreting and resolving disputes regarding said rules, maintaining league rosters and statistics, determining and enforcing league timetables, along with all other duties and responsibilities normally associated with the office of a league commissioner. The Assistant Commissioner will assist the Commissioner in the performance of these duties and will act as Commissioner should the elected Commissioner be incapacitated or leave office. The Commissioner can, at his discretion, appoint a League Statistician and a League Webmaster should he deem it necessary and beneficial to the league. Any decision made by the Commissioner is FINAL. As with any decision on a dispute, someone will win and someone will lose. League Members are expected to accept the decision without undue response.

4. Each member of the league has a vote equal to that of each of the other members. Occasionally, the Commissioner may present a proposal to all managers for a league vote. Proposals for rule changes or other matters must be approved first by the Commissioner before they will be allowed to attempt to pass a League vote. A simple majority is required to add a new rule and a super majority of 8 is required to modify an existing rule.

5. If there is no rule following that covers a situation during a game then both players have to agree to the solution or seek the Leagues Commissioner or Assistant Commissioners approval. After the game the situation must be brought up to the League Commissioner and Assistant Commissioner for an official ruling for similar future events. League members are expected to be CONSERVATIVE in their interpretation of these situations.

6. Disputes will arise. Every effort will be made to listen to both sides of the dispute. These disputes should NOT be discussed in league wide messages. Everyone should refrain from inappropriate language and name-calling. Name-calling or inappropriate language will be cause for dismissal from the league.

7. We will use the current version of the game. Everyone is responsible for obtaining the newest version when it is released. HOWEVER, we will not move the newest version UNTIL everyone has it, therefore you SHOULD NOT install the new version over the old one. Each League member is required to purchase from the Strat-O-Matic Game Company the following:

a. The SOM Roster Disk that is currently in use by the League.

b. The annual upgrade of the SOM computer baseball program, including the application of all "patch files" released by SOM.

c. Any upgrades to season disks released by Strat such as the new 1963 disk.

8. The Commissioner and Vice Commissioner have the authority to rule on any event or transaction that takes place that is deemed NOT to be in the best interest of league. This power will not be used indiscriminately, but as an example, if a trade was made like Barry Bonds for Chad Kreuter the League Office could veto that trade. However as a general rule, trades are trades and they will NOT be disputed.

LEAGUE STRUCTURE

A. The league will have 2 divisions of 7 teams.

The teams were split into two divisions based on individual records from 1962.

The top 2 teams from each league will play a best of 7 for the Division Championship Series. The 2 Division Champions will then play a best of 7 for the World Series.

This alignment may change in the future based on participation.

GAMES

A. We will not have the injury feature turned on for league games. Main rules: MAXIMUM LEVEL; BP/WEATHER/CLUTCH; Super Advanced Stealing; Super Advanced Strategy; Use Miscellaneous Rules; Use Closer Rules; Do Not Use Injuries; Use SADV Fatigue and Pitch Count; Allow GBA on pitcher cards, and Under MAX RULES, all EXCEPT Force daily injuries, allow extra pre 1900 errors.

B. There will be no DH in this league.

C. This is basically a Net Play league. The playing blocks will be 2 weeks of games and 2 weeks to play them. With both teams consent, netplay between those teams can be eliminated for the said series using a computer manager. Those two teams can decide who plays the games. The Commissioner should be given a heads up on any series to be played this way. This will allow for vacations, travel and family time. The Visiting Team can request additional graphics; however the home team has the final say on what graphics he wants to use. Owners have the option to play with the cards and dice mode, but it is not required.

D. After playing his series, the HOME TEAM HAS THE RESPONSIBLITY TO timely e-mail all necessary game files to the entire league, but especially to the commissioner and his opponent. The Commissioner will update the Official League Files. Please be aware that this procedure will require each league member to familiarize himself with his web browser's procedure for attaching files to an e-mail. It will also require managers to own a file-zipping program, such as WinZip or PKZIP. Strat-O-Matic data files do not travel well over the Internet unless one of these zipping programs is first applied to it. Your zip program can be any one you like as long as it is compatible with the zip program that is used by the Commissioner. The ZIP file should be named with the date of the first game and the teams playing, such as 0406 NYY@BAL.zip Files should include the game results files found in the "EXPORT" Folder for the series and all the box scores, found in the "PRINT" folder under the current league name. Ask if you don't understand. The game saves the box scores with a generic name. Each box score MUST BE RENAMED BEFORE YOU SEND IT IN to the following format: Example, Yankees play at Baltimore on April 6th, 1962. The game is saved as BOX0222.prt. It must be renamed with the DATE and the Opponents team names as such:

040662 NYY@BAL.prt.

If you are wondering why, this prevents entering duplications, it prevents overwrites of previous files and makes the commissioners job much easier.

ROSTERS/DRAFTS

A. Owners are required to have 30 players on their team during the season.

B. Between Opening Day and September 1 on the league schedule, a team may have only 25 active players. All other players on the team's roster will be inactive, and ineligible for use during any week for which they are designated as such. On September 1, all carded players on a team's roster are considered active for the remainder of the regular season. Each team must announce 25-man rosters for the playoffs on September 1 (assuming they haven't already been mathematically eliminated from playoff contention). Each team is required to carry at least 10 pitchers on its playoff roster.

C. The league is a "continuous retro" Strat-O-Matic league. The League will play its first season using the 1962 roster disk and will use each succeeding season's roster disk. Any player a manager acquires may be kept for as long as that manager wishes. A player may be kept on the team whether he has a Strat-O-Matic "card" or not. A team is limited to no more than two (2)"uncarded" players on its roster during any given season. If any free agents are picked up during the season, they cannot be kept at the end of the season.

D. Each round of the rookie/FA draft will be conducted in reverse order of the previous season's finish. Before the draft begins each team MUST SUBMIT a list of both the players they are keeping and the players they are cutting. There is NO LIMIT on the number of players one may keep or release. The draft will continue until all teams have at least 30 players on their roster. Changed ownership of any draft pick does not change its order in the draft. The draft will be held approximately 3 weeks after the World Series has been completed and will be an email draft.

E. In case of a tie for drafting positions, the tie is broken as follows:

1. Team with the worst Run scored/Runs allowed differential.

2. If still tied, than the fewest runs scored.

3. If head-to-head record fails to break the tie then the team with the worst home record will get the earlier pick.

4. If the teams are still tied, the Commissioner will break the tie in a random fashion, which is found to be mutually agreeable to both interested parties. If the Commissioner is one of the interested parties, then the Assistant Commissioner will act in his place.

F. After the end of a season, if a team has all 30 players they would like to keep they don’t have to concern themselves with the next year’s draft. If a team does keep all 30 players from their roster they will be awarded an additional 1st round pick in the following draft. For example, if a team keeps all of its 30 players in 1962, they will skip the draft in 1963 and have an additional #1 draft pick in 1964.

USAGE

1. 100% usage for all players. Over usage will not be tolerated. No player is allowed to play more than they did in real life. If you go over the 100% usage rule AFTER THIS ADJUSTMENT you will lose the player to free agency and your 2nd round draft choice for the next season. If that pick has been traded the league officers will decide which draft choices you will loss. . All players overused during the season are automatically INELIGIBLE for the playoffs. Multiple violations will result in dismissal from the league.

2. To keep a player on your roster for the following year, the league has a 50% use him or lose him rule. That means that you must use a player at least 50 percent of his actual at bats or innings pitched. If you do not use a player for 50% of their AB’s/IP, the player will go back into the free agent pool for the following year’s draft.

3. Each individual player will be limited to his real life usage. Batters will be limited by their PLATE APPEARANCES and pitchers will only be limited by their Innings Pitched, not games started.

4. Use of Outfielders

Outfielders may play any outfield position. The strat game automatically changes the player’s ratings if they play out of position, so there is nothing anyone needs to do to adjust. This will help the owner manage their lineups regarding outfielders.

5. Use of Pitchers

1) During any given series any pitcher who has started a game CANNOT appear as an RP under ANY circumstances, for any reason.  Managers should conserve their pitchers for any situation. If you do run out of relief pitchers, then a positional player MUST be used as a pitcher.

 

2) Any pitcher with a rating such as 7/0/N CANNOT be used as a RP UNLESS the game is in extra innings, ALL OTHER pitchers with a relief rating have been expended AND that starter has not and is not scheduled to be a starter in that series.  For clarification, the 0 means no RP rating and the N means a pitcher is weak in a closer situation. 

 

3) Any pitcher with a rating such as 0/3/x CANNOT EVER START a game. 

 

4) Any pitcher with a rating such as 6/3/x can either start OR relieve in any series. A starting pitcher may pitch in relief, but he must be given three days rest. If a pitcher does pitch in relief after three days rest, he will need one day of rest before he can start again. Keep that in mind when you want to do this. It would not be realistic if a pitcher relieved one day and then started the next day without any kind of rest.

Here are the penalties if you pitch a starter in relief without the proper rest:

First offense: A warning will be issued.

Second offense: The pitcher will not be available to be used at all for 15 days.

Third offense: The pitcher will not be available to relieve for the rest of the season including playoffs and World Series, if applicable.

  5) Starting pitchers MUST PITCH AT LEAST 5 Innings or have allowed 3 runs BEFORE they can be taken out of the game. No exceptions.

6) Starting pitchers must have 4 days rest between starts unless there is an asterisk (*), then they can pitch on 3 days rest. If you use a starter without proper rest there will be the following penalties:

1st offense: A warning will be issued.

2nd offense: The starter cannot be used as a starter or a reliever for the next five games starting the next block.

3rd offense: The starter cannot be used the duration of the current block and the duration of the following block. If it happens in the last block of the season, it carries over to the next year.

4th offense: The starter cannot be used the duration of the current block and the duration of the next two blocks. If it happens in the last block of the season, it carries over to the next year.

5th offense: The starter will immediately be cut from the team and put in the free agent pool.

PLAYOFF USAGE

1.     At Bat Limits for individual players will apply to all playoffs.

Each player involved in the playoffs may use up to 10% of his real life

seasonal plate appearances. This rule does not apply to any tiebreaker games.

2.     Pitchers are limited in how many innings they can throw in all playoff series. This rule does not apply to any tiebreaker games or tournaments. Pitchers will be limited in their playoff participation as follows:
