As the growing seasons progresses transition in to inventory for diffuse knapweed, perennial pepperweed, Russian knapweed, and Scotch thistle. May 2012- begin entering data collected in to GIS for future use. Maps and weed information will be given to landowners as work is completed. Education on weed species and control will be given to landowners on a per person basis.Project proposalProvide an overview of the project: (what are you proposing to do?) FORMTEXT Inventory and map areas of noxious weeds, targeting Russian and diffuse knapweed, perennial pepperweed, Scotch thistle, and medusahead rye in the Riley area on property that is adjacent to the USFS Ochoco and Malheur National Forest. The area inside this project is heavily used by elk year around and is considered critical winter range. In addition, mule deer and antelope populations in this area travel on and off private lands onto United States Forest Service's Ochoco and Malheur National Forests and BLM managed lands. The private lands within this projects area are also important sage grouse habitat. Protecting and preventing infestations of noxious weeds into desirable grass stands is very important for these depressed bird populations. Local ranchers also move their cattle on and off these lands onto USFS lands on a yearly basis. This is also a heavily used area for outdoors enthusiasts: fishing, hunting, and hiking are all done on these lands and these enthusiasts travel to and from the USFS lands and these private lands. The need for an accurate inventory of noxious weeds after the Egley Complex fire is also a driver for this project. There is little knowledge of the impact this fire has had on these lands, and the project will also address this need. For these reasons it is important to learn the locations of the Russian and diffuse knapweed, perennial pepperweed, Scotch thistle, and medusahead rye infestations so a plan can be put in place to treat them. The targeted area within this projects scope is an important interface of these private lands and the USFS managed lands, therefore, identifing the noxious weeds in this area so they can be addressed is also very important.In the following questions please use bulleted lists wherever possible, be concise and to the point.1. Is this an independent project or does it coordinate with an Oregon Dept. of Ag Project, Oregon State Weed Board Grant, US Forest Service or other local/regional project? Collaborating Project Partners:Natural Resource Conservation Service –Burns: compliments efforts of the Environmental Quality Incentive Program participants in the Riley area for the control of noxious weeds and restoration of infested lands.Oregon Department of Fish & Wildlife: compliments efforts made to control noxious weeds at Chickahominy Reservoir, provides additional information for the Mule Deer Initiative, compliments work for the enhancement of all wildlife habitat.Oregon Department of State Lands: Control of noxious weeds in 2012 on state lands surrounded by private lands in Riley.Bonneville Power Administration: control of noxious weeds also power line ROW.2. What is the expected outcome of this project?The intended outcome is that all data gathered will be entered into the County GIS program. The information will then be used by the County, Private landowners, BLM, NRCS, and USFS to develop a coordinated noxious weed control plan. This project will provide the required information that will aid in protecting adjacent USFS and BLM managed lands by the identification of noxious weed infestation sites.3. Explain how prevention is a part of this project? FORMTEXT To date there have been very few sites of noxious weeds identified on bordering USFS Ochoco lands in this area. However, private lands to the south are receiving more disturbances due to the Egley Complex fire and ROW that has been spreading these noxious weeds species. There has been a shift in landowners in this area over the past few years as well as develpoment of land in this area over the past year. Many of these new land owners are not local, and there is a concern that the vehicles, equipment, and livestock they have brought into the area might spread existing noxious weeds as well as new noxious weeds. By identifying the locations of the infestations, landowners will be able to know how large each infestation is and will be aided in the treatment to prevent further infestation of the forest. Landowners will also be educated on an individual basis on how to limit the spread of noxious weeds by changing turn out times, altering harvesting methods, changing access routes, etc. It is also the intention to have a kiosk located at the Chickahominy Reservoir to educate the visiting public about the importance of preventing the spread of noxious weeds.4. If this is an education/outreach project:Give specific details as to the potential value of your education and outreach project. Why is there a need for this project? Who is your intended audience?All landowners in the project area will be given a copy of inventory that was done on their property. Landowners will then be able to make resource management decisions that will best enhance existing desirable vegetation while controlling and reducing existing noxious weed species. Providing this knowledge to landowners, USFS and the BLM is invaluable. Information gathered will be given to the USFS and will aid in directing education awareness campaigns in Harney County as well as direct control efforts on both public and private land.5. If this is a control project:Provide details of the treatment plan, maps and photos of the project area, and explain how restoration is a component of the project.3194685122555This is not a control project at this time. It is the intention that this project provide inventory information for control efforts fall of 2012 and beyond.6. If this is a coordination project:What are the coordinating activities? FORMTEXT The Department of State Lands has a section of land (500 acres) that is within this projects targeted area. The DSL will be inventorying this section next year with the intent of treating it next fall as well. ODF&W has land in this area that they are going to be inventoring next year with the intent to treat it next fall also.The BPA contracts with Harney County to treat their powerline ROW's. The county will continue to inventory and treat these areas for noxious weeds. 7. If this is a survey or inventory project:Give a general description of the area to be surveyed or inventoried. What will the information/data be used for and who will it be shared with? Provide a general map of the project area.The majority of the area to be surveyed is upper rangelands with limited to no water. Some areas to be inventoried are seasonally wet/moist pasture lands that are utilized for fall pasture. Off-road recreation access route will also be inventoried as well. Data collected will be entered in to the County GIS data base and be given to all participating landowners, USFS Emigrant Creek RD, DSL, ODF&W, BLM, and ODA.
