In the pre-election campaign in BiH for the general elections in BiH, scheduled for 3 October, all candidates were obliged to deliver to the Central Election Commission (CEC) their property records, and according to the property list of candidates published by CEC the richest politician in BiH is Milorad Dodik. The candidate of the coalition of SNSD, DNS and SP for the President of Republika Srpska reported to have the total assets valued at 2.8 million KM

Dodik is also the most indebted politician because he reported to have a credit in the „Pavlovic Bank” in the amount of 1.7 million KM, which he had taken with the repayment period of 20 years. He officially reported to have earned 239,000 KM (119,500 EURO) in the previous year.

In addition to his Prime Minister’s salary, which amounted to 60,000 KM for the period of one year, Dodik was also engaged in additional jobs, so that his agriculture business provided him with additional 80,000 KM.

The additional income, which supplemented Dodik’s budget, is the rent for the villa of 400 square meters in Belgrade for the period of one year – 100,000 KM. Dodik also owns three apartments, two in Belgrade and one in Laktasi, where he also owns a house. He indicated in his property card that he also owned a house in Serbia, worth around 2.7 million KM, as well as a car worth around 100,000 KM.

MILE SUPPORTS A SON-MILLIONAIRE: As opposed to 2006, this year in the property cards there also appear the heirs to the Prime Minister. So, his son Igor has the assets estimated at 2.6 million KM. The biggest part refers to 50 percent of the share in the ownership of the „Fruit Ltd” company, which was granted a loan of three million KM by the Investment Development Bank of RS. In his property card Dodik stated that he „supports a son“. Dodik also noted that his wife also possessed a property valued at 200,000 KM. According to those data, the movable and immovable property of the Dodik family was estimated at 5.7 million KM.

During his first mandate Dodik became a co-owner of the “Agroprom banka“ by purchasing around thirty percent of the state-owned capital. After that, this Bank became a part of the “Nova banka“, which means that its co-owner was Dodik. The Government of RS now has in the accounts of the “Nova banka“ more than 300 million KM of the money from the escrow account, so that we can say that the Laktasi godfather is a true boss – he keeps his money in his Bank. At that time Dodik also became a co-owner of the Belgrade company “Zekstra”, together with Dragan Djuric. “Zekstra”, which means Dodik, became the owners of the “Boska“ department store in the centre if Banja Luka.

It is typical of Dodik that his assets are registered on behalf of other persons, so he bought a plantation of fruits “Baraji“ in Podgradci and registered it on behalf of the members of his family. Dodik paid a million and a half KM for a hundred and ten acres of apple and pear orchard.

A year after the war, Milorad Dodik, as the legend says, went to Slavko Roguljic with the intention to borrow several hundred thousand KM in order to try and once again start the failed business with the “Igokea” company. Roguljic, who at that time was considered as an intimate friend of Radovan Karadzic and one of his privileged businessmen, rejected him in cold blood and Dodik went back to his car and started to cry like a baby out of pain and helplessness. The legend further says that at that time Dodik was a target for debt collectors who pursued him because of unfulfilled obligations towards the Macedonians from whom he had taken trucks of cigarettes without paying for them. All this had been happening just before he became Prime Minister for the first time in 1998.

Today, Milorad Dodik is one of the richest men in the territory of former Yugoslavia, and he is unrivalled when Bosnia and Herzegovina is concerned. His wealth is measured in hundreds of millions of EUROS, and in addition to too big bank accounts he also possesses numerous apartments, houses, business premises, companies, plantations, radio stations and hundreds of thousands of acres of arable land.

UNSCRUPULOUS ROBBERY: Dodik gained all this in the last ten years by unscrupulously robbing the citizens of Republika Srpska at the time of his Prime Minister mandates. The best testimony of the gigantic scope of that robbery are the reviewed data stating that on the occasion of taking over the office of Prime Minister for the first time in 1998 Dodik owed millions of KM: out of which one million KM to the “Makedonija tabak“ and another 258 thousand KM to the “Banjalucka banka“. His smuggling company “Igokea” was also at that time completely devastated, and he was completely broke. The best argument for a terrible position Dodik was in at that time is the fact that in 1997 the “Agroprom banka“ seized his house in Laktasi since the false leader did not have the money to repay 40 thousand KM of the loan he had got from this financial institution. The truth is that at that time Dodik had a two-room apartment in Laktasi and two small apartments in Belgrade, but their value was not enough to pay at least twenty percent of the debts he had. By taking over the office of Prime Minister, Dodik also took over the budget of this Entity, which from 1998 until now he has treated as his own property. First, by a serious abuse, he paid from the budget the debt to the Macedonians through fake contracts with the Serbian company “Elnos”, and he damaged the “Banjalucka banka“ by a criminal settlement, after which he started to get richer and richer by the light speed. At the time of his first Prime Minister term Dodik was also paid for the cigarettes, which because of smuggling had been seized from him during the war.

He earned more than one million KM from this job although he could not get that money from Republika Srpska on any grounds, but instead he should have been criminally charged. However, at the time of his first term Dodik was the only authority and nobody dared to say no to him, just like today, nor did anybody have courage and confidence to refuse his demands for the state money, which he put in his own pocket.

BUDGET AS THE WALLET: Dodik often says that with his coming to power the budget “exploded” and started to

grow enormously. What he forgets to say is the very fact that with the increase of the budget there also occurred the increase of Dodik’s assets and bank accounts. Even during his first mandate, Dodik built on his property in Bakinci a series of wooden houses, a fishpond and a swimming-pool. Dodik, as a true snob, wanted also to have a house at the seaside and on March 11, 2000 he signed a criminal contract with the company “Glori” from Cyprus, by which he damaged the lottery company of this Entity by tens of millions KM. Just to remind you, Dodik determined in this contract that out of the entire profit this company from Cyprus should get 60 percent, and the Lottery of Republika Srpska should get 40 percent of the money from the Common Fund, which was formed immediately after signing the contract. That is not the end of the criminal provisions – the contract specified that each party should pay its employees from its own funds: – the “Glori“ should pay its manager, and Lottery should pay all the other employees.

Besides, the Lottery guaranteed that “all equipment and other assets used by the ’Glori’ in this cooperation” shall be the property of the company from Cyprus and as such shall be excluded “from any claims of any kind and by any third party towards the Lottery”. More precisely, the Lottery shall from its 40 percent pay for all expenses and potential losses, and the “Glori“ shall have nothing but the gain. What is a damage for RS, as a rule is a benefit for Dodik, because he got a villa worth millions in Limassol as rewards for his robbery. At the same time, the “Glori“ is claiming 82 million KM of damages from the Lottery in the arbitration proceedings because of the termination of the contract. The accomplice of Dodik in this criminal job was Mile Radisic, who at that time was Director of the Lottery of RS.

 A CASTLE FOR THE LEADER: During his first term Dodik also provided accommodation for his brother Goran, who is registered as the owner of the majority of assets of the Laktasi godfather, by building a huge house to him in Aleksandrovac close to Laktasi. After losing the power at the beginning of 2001 Dodik’s construction appetites abruptly stopped, but when he again mounted this Entity in March 2006, Dodik regained the shape fast and started the robbery of unprecedented scale, which has lasted to this very day. The castle for the Laktasi godfather on the land plot in Bakinci was rapidly finished, and he bought additional 300 dunums of land where he planted plum trees. Dodik’s megalomania is for psychiatric observation, and its source, by all accounts, is his unrealized wish to convince everyone around him in a thousand times pronounced lie that he has always been a rich man and that he has never sold peppers at the market. The highlight of snobbery of this mafia godfather is the purchase of a villa in Dedinje, which he paid around 4.5 million KM. Dodik claims that he obtained the money for the villa by selling those two apartments in Belgrade, which is a lie. According to the confirmed information, Dodik did not sell the apartments, but he provided the money from the criminal transactions that followed the alleged privatization of the refinery.

MILE THE BUILDER: Dodik also has huge interests in the company GP “Krajina“, whose co-owner is Milenko Cicic, owner of the “Kaldera” company and a member of the mafia octopus. Its member is also Borko Djuric, Director of “Krajina“, which is building an entire apartment block in Banja Luka, without paying any taxes to the city for doing so. Numerous witnesses claim that Dodik in a very specific manner has shares in a big number of local companies: he signs contracts with the owners, and those contracts guarantee to him a minimum of twenty percent of shares in those companies. Those contracts are not published anywhere and are kept in strict confidence, and the companies in which he is a co-owner get the best jobs valued at hundreds of millions of KM. Besides “Kaldera” and “Krajina”, those are “Integral inženjering”, “Niskogradnja”, “Grand trejd” and many others, and all those who resist Dodik’s requests for a portion of shares in their companies are losing jobs and are exposed to persecution. In this respect, there is a very interesting case of the “Laktasi“ Spa, which became the property of Dodik’s family two years ago, although it is registered as the property of Slobodan Stankovic.

This facility was originally privatized by Rade Ratkovac, but he could not reconstruct it since he was not allowed to do that. It was forbidden to him by Dodik personally, who could not let somebody from Prnjavor buy anything in Laktasi. The grounds for obstructionism Dodik found in the fact that the “Laktasi“ Spa was registered in the land-registry books as the property of the Correctional Facility in Tunjice. Ratkovac could not get a construction permit because of that, so finally he sold the facility to Stankovic, which means to Dodik. The price was five million KM, and the money was taken from the funds for the construction of the Banjaluka–Gradiska highway. Immediately after the purchase, the reconstruction of the spa starts, although it still was owned by the prison, and because of that could not be reconstructed but also could not be sold in the first place. All this was not a problem for Dodik, since the spa was opened for visitors last year, and he very quickly managed to convince the court that the Correctional Facility was not the owner of this facility.

All this mentioned is just a small part of the huge Dodik’s wealth acquired in the last decade. Still, because of those who love fast machines, we could not but mention that the fake leader in his vehicle fleet possesses the latest types of luxury cars, such as “Mercedes“, “Porch“ and “Audi“.

The “Zekstra” company owns the Veterinary Institute in Belgrade, which was privatized under very suspicious circumstances. “Zekstra” is also the owner of many other companies in Serbia and is one of the main sponsors of the basketball team “Partizan”.

UPHOLSTERED BASKETBALL: The Igokea Company owns the basketball club of the same name, and is registered to produce upholstered furniture and decorative articles and used to have 200 employees and produced furniture. Dodik started the first production in Opovo during the war with the help of the Socialist Party of Serbia. It did not last long. He also got from Slobodan Milosevic, the President of Yugoslavia at that time, a grant and the premises in the Sava Centre, which he used. Today Dodik is not engaged in production through Igokea but in - basketball. When the magazine of FTV 60 minutes published that Igokea was engaged in smuggling alcohol and cigarettes during the war, this was also stated at the court in one of the numerous lawsuits initiated against them by Dodik, but Dodik lost the case.

When he "failed" in smuggling, i.e. when the RS MoI seized the trucks in the war, the Minister of Police at that time, Tomo Kovac went to the leaders of Republika Srpska, Radovan Karadzic and Momcilo Krajisnik with the request to remove Dodik’s immunity as an MP in order to arrest him. But, Krajisnik did not allow that to happen and Dodik remained at large. (Dodik does not forget the service provided: the Government of Republika Srpska has intensively taken care of the needs of Karadzic’s family since the time he went to The Hague.)

Bosko Ceko, once the supreme auditor of RS, a few years ago blamed the debtors of Banjalucka banka for its failure since they took and did not return the credits. Dodik’s Igokea was among the biggest debtors since it took the credit of 700,000 KM and did not return it, and the guarantee for the credit (contrary to every law and banking provision) was Dodik’s lawsuit against the Prima Trade company from Topola. Namely, Dodik stated that he would pay the Bank when this company pays to him?!

PARA-INTELLIGENCE SERVICE: Alpha Security in Banja Luka is officially registered in the name of Slavisa Pepic, aka Puma, and unofficially that agency is a part of Dodik’s para-intelligence service. The main commander of Dodik’s security agencies is Milos Cubrilovic Cubri, and his deputy is Velibor Sotra. These Dodik’s loyal soldiers managed, according to the operational information available to the international community, to combine three security agencies with around 400 well-armed members. They were allegedly assisted in all this by the operational and security members of the Army of Yugoslavia and Army of Republika Srpska. According to the same sources, Dodik’s private army has the intelligence centre in Banja Luka, a special unit which is in the immediate vicinity of his property in Laktasi and loyal soldiers deployed all over Republika Srpska (but Federation, as well). Near his house, Dodik bought a huge property in the Laktasi village of Bakinci where he built a big house in the French style, bungalows and a swimming pool. At the same property Dodik built a big artificial lake where he grows fish. The property is secured by private security guards, so that it is not possible to come or pass by unannounced, and each car that passes by is registered and its registration plates are checked, which is then followed by an informative conversation.

The property is roughly estimated at around three million. Dodik claims that the property is not his but his brother’s who also runs a café in the hall of the Basketball Club Igokea in Aleksandrovac.

Welcome to Dodikland: Laktasi, the centre of the world

FAMILY – ABOVE ALL: Dodik introduced his wife, son, daughter, brother and family and friends in business. These are the jobs estimated at millions of EURO... His wife drives the car worth 30,000 KM. She has the office estimated at 100,000 KM. The daughter Gorica owns Radio Celinac, and his son-in-law is in the business of selling telephone cards. He secured for his son through the Razvojna banka of Republika Srpska a favourable credit of 1.5 million EURO for his private entrepreneurship. Criticised for the apparent conflict of interest, Dodik explained granting of such a big credit to his young son – by the contribution to the fight against drugs.

Nezavisne novine at some point reported that Nova banka had opened its seat in Banja Luka after having moved from Bijeljina. The new premises of more than 3,000 square meters were opened by Milorad Dodik, Prime Minister of Republika Srpska, and Milorad Andzic, Director of Nova banka. On that occasion Dodik stated that the Nova banka was one of the main pillars of development in RS, adding: "Nova banka is today an unavoidable factor of our financial system and stability and a very important factor in creating our new financial potentials."

Dodik has shares in this successful bank, and in its depots he keeps the money from the sale of Telekom and oil industry, as well as the money from the budget.

Allegedly more than 300 million KM. Dodik entered Nova banka through the former Agroprom banka in which he bought around 30 percent of the state capital even during his first term (after repaying all debts which he could not pay before his Prime Minister office). When this Bank was incorporated in Nova banka, Dodik’s assets remained.
