Despite the seductive lure of low-cost labor, long-established European carmakers see no advantage in moving engine production to the East. "They're not looking to invest in greenfields, they're looking to invest in existing facilities," said Andrew Fulbrook, manager of European powertrain forecasts at CSM Worldwide in London. Added a Volvo spokesman: "It doesn't make sense to shift production to a low-cost country because the expense includes casting facilities and also high-end engineering facilities." Other reasons for European carmakers to keep making engines in western Europe are the proximity of suppliers and the need to use the capacity at their existing plants. Guillaume Brousmiche, a technical research analyst at Global Insight in London, said that building an engine plant in the East only makes sense for automakers such as Hyundai and Kia that currently are developing their presence in Europe.

Let's work together While European carmakers aren't leaping into the East they are jumping into relationships with each other. Said Fulbrook: "As cost pressures start to mount, carmakers have to swallow their pride to save costs and gain some expertise." Europe's most popular powerplant partner is PSA/PeugeotCitroen, which has engine deals with BMW, Ford of Europe, Toyota and even its French rival Renault. 1.6-liter gasoline-engine family. PSA will build its version in France for models such as the Peugeot 207, due in October. BMW will make its engines in the UK for the second-generation Mini, which also is due this year. The joint engine with PSA replaces a joint engine BMW makes for its current Mini with DaimlerChrysler in Brazil. BMW also will get diesels for the next Mini from PSA, CSM's Fullbrook said. Once production starts at BMW's Hams Hall plant, CSM estimates the UK will get a boost of 200,000 engines a year. Europe's engine production will increase by 14.2 percent to 23.3 million units in the next six years, according to CSM. The consultancy forecasts that by 2012 there will be 16.7 million engines made in western Europe, up 12.6 percent from last year. Helped by the addition of Hyundai/Kia's plant in Slovakia and increased volume at Renault's Dacia plant in Romania, CSM forecasts that engine production in the rest of Europe including Russia, Ukraine and Turkey will hit 6.6 million units, up from 5.4 million last year.
Switching gears The production of transmissions in Europe is expected to increase 18.1 percent in the next seven years to 23.7 million units, according to CSM. The consultancy forecasts that dual-clutch transmissions will have 8 percent of the market by 2012, up from 1 percent last year, while it expects that the percentage of manual transmission produced in Europe will fall from 81 percent to 72 percent.
