Trader Notice MH 13/2014

To: All Food Business Operators at Customs Union/ Russian Federation (CU/RF) Approved Meat Processing Establishments.

Subject: Additional Reference List of Russian Federation Legislation for FBOs producing Meat and Meat Products

[This Trader Notice should be read in conjunction with Trader Notice 12/2014]

Since Trader Notice 12/2014 was published some weeks ago it has come to our attention through our contacts with other EU Member States that FBOs and DAFM staff are expected to be familiar with some additional older Russian Federation veterinary legislation.

The legislation listed in the table below supplements that listed under Point 2 of Trader Notice 12/2014 entitled “Veterinary Inspection Rules”.

Please note that each document is “computer translated” from Russian

|RF Legislation Document |Content |

|[pic] |This is an alternative translation of the same piece of legislation |

| |already in Trader Notice 12/2014. |

| |Essentially it describes the procedure for ante- and post mortem |

| |inspection of all species. It then describes the carcase disposition|

| |for each disease/pathology type. |

| |It also describes veterinary control of chilling and processing |

| |methods. |

|[pic] |This document describes in more detail the procedure for the PM |

| |examination of animals. It looks at the examination of each lymph |

| |node and organ and describes the pathological conditions that can |

| |affect each. |

|[pic] |This regulation describes the RF System of Health marking of meat. |

| |Although the EU do not have to follow this system it should be |

| |remembered that RF inspectors expect carcases to be stamped with |

| |absolute legibility. |

|[pic] |This regulation describes how Veterinary Controls are organised in |

| |the RF. |

|[pic] |Only pages 13-15 are relevant. These regulations illustrate the |

| |importance that RF authorities place on veterinary supervision and |

| |control. |

|[pic] |This Regulation describes the organisation of the Veterinary |

| |Profession and in particular the importance of the State Veterinary |

| |Service in the protection of animal and public health. |
