SeaPort Next Generation (NxG)

?The U.S. Navy has awarded spots on SeaPort Next Generation (NxG), a potential 10-year, $50B contract, to 1,870 businesses for project management and engineering support services. SeaPort Next Gen is the latest iteration of SeaPort-e, a services contracting vehicle established in 2001 and administrated by Naval Sea Systems Command (NAVSEA).Each contractor has an opportunity to compete for individual task orders across 23 functional areas under the SeaPort NxG indefinite-delivery/indefinite-quantity contract.NAVSEA received 1,894 offers for the follow-on procurement vehicle through a competitive solicitation, Solicitation Number N0017818R7000. The Naval Surface Warfare Center, Dahlgren Division, on behalf of NAVSEA and the Navy SYSCOM partners SPAWAR, NAVFAC, NAVSUP, ONR and USMC, conducted a competition to award Multiple Award Indefinite-Delivery/Indefinite-Quantity contracts (MAC IDIQ) to allow SeaPort-NxG MAC holders to compete for future task order awards in SeaPort-NxG. The NAICS code for this procurement is 541330, Engineering Services, and the revenue size standard for Small Business is $38.5 Million. NAVSEA started the Seaport contract vehicle in 2001 to maximize savings in procuring Professional Support Services (PSS). At the time, NAVSEA had hundreds of separate PSS contracts supporting its requirements. Seaport-e started with a few dozen prime contractors but opened the field to a few thousand prime contractors. While the administrative costs to manage all of those contractors increased, if the surge in contractors increased the competitiveness of proposals, NAVSEA might have accepted those management costs. However, that increased competition on task orders didn’t happen.The Navy has made several changes between SeaPort-Enhanced (SeaPort-e) and SeaPort NxG in an effort to increase competition among vendors and decrease administrative costs. What’s new in NxG compared to SeaPort-e?? Single NAICS with direct ordering authority for 8(a)? Removal of Zone Presence Requirements – All MAC holders will get all zones? Consolidation of functional areas? Off-Ramp process (as well as an On-Ramp process)? Mandatory Gov’t User compliance with CONOPS to increase standardization and reduce cycle timeNAVSEA estimates the government will procure $5B worth of services annually through SeaPort-NxG, which contains a five-year base period of performance and a five-year ordering period option.Scope of work mentioned in the solicitation notice includes systems engineering, software development, research and development, system design documentation and technical data, financial analysis, quality assurance, configuration management, information technology and logistics support.For Department of the Navy, consideration of using Seaport to satisfy the requirements for the functional areas shown in Annex 22 is mandatory with some exceptions (NMCARS 5237.102 and NMCARS ANNEX 22, SEAPORT Engineering and Program Management Categories).Naval Air Systems Command, which used SeaPort-e, is pursuing its own contractor services vehicle under its Fast Acquisition Solutions to Enable Readiness (FASTER) initiative. ................
