RG 3
The records of the Finance Department offer unique research possibilities. While containing a large amount of information best suited to quantitative studies, there is also qualitative information about the City of Windsor that cannot bed found anywhere else in the Municipal Archives’ holdings.
It should be noted that dates for all units are not necessarily inclusive and may also contain undated material. Access to units containing sensitive information or in-camera Council minutes is restricted. Permission of the Commissioner of Finance is required to view the records so designated.
Many records series, particularly in the first subgroup (RG 3 A) – Financial Reports and Statements – are reasonably complete, particularly for the recent past. The correspondence found in the second subgroup (RG 3 B) provides considerable insight into the operation of the department. Staff records (RG 3 C) are partially restricted, but open records show the activities of civic employees, especially during the two World Wars. Treasury Section records (RG 3 D) contain a number of incomplete series which in combination with fuller series provide detailed financial information. The records of the Assessment Department (RG 3 E) provide extensive information on the City’s tax base in summary and aggregate forms.
Appendices have been compiled to give detailed information on plans and photographs which have been removed from the records. Patrons are referred to the table of contents at the beginning of each subgroup for a list of appendices.
The Finance Department interacts with all other City departments, particularly in helping to prepare their budgets. The responsibilities of the Commissioner of Finance are quite diverse. Topics dealt with range from Affirmation Action to Animal Control. Records of most financial transactions are found at least in summary from and in some cases in more detail.
These records will be of interest to patrons conducting research in a variety of fields. Business administration, history, political science, economics, public administration and urban studies projects among others may be undertaken in the records of the Department of Finance.

PREFACE

This Guide to the Records of the Department of Finance is a milestone in the development of
the Municipal Archives – Windsor Public Library. It represents a process over five years in duration. Early on in the work done by grant projects to lay the foundation for the present Municipal Archives, the Finance Department demonstrated a cooperative spirit and were sympathetic to the goals of preserving Windsor’s documentary heritage. Theirs were the first historic records to be transferred to the Windsor Public Library, and were among the earliest projects worked on when the Municipal Archives was established in 1984.
Of particular note in the progress of this project has been the continued cooperation of Commissioner Ed Agnew and the Director of Debt and Cash Management, John Poulson. Through Mr. Agnew’s active interest a pilot project for municipal records management was established for the Finance Department. The Municipal Archives coordinated the project, made recommendations and worked closely with Mr. Poulson who became the Department Records Officer and liaison. With the scheduled retention and disposal of departmental records came a number of transfers to the Municipal Archives, much of which will be seen in the more recent documents of this record group.
Although initial processing and a draft guide was undertaken by the Municipal Archivist, the vast majority of work on the Finance Department records has been conducted by Processing Archives Assistant Donna Murphy in a term position funded with the assistance of the National Archives of Canada through the Canadian Council of Archives. The Assistant Municipal Archivist proofread and assisted in the supervision of the project while the Archives Clerk undertook clerical components, including the production of the guide.
The quality of the information found in these records is at first deceiving, with past facts and figures seemingly having little to offer. And yet, there is a dimension to these records which deepens understanding of Windsor’s past in a way in which other records do not. Here we see the day-to-day operation of the City in dollars and cents; here we see the financial implications of political decisions. Categories of expenditures and receipts carried out today have their roots in the Windsor of 1854.
Completion of this project shows the value of archives and records management programmes in preserving and managing non-current information. We invite all interested in Windsor’s history, both in the near and distant past, to share in the richness of the records of the Department of Finance.

HISTORICAL NOTE
RG 3
The Department of Finance dates back to the incorporation of Windsor as a village in 1854. Originally known as the Treasurer’s Office, the department consisted of the Treasurer and a clerk. The position of treasurer is required by the terms of the Ontario Municipal Act, making the incumbent one of the officers of the corporation. The title was changed to Commissioner of Finance in 1970.
The functions of the Treasurer’s office were augmented by the integration of the positions of Tax Collector, Assessor/Assessment Commissioner and Purchasing Agent into the modern Finance Department. At present, the department has six divisions, exclusive of the administrative unit consisting of the Commissioner, Deputy Commissioner and Director of Budget and Administration. They are as follows: Debt and Cash Management and Accounting, Internal Audit, Purchasing, Management Information Systems and Tax. The first two divisions, Debt and Cash Management and Accounting, are taken together to form the Treasury Section. The Payroll Section is functionally aligned to Debt and Cash Management.
Duties of the Treasurer include accounting for the City’s finances, payroll and assisting Council in budget preparation. Added to them is the responsibility of the Commissioner of Finance for financial aspects of operation of the Cleary Auditorium and Memorial Convention Hall, City of Windsor Housing Company and Roseland Golf and Curling Club. The Commissioner is also called upon to serve as Acting City Administrator as needed in the absence of the City Administrator.
The Deputy Commissioner of Finance is responsible for the day-to-day operation of the department. Other duties of this position include preparation of the Current Budget and to act as Treasurer/Commissioner in her/her absence.

Subgroup Note
This subgroup consists of documents which show the City of Windsor’s financial accounting practices. These documents record more than a century of Windsor’s history, from 1878 to 1983. A wide range of financial processes are reflected in these records, from nineteenth-century expenditures to zero-based budgeting. These records are primarily statistical in nature with supporting correspondence.
Auditor’s Reports and Statistics and General Information are published by the Finance Department for the information of Windsor’s citizens. These reports contain a variety of information on Windsor, City departments and associated agencies as well as major industrial interests in the area.
Budget Documentation illustrates the entire budget process used by the City of Windsor. This includes expenditure data for all City departments as well as outside agencies such as the Essex Region Conservation Authority, Greater Windsor Tourist and convention Bureau and others. Petitions to Council for grants from charitable organizations are also of interest.
Capital Works Projections show public works and local improvements which the City sought to accomplish during the projection periods of five and ten years. These records concern the recent past and include details of such projects as the Neighbourhood Improvement Program and the E.C. Row Expressway.
The Refunding Plan is a general heading for correspondence, reports and accounts that deal with Windsor’s financial insolvency brought about due to the 1935 Amalgamation with East Windsor, Sandwich and Walkerville. The recalling of debentures and the funding again of the City’s debt load give these records their name.
AUDITOR’S REPORTS

Series Description
The Ontario Municipal Act sets out the primary duty of the Auditor as to “audit the accounts and transactions of every local board, … and to “prepare the material to be published by the Treasurer.” The Auditor’s Reports for the City of Windsor commence in 1878 and continue up to 1981. There are three subseries consisting of the original Auditor’s Reports (RG 3 AI – l), Published Copies (RG 3 AI – 2) and Sundry Auditor’s Reports (RG 3 AI – 3). It should be noted that RG 3 AI – 3 contains Treasurer’s Reports for the years 1942 and 1943. The Auditor’s Reports contain not only the City’s financial statements, but also statements for boards and commissions such as the Windsor Public Library Board and City-owned Roseland Golf and Curling Club.

BUDGET DOCUMENTATION

Series Description
The material found in this series documents the entire budget process. All departments and City Agencies submit budget requests to the Finance Department. After these submissions have been reviewed by the Finance Commissioner and City Administrator they are then submitted to Council. This budget is then the basis for all City expenditures for the year.
The first subseries, RG 3 AII – 1, Final Budgets/Estimates is the end product of this process. For some years the final approved budget does not appear to have survived and therefore the estimates submitted to Council will be found in its place. Clerk’s copies of Budget estimates for 1935-1966 can be found in RG 2 DVI – 4. Budget materials for the Amalgamation period will be found in RG 3 AV – 3/2.
RG 3 AII – 2, the second subseries is Supplementary Information to the Estimates. These bound volumes give Council added information about the budget requests. RG 3 AII – 3 contains the details of new equipment requests for any given year. Applications for grants by charitable organizations can be found in RG 3 AII – 4. Current year budget files contain actual expenditures for the year to date and can be located in RG 3 AII – 5.
Departmental Budget Files, RG 3 AII – 6, contains submissions from both departments and other agencies such as the Essex Region Conservation Authority. It should be noted that RG 3 AII – 6/28 contains documents pertaining to both the Children’s Aid Society, County of Essex and The Roman Catholic Children’s Aid Society. Series Description
The Capital Works Projections are found in both five and ten year increments, covering the years 1968 to 1987. These documents prepared by the Debt and Cash Management Division of the Finance Department were presented to Council for their consideration. The Projections estimate the cost of capital works. The first subseries RG 3 AIII – 1 consists of the five year projections, while the ten year projections are in RG 3 AIII – 2. The third subseries RG 3 AIII – 3 contains files related to the Capital Works programs. Examples of projects under Capital Works are the E.C. Row Expressway and the Neighbourbood Improvement Program.

These published reports for the years 1958-1979 were originally intended to give potential purchasers of City debentures the information necessary to assess Windsor’s financial status. They provide brief sketches of Windsor’s growth, economy and its industry. Brief descriptions of the Windsor Harbour Commission, the Greater Windsor Visitors Convention Bureau and the Windsor Chamber of Commerce are also contained in the reports. Correspondence relating to the Statistics and General Information can be found under that heading in RG 3 B, Administrative Correspondence.

REFUNDING PLAN

Series Description
The period immediately following the amalgamation of Windsor with East Windsor, Sandwich and Walkerville in 1935 was one of extreme financial difficulty for the new municipality. The City was forced to recall debentures and to refund (fund again) those debentures, since it was unable to meet its financial obligations. This series is important in that it shows the financial transition from four distinct municipalities into one larger municipality and the financial impact amalgamation had on the Border Cities.
The first subseries (RG 3 AV – 1) contains reports leading up to the refunding process along with the refunding plan. Also included with the reports are financial statements and budget materials for the period. RG 3 AV – 2 is composed of correspondence relating to the refunding plan. Many citizens wrote to ask for detailed information on the refunding. The third subseries (RG 3 AV – 3) contains accounts relative to the time period of amalgamation. Of particular note is the Debenture Exchange Schedule which deals with those debentures recalled and reissued under the Refunding Plan. Of interest in (RG 3 AV – 4) Legal Documents, are the appellants and respondents factums in the court case between the City of Windsor and Hiram Walker – Gooderham and Worts Ltd.

Subgroup Note
This subgroup is composed of correspondence to and from the Treasurer/Commissioner’s office. The files and bound volumes reflect different records keeping practices, from press copy letterbooks to alphabetical filing systems. Topics of importance for the time period covered will be found as well as information on routine departmental affairs.
The first four series cover one hundred and ten years of the Treasurer’s Department. As Windsor grew, so did the responsibilities and functions of the Treasurer. In addition to duties traditionally associated with the Treasurer, in the twentieth century Windsor’s chief financial officer became responsible for the fiscal affairs of the City of Windsor Housing Company, Cleary Auditorium and Memorial Convention Hall and Roseland Golf and Curling Club.
An extremely wide range of subjects are covered in the correspondence. Often the same subject is found in several series. For example, information on the Cleary Auditorium may be found in RG 3 BIII and IV – 1.
The Project Files are grouped together as special projects which involved the Treasurer/Commissioner. In some cases projects spanned the tenure of more than one Commissioner. These records are of interest in showing various concerns of Windsor in the recent past (1946-1985).
Appendices give detailed information on plans, photographs and newspaper clippings removed from the records. Ontario Municipal Board Orders and Council Resolutions pertinent to the E.C. Row Expressway have also been listed in appendices.
EARLY TREASURER’S CORRESPONDENCE

Series Description
This series contains correspondence to and from a number of Windsor’s early Treasurers including Arthur Wickson, James C. Guillot and James R. Thomson. There being only a small amount of material, the correspondence of these early Treasurers was grouped together. Treasurers’ Letterbooks, (RG 3 BI – 1) is composed of four press copy letterbooks which contain correspondence from 1890 through 1907. These letterbooks contain alphabetical indexes for easy reference. It should be noted that (RG 3 BI – 1/4) is Colonel Guillot’s personal correspondence and that further information can to found in (MS 11), Guillot Family Papers. RG 3 BI – 2 although containing only two units, documents a time period for which there is little other fiscal documentation. The correspondence is varied and covers the years 1874-1880 and 1904.

Series Description
A.E. Cock, Treasurer for the town of Walkerville until 1935, became Treasurer of Windsor at the time of Amalgamation. It was his duty to oversee the difficult task of implementing the Refunding Plan (see RG 3 AV). Mr. Cock continued as Treasurer until his retirement in 1951. Series Description
Eugene J. Langlois became Treasurer of Windsor in 1951 upon the retirement of
A.E. Cock. Mr. Langlois served as Treasurer nineteen years until his own retirement in 1970. He continued as Financial Advisor until 1972. This series consists of subject correspondence which spans 1938 to 1968. Included in this time period was the 1966 Annexation, aspects of which are dealt with in this series. Series Description
Edward Arthur Agnew became Treasurer/Commissioner of Finance in 1970 after seven years as Deputy Treasurer. Gerald S. Pinsonneault was appointed Deputy Treasurer in 1970 and both men continue to hold these positions presently. This series documents the records of the office of the Commissioner of Finance which includes files of both E.A. Agnew and G.S. Pinsonneault in addition to Anthony Haddad, Director of Budget and Administration.
The first subseries, Subject Correspondence is expansive and contains documentation on a wide range of city functions. Also included are various associational activities attended by the Commissioner and topics of social relevance such as Reye’s Syndrome, energy conservation and affirmative action. Access to in-camera council minutes and other sensitive material is restricted. Terms of access will be found in the Content Note. Patrons should refer to Appendix I for newspaper clippings which have been removed and Appendix II for Plans which have been removed.
RG 3 BIV – 2, Essex and Kent Chartered Accountants’ Association, is composed of the correspondence of that organization and its antecedents. The papers in this series came to Commissioner Agnew during his tenure as President of the Association in 1967-1968. The records begin with the Windsor and District Chartered Accountants’ Association. In 1958 the name changed to the Chartered Accountants’ Association of Windsor, with the change to the present name taking place in 1966.

Series Description
This series consists of seven subseries representing different projects undertaken by the City. The Project Files contain primarily information of interest to the Commissioner of Finance and therefore concern the financial aspects of the project. As the projects span the offices of both E.J. Langlois and E.A. Agnew, they were distinguished from the general office correspondence. Projects are as follows: Annexation (RG 3 BIV – 1); Coliseum Feasibility (RG 3 BV – 2); E.C. ANNEXATION
Subseries Description
On January 1, 1966 Windsor annexed the Towns of Riverside and Ojibway and portions of Sandwich East, South and West Townships. This subseries contains information on the financial impact for Windsor. Information can also be found on annexation by other municipalities, among them Brantford and Chatham, which Windsor used for reference purposes. A listing of Plans removed from the files is in Appendix III and related plans will be found in RG 3 BV – 7. Further documentation of Annexation is available in other record groups as follows:

COLISEUM FEASIBILITY
Subseries Description
After a number of interest groups expressed a need for this project, Council decided in 1981 to study the feasibility of a civic centre coliseum for Windsor. Notices were printed in the Globe and Mail and the Windsor Star asking for submissions. This subseries consists of these submissions and proposals from management consultants and architectural/engineering companies. The files do not contain the city’s original request or terms of reference.

The records documenting the financing of the Expressway span twenty years, indicating the scope and complexity of this project. FOUNTAIN FUND
Subseries Description
The Peace Fountain is considered to be one of Windsor’s most beautiful and enjoyable assets. The records in this subseries document the initial financing of the fountain. Contributions by citizens and raffles, were added to my matching provincial grants. Donations were also made in memory of Charles E. Brooks, President of U.A.W.
Local 444. The city made no expenditure towards the fountain except in staff time. E.A. Agnew, Commissioner of Finance acted as secretary-treasurer and William A. Wilkinson, founder of Green Shield Prepaid Services Inc. was General Campaign Chairman.
Plans accompanying the documents are listed in Appendix VII. Appendix VIII is a list of newspaper clippings removed from the records and photographs removed have been described in Appendix IX.

Subseries Description
Following the June 1975 closing of the Steinberg Building, concern arose as to the future use of this building. Some of the City’s concern was due to a potential loss in tax revenue. This subseries contains proposals for the future uses of the Steinberg Building, none of which were ever implemented.

Subgroup Note
Payroll records for the City of Windsor range from 1921 to 1983. Early payroll records are found in the Municipal Ledgers and Journals (RG 3 DI). Salary recommendations are also available for 1957-1982 in RG 3 AII – 7. The payroll records in this subgroup are in two series. The first, Salary Registers covers 1921-1943. Access to the second series, Payroll Ledger Cards is restricted for 55 years.
The Staff Organization records are an example of the altruistic spirit of Windsor Municipal Employees. The activities engaged in are fund raising for both World Wars, the Depression, Windsor (England) Flood Relief and the United Emergency Fund for Britain.

Series Description
Salary Registers for the years 1921 to 1943 list employees under the department for which they worked, with their salaries. These records contain no personal information, only details such as rate of pay, gross earnings and deductions. For volumes which have indexes, the index is listed immediately following the salary register to which it refers. Volumes containing indexes are noted in the remarks column.

Series Description
These records are similar to the Salary Registers, although they contain more information. This information is often of a personal nature and therefore access to this series is restricted for a period of 55 years. Employees of the city are permitted to view their own payroll cards. The subseries were determined by size and date of the cards. Departmental titles vary and therefore patrons may have to conduct a more complex search for information. The first subseries contains a small amount of cards for 1944-1948 which were included with the 1950-1953 cards. Dates noted are inclusive for each subseries and may not be found for each unit.

Series Description
This series documents the fund raising activities of Windsor civic employees including efforts for World War I, World War II and the early years of the Depression. This series more than any other illustrates the willingness of Windsor’s citizens to pull together in difficult times.
The first subseries, RG 3 CIII – 1, contains the records of the local chapter of the Canadian Patriotic Fund and Red Cross Fund. Records include ledgers and cashbooks which document receipts and expenditures for 1918-1920. The second subseries consists of one volume for the Windsor Municipal Patriotic Fund. This fund was also active during the First World War.
The Employees’ Relief Fund, RG 3 CIII – 3, provides information on relief efforts in 1930-1931. Three of the five units were damaged by mold and therefore taken out of their bindings. Only those pages which contained information have been retained. Further information on Depression relief efforts can be found for 1932-1940 in RG 3 DV, Relief Department.
The records of the Windsor Civic Employees’ War and Patriotic Fund, RG 3 CIII – 4, span 1939-1946. There is correspondence as well as minutes and financial statements. Patrons interested in further information may consult Victory Loan files in RG 3 BII.
Other staff activities include RG 3 CIII – 5, Windsor (England) Flood Relief Fund and RG 3 CIII – 6, United Emergency Fund for Britain. Unfortunately only one volume survived for each of these subseries.

Subgroup Note
The Treasury Section is composed of the Accounting and Debt and Cash Management functions of the Finance Department. The accounting records in this subgroup reflect the City’s interaction with various businesses and individuals of the City. They also give an insight into the cost of living for the time span they cover, 1855-1988 by showing prices paid by the City for goods and services. The accounting records are also the raw material for the annual Auditor’s Report (RG 3 AI).
The purpose of the debt and cash management function is to ensure that the City repays its debts and to achieve the best possible interest on invested funds. This activity is centered on the need to raise money for local improvements and the subsequent issue of debentures.
ACCOUNTING RECORDS
RG 3 DI
Series Description
This series contains the records which show the City’s fiscal responsibility to its constituents. These are the records submitted to the external auditor for verification.
Municipal Ledgers, RG 3 DI – 1, contain entries organized by subject, such as Administration of Justice or Market. These volumes range from 1866 to 1951, providing financial documentation on virtually all City matters. The second subseries, Municipal Journals, contain the same information as the Municipal Ledger for any given year. The Journals however are arranged in chronological order rather than by subject. The remaining subseries, RG 3 DI – 3, Daily Cashbooks, DI – 4, Main entry Cashbooks,
DI – 5, Voucher Cashbooks and DI – 6, Monthly Balance Books are also arranged in chronological order. The seventh subseries, Expenditure and Receipt Books, is the exception and like the Municipal Ledgers are arranged by subject. All of these subseries contain basically the same information but in different formats.
Various account books for particular subjects such as library or fire department will be found in RG 3 D IV, Sundry Accounts.

Series Description
This series consists of two subseries which reflect the different formats in which the City kept its accounts payable records. The first subseries is composed of ledgers which cover the years 1921 to 1952. Several of these ledgers were removed from rusted metal bindings. For example units 1 to 6 originally composed the first ledger. This is illustrated by noting that each of these 6 units have the same dates. Noted in the remarks column are the account numbers for each unit.
The second subseries are ledger cards for 1952-1967. These cards are arranged in alphabetical order not by account number. For further details on the arrangement of these cards please refer to the Subseries Description.

LEDGER CARDS
Subseries Description
The ledger cards in this subseries are arranged in alphabetical order which includes many anomalies. Titles of companies such as A & H Bolt will precede all other entries which begin with the letter A. At the end of all cards which begin with A, A-Miscellaneous card is found. The above applies to all other letters of the alphabet.
Under the heading City of Windsor many diverse accounts will be found. These accounts do not actually say City of Windsor on them but were filed that way. They include Police witness fees and petty cash accounts for many departments.
Mc and Mac are filed after all other M cards including the M-Miscellaneous. Entries for the Province of Ontario will be found following O-Miscellaneous. The Payroll Accounts precede all other P entries and include accounts such as Credit Union.
Patrons should also note that all Children’s Aid Societies have been filed under Children’s Aid Society except the Toronto Children’s Aid Society which is filed under T.
Access has been restricted to certain cards and they have been removed from the body of the cards and placed in alphabetical order at the end of the subseries.

Series Description
This division of the Finance Department is functionally interrelated to the Accounting Division. Debt and Cash Management is responsible for long-term debt management and ensuring that the city receive the best interest rates possible for its investments. The records in this series reflect some of the activities of this division.
The first three subseries pertain to debentures. Debentures are issued through by-laws for the purpose of raising money for a specific project such as street pavement. Debentures set out the payment schedule and interest rate. The Debenture Resisters, RG 3 DIII – 1, span over one hundred years. Dates for debenture issues will be found in the remarks column. The date represents dates of all entries in the volume. RG 3 DIII – 2, Debenture Coupons and RG 3 DIII – 3, Sample Debentures, may be seen as other aspects of the debenture process. Further information will be found in the by-laws (RG 2 AV) which may be consulted in the records of the City Clerk.
The Local Improvement Records are directly related to the debentures in that most debentures are issued to raise money for Local Improvements. The Local Improvement Ledgers, RG 3 DIII – 4, are arranged by by-law number while the Local Improvement Registers, RG 3 DIII – 5, are arranged by street name, lot and plan number. Dates for the registers are approximate due to the date of the by-laws. Further information on local improvements will be found in the Local Improvement Cashbooks, RG 3 DIII – 6 and Trial Balances, RG 3 DIII – 7, as well as (RG 2 AV) by-laws and RG 3 D I, Accounting Records.
The Sinking Fund records, RG 3 DIII – 8, illustrate the money set aside by the City to gradually repay its debts. RG 3 DIII – 9 consists of Construction Supplies and expenditures related to these supplies.

The records in this series document Windsor’s attempt to cope with the problems of the Depression. The Goodfellows organization became involved in relief efforts before the City and they subsequently worked together. The majority of the records are for rent or tax relief. Subgroup Note
The Assessment Department functioned as part of the City until the end of 1969. On January 1, 1970 the assessment function was taken over by the Province of Ontario. The records in this subgroup deal almost exclusively with the period when assessment was under the City’s domain. RG 3 EI – 2, Annual Report of the Essex Regional Assessment Office for the City of Windsor is the only exception.
The Assessment Department was responsible for noting any changes which might affect the Assessment Rolls, such as ownership or school support. The Assessment Department kept its own records of these changes and yearly an Annual Report was put out by the Commissioner. These reports will be found in RG 3 EI – 1.
Correspondence to the department regarding problems with assessment or changes is found in the second series. The records used to note any changes to property or business assessment are in the form of cards.
The department also worked closely with the Court of Revision. Dockets are among the records kept by the Assessment Department.
Appendices give details of photographs which have been removed from the records. Patrons may also ask to view photographic negatives which are associated with the Assessment Department.

RG 3 EI
Series Description
The Assessment Commissioner’s Annual Reports, the first subseries, are the largest component of this series. They contain a wide variety of information in a statistical format. This data includes comparisons of assessments on an annual basis, classification of exemptions, poll tax figures, dog licenses, religious denominational census, population, census by age group, average school attendance, as well as listing mayor, councillors, controllers, judges and members of the Court of Revision. The categories of information vary from year to year.
RG 3 DI – 2 contains only one report by the Essex Regional Assessment Office. The assessment function was transferred from the City to the Province on January 1, 1970, which explains the change to the Essex Regional Assessment Office.

Series Description
The first subseries, Residential Assessment Cards, though not complete for the City offers a wide range of information. Details such as building date and materials are among the data on these cards. RG 3 EIII – 1 and RG 3 EIII – 2, Rental Properties Assessment Cards are arranged alphabetically by street. It should be noted that dates for each subseries are not necessarily inclusive nor will they be found for each card.
The Building Field Cards, RG 3 EIII – 3 provide details similar to those found in RG 3 EIII – 1. These cards deal with properties which have in some way been altered therefore affecting the assessed value of the property. Cards are arranged by roll number, so access by address is not possible. The forth subseries, Business Assessment Cards, is only a sampling since only cards for those businesses beginning with the letters A to H have survived.

Subgroup Note
The earliest records of the Tax Division date back to 1853, one year before the incorporation of Windsor as a village. The duty of tax-collecting was originally fulfilled by the Tax Collector in the Treasurer’s Office. By 1973, the function of tax-collecting had developed into a combined effort composed of several related activities which were in the charge of the Tax Division, originally known as the Tax Department, in the Finance Department.
The main responsibilities of the Tax Division consist of preparation of collectors rolls based on property assessment and mill rates, collection of realty and business tax, both current and in arrears and fulfillment of other related duties. This latter area includes mailing demands of tax, processing related general correspondence, making authorized tax changes and so on.
Although the documents of the Tax Division contain the earliest of the records in RG 3, these documents are incomplete. The existing records, however, do provide some valuable information about the conditions and development of the administration of the Tax Division, the variety and rate of taxes, the process of tax-collecting and the sale of lands for arrears of taxes before 1935. These records may also throw some light on city development and improvement as well as financial and property changes of tax payers.

RG 3 FI contains the manual of the Working Procedures of the Tax Division issued in approximately 1973. There are extensive and detailed descriptions of the comprehensive functions of the division and specific responsibilities of individual staff.

Series Description
The correspondence in this series is divided into five subseries according to chronological order, subject matter and provenance.
The first subseries is the correspondence between the City Treasurer and tax-payers concerning the arrears of tax, the sale of land and the redemption of the sold property from 1891 to 1930. The records are arranged in chronological sequence and some of them are related to RG 3 FV.
Except for the time period (1931-1942), the second subseries is similar to the first one both in creators and subject matter. It is, however, arranged in alphabetical order in consideration of original order and so are the rest of the subseries.
The third subseries is the correspondence between Tax Collectors, individual tax-payers and other related city government officials about the arrears of taxes between 1946 and 1967.
Created at almost the same time period as the previous one (1950-1971), the fourth subseries is mainly the correspondence between Tax Collectors and various corporations and municipal government branches about mortgage arrears tax. Folder 13 contains notices from the Director of Social Services covering the tax payment or shelter allowance for recipients from 1959 to 1971. It is of restricted use to researchers. ACCESS TO THIS FOLDER IS RESTRICTED.
Also within this subseries is the correspondence of the same nature between tax collectors and property owners (of certain streets) concerning the change of taxes based on the payment of rent.
The final subseries, RG 3 FII-4, consists of correspondence mainly in the form of incoming letters, listings and copies of tax cards from corporate companies regarding interim and final mortgage taxes from 1969 to 1971.

COLLECTOR’S ROLLS

Series Description
This series contains Collector’s Rolls from 1853 to 1890. They are further divided into three subseries: Letters of Certification, Collector’s Rolls and Non-resident Collector’s Rolls. Except for the first subseries of two letters dated 1853, the rest is in the form of account books called Collector’s Rolls. In many cases, the Collector’s Rolls also contain non-resident Collector’s Rolls while the third subseries may include abstracts of unpaid taxes. Although these records are incomplete, they provide valuable evidence as well as reference to the early history of the Tax Division, including changes of types of taxes and annual mill rates.

Series Description
The records of the arrears of taxes are composed of three subdivisions: property tax, income tax and poll tax. The records of the arrears of property tax are all in the form of account books except arrears ledger cards which are represented by two folders of samples. They provide historical reference to the management of arrears of taxes. Both the income tax and poll tax were collected by the municipal government of Windsor in the first half of the twentieth century. The fact if reflected in RG 3 FIV-2 and
RG 3 FIV-3. The latter is also kept by samples.

Series Description
This final series is closely related to RG 3 FII-1. It deals with the sale or the confiscation of land property for the arrears of taxes from 1877 to 1936. It is further divided into three subseries: Registered properties, Lists of Lands for Sale and the Records of Sale. The duty of selling lands was chiefly carried out by the treasurer through the cooperation of both tax collectors and other related city officials.
