FORMCHECKBOX ORIGINAL SSN CARD FORMCHECKBOX OFFICIAL BIRTH CERTIFICATECATEGORY 2 DEFINITION (FACILITY CLOSURE OR SUBSTANTIAL LAYOFF)Substantial Layoff – A reduction (excluding a plant closing) that results in an employment loss at a single site of employment for at least 30 full-time employees during a 6-month period, or any reduction in force of at least 25% of a company’s workforce at a single site during a 6-month period.DEFINITION OF UNDER-EMPLOYED WORKERThe State allows under-employed workers to qualify for the WIOA Title I Dislocated Worker program if they have been dislocated form full-time employment and meet one of the following eligibility criteria:Employed less than full-time but actively seeking full-time employment;Employed in a position that is inadequate with respect to documented skills and training;Employed but meet the definition of “low-income” in WIOA Section 3(36); orEmployed but current earnings are insufficient compared to earnings from previous employment.STOP-GAP EMPLOYMENT DEFINITIONStop-gap employment is temporary work an individual accepts only because they have been laid off from the customary work for which their training, experience or work history qualifies them. Stop-gap employment must be temporary in nature with the intent to end employment upon completion of training, obtaining self-sufficient employment or as specified in the individual employment plan (IEP). Typically, stop-gap employment will pay less than the individual’s wage of self-sufficiency, however, there may be specific circumstances where stop-gap employment does provide a sufficient wage temporarily but is not considered permanent employment that leads to self-sufficiency.An otherwise eligible dislocated worker remains eligible if either prior to or during Title 1 Dislocated Worker program participation, stop-gap employment is obtained for the purpose of income maintenance. If dislocation from a stop-gap position occurs, the job of dislocation remains the original job that established the self-sufficient income. If, at any time, an individual obtains employment that meets self-sufficiency, including a scenario where the employment period exceeds the criteria for stop-gap employment, then that position would be considered the self-sufficient job of dislocation in the event of a future dislocation.Occupation of dislocation is not in demand or balanced in the King County labor market per ESD’s current Qualifying Occupation List for Seattle-King County, updated annually, or the current ESD reports for Employer Demand and Supply-Demand;Occupation of dislocation has a projected growth rate in the King County over the current 5-year period that is lower than the average of all occupations in King County, over the same period. Use ESD’s annual Long –Term Occupational Employment Projections by county, which can be found at this webpage;Industry of dislocation has a projected growth rate in King County over the current 5-year period that is lower than the projected growth rate for the average of all industries in King County, over the same period;Providers may also consider whether the average wage of available jobs in occupation or industry of dislocation in the current King County labor market is less than 80% of the applicant’s prior hourly wage, following the Unemployment Insurance (UI) standard for “suitable work.” Prior hourly wage amount will be documented by ESD printout showing last 2 quarters (or most recent available) of earned wages divided by hours worked in those quarters. Wage of current job openings the equate to job of dislocation will be documented by 5 King County job postings that show wages (utilizing mid to top range of wage) that are below 80% of prior hourly wage.Applicant has exhausted UI, has been receiving UI benefits for a duration that is higher than the average weeks paid (currently at 15 weeks, updated annually by ESD), or has been unemployed for more weeks than the current average weeks paid, but did not qualify for UI because of insufficient hours. This will be documented through UI records.Applicant’s UI profile score, if available, denotes they are likely to exhaust UI benefits (currently score of 34 or higher, updated annually with information form ESD). The UI profile score will be documented by ESD printout.Customer lacks the skills, education, certifications, and/or licensing currently required for their occupation of dislocation. This will be documented with at least 5 current job postings showing the skills, education, certifications, and/or licensing that are lacking, in combination with a current client resume and an applicant statement reflecting their current skills and notating what skills, education, certifications, and/or licensing they are lacking to gain employment in their occupation of dislocation. The applicant additionally must engage with a Title 1 Employment Specialist to determine (1) what skills are being required by employers that the applicant is missing, and (2) what basic career services may be provided through use of the WorkSource system services (e.g., interviewing or resume assistance). Based on Employment Specialist’s assessment and recommendation, the applicant may be enrolled for individualized career services and training in General DW (Category 1).Applicant cannot return to the same or similar occupation of dislocation because of the physical demands of the occupation and a change in the applicant’s physical ability to meet those demands, as supported by a medical provider statement. ................
