ANNUAL REPORT

TO: Crawford County Board of Supervisors

The following is the Real Property Lister’s Annual Report for the year 2014:

Services: This office is a combination of the Land Records Department, Surveying Department and the Real Property Listing Department. Maintains real and personal property records for Crawford County and performs skilled and technical work in preparation and drafting of property maps. This position is responsible for maintaining and enforcing the Crawford County Subdivision Ordinance and review all land transfers within the county for legality. It is the coordinator and technical manager and administrator between the AS400 programs, System 36 Environment, and all GIS programs. This position acts as agent for the County Treasurer for the collection of delinquent taxes. This position is the Land Records Officer and writes and maintains all grants relative to Land Records Modernization

Assessments: This office computes and prepares all assessment rolls, notices of assessments, tax rolls, tax bills and tax notices for the County and is an advisory position to the Assessors. The Town of Clayton and the Town of Utica were rivaled in 2014. You may view the 2014 Mills Rates on line at under the real property lister’s office. I have also attached a copy to this report.

Wisconsin Department of Natural Resources has supplied us with a 2014 Acreage Summary Report of Crawford County’s Special Classification Lands. A copy is attached to this report for your review. It breaks down each district and the acreage for each program. The Department of Natural Resources tax rates for this land are as follows:

Forest Crop Law properties entered 1972 to 1986: Regular Acres $1.66 per acre and Special Acres $.20 per acre.

Managed Forest properties entered 1987 – 2004: Open Lands went from $.67 per acre to $.79 per acre and Closed Lands went from $1.57 per acre to a $1.87 per acre for 2014.

Managed Forest properties entered after January 1, 2005: Open Lands went from $1.67 per acre to $2.14 per acre and Closed Lands went from $8.34 per acre to $10.68 per acre for 2014.

Land

Transfers: We receive copies of all land transfers from the Register of Deeds office and parcel out any splits and make all necessary name changes to the assessment rolls and create new parcel numbers. The land transfers and developments were down this year. This office has logged every land transfer that has come into this office for the year 2014 on an access program. We are able to sort in many different ways, such as, by acreage, town and range, purchase price, etc. We have this available to the public by paper, computer disks or e-mail for $50.00 per year or $5.00 per month. For the year 2014 we logged 1078 entries.

Subdivisions: Approval of the Certified Survey Maps is being done through this office. We forward copies to the State of Wisconsin, Plat Review Department and to the Township Officials for their approval. Any comments they may have are asked to be given to this office in writing within 30 days of their receipt and this office then has an additional 15 days to review the maps and to request any changes. The review fee for the County is $150.00 per CSM. This year, we received 15 Certified Survey Maps for review. The County’s share of the review fees was $750.00. The County does not review maps for the city and villages.

Land Records

Office: The remonumentation program is still in progress. For the year 2014, 87 corners have been monumented and 26 Sections have been parcel mapped by River Valley Land Surveying. The areas completed in 2014 were in Town 10 North, Range 6 West, Town 10 North, Range 7 West and Town 11 North, Range 6 West Town of Freeman. Crawford County budgeted $44,175.00 and the Land Records account paid $39,100.00 towards the 2014 project. This program is a great asset to Crawford County. All maps are being integrated into our GIS system. Crawford County received a grant in 2014 in the amount of $39,080.00 which funded part of the remonumentation project. Attached for your review is a map of the area that has been remonumented.

You can view Assessment and Tax information on line together with maps for Town of Utica, Town of Haney, Town of Scott, Town of Marietta and part of Town of Eastman. You can search by owner name, parcel number, acres, section, town and range and by property address. You can receive the following information: brief legal description, acres, breakdown of the property assessment, property address and the total tax amount. Delinquent Tax

Collection: Crawford County completed the foreclosure process on 19 delinquent tax properties. Judgment was entered on August 22, 2013. The sale of these properties was held at Kramer Auction Service on June 7, 2014. The properties brought in about $108,673.13 less miscellaneous expenses. A property breakdown is attached to this report for reference.

Monthly

Meeting: The Real Property Lister’s Office meets once a month with the Land Conservation, Planning and Zoning Committee. A report is given every month and Certified Survey Maps and any problems or concerns relative to this office are discussed together with the progress of the GIS system.
